1 General

1.1 Purpose In order to ensure the safety of gas cylinders, protect the safety of people and property, promote the development of the national economy, this Regulation is hereby formulated in accordance with the “Law on Safety of Special Equipment” and “Provisions on Safety Supervision of Special Equipment”. 1.2 Scope of application This procedure is applicable to the seamless gas cylinders, welded gas cylinders, welded insulated gas cylinders, 1.3 Special provisions on the scope of application The cylinder accessories in the scope of application in clause 1.2 of this Regulation shall, in addition to complying with this Regulation, also comply with the provisions of the “Gas cylinder appurtenances safety and technical supervision regulation” (TSG RF001). The gas cylinders for vehicles (Note 1-2) shall, in addition to complying with this Regulation, also comply with the provisions of the “Gas cylinders safety and technical supervision regulation for vehicles” (TSG R0009). 1.4 Scope of non-application This Regulation does not apply to gas cylinders for fire extinguishers that are only subjected to transient pressure during firefighting and are not subject to pressure during storage, fixed-use cylinder-type pressure vessels, gas cylinders for military equipment, nuclear facilities, aerospace vehicles, railway locomotives, offshore installations and ships, special equipment for civil airports. 1.7 Identification of design document and type test Cylinder products shall, according to the requirements of “Gas Cylinder Design Documents Appraisal Regulation” (TSG R1003) and “Regulation for Type Test of Gas Cylinders” (TSG R7002), be subjected to identification of design documents of gas cylinder products and type test. After being qualified, the design documents can be used for manufacturing. For the gas cylinder’s accessories as configured for the gas cylinder, if there is requirements in the safety technical specifications and the corresponding standards, it shall first be subjected to the type test of the accessories, then the gas cylinder. 1.8 Imported gas cylinder The imported gas cylinders shall, in addition to complying with the relevant provisions on the inspection of import and export commodities, also meet the requirements of this clause. 1.8.1 Manufacturing license The overseas manufacturing organization of the imported gas cylinder shall meet the requirements of 1.7 of this Regulation and obtain the corresponding manufacturing license for special equipment in China. 1.8.2 Specifications and corresponding standards for design and manufacture 1.5 of this Regulation. When the liquefied petroleum gas filling organization uses the information label to make management and has more than 300000 liquefied petroleum gas cylinders of self-owned property rights, 1.14.1.3 Marking of welded insulated gas cylinders (including automotive welded insulated gas cylinders) 1.14.2 Periodic inspection mark of gas cylinder The periodic inspection stencils mark, label mark, inspection mark ring, inspection color code of the gas cylinder shall comply with the provisions of Appendix B of this Regulation. The gas cylinder’s periodic inspection agency shall stamp the inspection qualification stencils on the qualified gas cylinder or make a permanent inspection qualification mark on the gas cylinder one by one. 1.15 Supervisory management

2 Materials

3 Design

3.1 Thickness of cylinders The design method used to determine the wall thickness of the gas cylinder shall comply with the relevant standards. The design of the cylinder body of the fiber-wrapped gas cylinder shall adopt the stress analysis design method. 3.2 Hydraulic test pressure and pneumatic test pressure of gas cylinder 3.3 Airtightness test pressure of gas cylinder The airtightness test pressure of gas cylinder is generally the nominal working pressure. When the corresponding standard has special requirements on the airtightness test pressure, it shall be implemented according to such requirements. 3.4 Actual bursting safety factor of gas cylinder The actual bursting safety factor of the gas cylinder is the ratio of the actual hydraulic bursting test pressure to the nominal working pressure, which shall be more than or equal to the requirements of Table 3-1. 3.5 Yield strength and tensile strength of metal materials for gas cylinder When designing a gas cylinder, the yield strength and tensile strength of the metal material of the cylinder body shall be selected from the lower limit value specified by the material standard or the guaranteed value of heat treatment. The ratio of the design value of the yield strength to the tensile strength (yield ratio) shall not be more than that as specified in Table 3-2.For those outside the scope of Table 3-2, it shall follow the provisions of the corresponding standards.

4 Manufacture

4.1 Manufacturing conditions The gas cylinder’s manufacturing organization shall obtain the corresponding special equipment manufacturing license. 4.2 Batching and batch size of gas cylinders 4.2.1 Batching Gas cylinders shall be manufactured in batches. the batching of gas cylinders shall comply with the following provisions. 4.2.2 Batch size 4.3 Bottom-closing and mouth-closing of tube-made gas cylinder Steel seamless gas cylinders made by tube through bottom-closing shall be subjected to process evaluation. In the bottom-closing forming process, it shall not add metals. For the tube-made gas cylinder that may be exempted of overall airtightness test of gas cylinder according to the corresponding standards, it shall, before mouth-closing, take reliable measures to carry out the bottom airtightness test. 4.4 Welding 4.7 Filler and solvent for dissolved acetylene gas cylinder 4.7.1 Filler 4.7.2 Solvent 4.8 Non-destructive testing 4.10 Exit-factory data When the gas cylinder is exit-factory, the manufacturing organization shall issue a product certificate one by one and a batch inspection quality certificate according to the batch. 4.11 Supervisory inspection or product manufacture The safety performance of the manufacturing process of gas cylinder products shall be supervised and inspected by the supervisory inspection agency. The supervisory inspection agency shall issue the “Certificate for supervisory inspection of manufacture of gas cylinder products”.

5 Accessories of gas cylinders

5.1 Scope of accessories of gas cylinder Gas cylinder’s accessories include gas cylinder valve, emergency shut-off valve, safety pressure relief device, filling limit and flow limit device, cylinder cap and so on. 5.2 Design of gas cylinder’s accessories 5.2.1 Cylinder valve 5.2.1.2 Material of cylinder’s valve The material selection of cylinder’s valve material shall consider the following factors. 5.2.2.1 Principles for setting safe-pressure relief device 5.2.3 Other safety protection devices If such accessories as a pressure gauge, a liquid level gauge, an emergency shut-off device, a filling limit and a flow limit device are installed on the gas cylinder, they shall comply with the requirements of relevant standards. The seals used shall not chemically react with the medium contained. 5.2.4 Cap and protective cover 5.2.5 Base Gas cylinders that cannot stand upright from the bottom of the cylinder shall be equipped with a base (except for gas cylinders with fixed brackets or assembly frames). 5.3 Requirements for manufacture and installation of cylinder’s valve

6 Filling and use

6.1 Filling license The gas cylinder’s filling organization shall obtain the gas cylinder’s filling license in accordance with the provisions of the “Gas cylinder filling licensing regulation” (TSG R4001). 6.2 Registration for use of gas cylinder The gas cylinder’s filling organization shall apply for the registration for use of gas cylinders in accordance with the requirements of the “Gas cylinder service registration administration regulation” (TSG R5001). 6.4 Basic requirements for filling 6.4.1 Painting mark The filling organization of the gas cylinder is responsible for coating the filling station’s mark on the self-owned or managed gas cylinder’s body, is responsible for the daily maintenance of the gas cylinder, applying the color of the gas cylinder according to the original mark as well as the color ring mark. 6.4.3 Files of gas cylinder The gas cylinder’s filling organization shall establish an information management database and a gas cylinder file for gas cylinder. 6.5 Special requirements for filling 6.5.1 Gas filling device 6.7 Safety requirements for the use of gas cylinders and gas 6.7.1 Basic requirements The gas cylinder’s filling organization shall provide the cylinder gas’s distribution organization and the consumer with the gas cylinders which meet the requirements of the safety technical specifications and corresponding standards. It shall be responsible for publicizing and training the knowledge on safe use of the gas cylinders. It is required to comply with the following requirements.

7 Periodic inspection

7.1 Inspection agency and its inspectors The gas cylinder’s periodic inspection agency shall, in accordance with the “Accreditation criteria on special equipment inspection agencies” (TSG Z7001), obtain the periodic inspection approval certificate for gas cylinders, conduct periodic inspections of gas cylinders in strict accordance with the approved inspection scope, accept the supervision by the quality supervision department. 7.2 Main duties of the gas cylinder’s inspection agency. 7.3 Arrangement of inspection work The gas cylinder’s owner organizations or the filling organization shall promptly send the gas cylinders (including the gas cylinders for vehicles, gas cylinders for respirators) which are expired and to be inspected or other cylinders that meet the requirements of 7.5 of this Regulation to the gas cylinder’s periodic inspection agency which has corresponding qualification for periodic inspection. 7.4 Inspection cycle and scrapping period 7.4.1 Inspection cycle of various gas cylinders The inspection cycle of gas cylinders shall not exceed the provisions of this clause. 7.4.1.2 Dissolved acetylene gas cylinders and composite gas cylinders for respirators They are inspected once every 3 years. 7.4.1.3 Liquefied petroleum gas cylinders for vehicles and liquefied dimethyl ether cylinders for vehicles They are inspected once every 5 years. 7.8 Inspection records and reports The gas cylinder’s periodic inspection agency shall fill in the inspection record carefully. After the inspection, it shall issue the inspection report of gas cylinders on the qualified or scrapped gas cylinder (see Appendix D for the format). The inspection record and inspection report shall be true and accurate. 7.9 Elimination of use function The disposal of eliminating the use function of the discarded gas cylinder shall be handled by the organization as designated by the local quality supervision department. Elimination of the use function shall be achieved in an unrecoverable manner such as flattening or disintegration of the cylinder. It shall not use the method of drilling or damaging the cylinder’s thread.

8 Supplementary

8.1 Right of interpretation For this Regulation, the AQSIQ is responsible for its interpretation. Step 2: Search keyword "TSG R0006-2014".

Step 8: Optional -- Go to download PDF.
Step 9: Optional -- Click Open/Download PDF to download PDFs and invoice.
