Annex A of this technical guiding document is informative. Annex B is normative. This technical guiding document shall be under the jurisdiction of China Electronics Standardization Institute. Drafting organization of this technical guiding document. China Electronics Standardization Institute. Participating drafting organizations of this technical guiding document. They are listed in Annex A. Main drafters of this technical guiding document. Han Shuoxiang, and Yang Meng.1 ScopeThis technical guiding document provides the general guidelines of determining the environment-friendly use period of electronic information products that contain toxic and hazardous substances or elements. The content of this technical guiding document applies to the electronic information products within the adjustment range of "Pollution Control and Management Methods of Electronic Information Products", and in which the content of toxic and hazardous substances or elements exceeds the limit requirements specified in SJ/T 11363-2006.2 Normative referencesThe provisions in following documents become the provisions of this guiding document through the reference in this guiding document. For dated references, the subsequent amendments (excluding corrections) or revisions do not apply to this Standard, however, parties who reach an agreement based on this guiding document are encouraged to study if the latest versions of these documents are applicable. For undated references, the latest edition of the referenced document applies. SJ/T 11364 Marking for control of pollution caused by electronic information products3 Terms and definitionsThe terms and definitions defied in SJ/T 11364 AND the following terms and definitions apply to this technical guiding document. 3.1 technical environment-friendly use period The environment-friendly use period determined by practice OR scientific methods and testing techniques. 3.2 notional environment-friendly use period The environment-friendly use period determined by the method of combining with other use period concepts of the products. 3.3 techno-life The expected average product lifespan determined according to the design.4 General rules4.1 Numerical range The electronic information products of which the environment-friendly use period is less than or equal to 10a [Noted by Translator. 10a = 10 years. See SJ/T 11364], should select an integer between 1 and 10 as the product’s environment-friendly use period. The electronic information products of which the environment-friendly use period is greater than 10a, should select an integer multiple of 5 as the product’s environment-friendly use period. When the environment-friendly use period of electronic information products is not an integer multiple of 5, it should select a similar and smaller integer multiple of 5 as the product’s environment-friendly use period. 4.2 Method selection process The manufacturer or importer of electronic information products should select an appropriate method to determine the product's environment-friendly use period according to the order shown in Figure 1.According to the method selection process diagram, enterprises shall in-priority consider to use practice method and test method to determine the technical environment-friendly use period of the products. If the technical methods are not applicable, then it can choose one of the four kinds of determination methods of notional environment-friendly use period, regardless of the order, to determine the environment-friendly use period of the products.5 Determination methods of environment‐friendly use periodFigure 1 Method selection process diagram of environment-friendly use period of electronic information products 5.1 Technical environment-friendly use period method 5.1.1 General rules When the manufacturer or importer of electronic information products has enough practice experience or scientific test technical means, it should select the technical environment-friendly use period as the environment-friendly use period of the Electronic information products ofwhich the environment-friendly useperiod is to be determinedIs there a practice experience. 5.1.2 Practice method Electronic information products under normal use conditions, if the toxic and hazardous substances or elements in products occur the cases of leaking or mutation for 5 set · times or more, the rounded shortest age limit of the occurrence of cases is determined as the technical environment-friendly use period of the products. 5.1.3 Test method When electronic information products occur no the cases of leaking or mutation of toxic or hazardous substances or elements under normal use conditions, the technical environment-friendly use period obtained according to the experimental techniques of Chapter 7 is determined as the technical environment-friendly use period of the products. 5.2 Notional environment-friendly use period method 5.2.1 General rules When manufacturer or importer of electronic information products can not determine the technical environment-friendly use period of electronic information products under existing practices and technical conditions, it should use notional environment-friendly use period as the environment-friendly use period of the products. 5.2.2 Safe-use period method If the products have safe-use period, it should use the safe-use period as the environment-friendly use period of the products. 5.2.4 Analogy method The new electronic information products, of which the technical-environment use period and safe-use period of the products have not been determined, should use the environment-friendly use period of the products with same or similar production technology and raw materials as their own environment-friendly use period. 5.2.5 Check-table method For some electronic information products, their environment-friendly use period can be determined according to Annex B.7 Test techniquesIt should use the internationally accepted test techniques to determine the technical environment-friendly use period of the products.Annex A(Informative) Participating drafting organizations of this instructive technical document (It is listed in the sequence of the first letter of Chinese PINYIN. There is no preference in the sequence) Emerson Electric (China) Investment Co., Ltd.Annex B(Normative) Average environment-friendly use period of some electronic information products This annex was jointly studied and made by the industrial representatives of Pollution Control Standard on Electronic Information Products Working Group. It lists out the average environment-friendly use period of some electronic information products at current technical level. The purpose is to provide the industry community with the basis for determining the environment-friendly use period of electronic information products, and to avoid exaggerating identifications or inaccurate identifications that may cause market confusion.
