Regulation on safety technology for gas cylinder
1 General
1.1 Purpose
In order to regulate the safety work of gas cylinders, protect the safety of people's lives
and properties, promote economic and social development, this Regulation is
formulated, in accordance with the "Special Equipment Safety Law of the People's
Republic of China" and the "Regulations on Safety Supervision of Special Equipment".
1.2 Scope of application
(1) This Regulation is applicable to the seamless gas cylinders, welded gas cylinders,
low temperature thermally insulated gas cylinders, wrapped fiber reinforced
cylinder, gas cylinders with fillers, bundles of gas cylinders (Note 1-3), which
have an ambient temperature of -40 °C ~ -60 °C (Note 1-1), a nominal volume
of 0.4 L ~ 3000 L, a nominal working pressure of 0.2 MPa ~ 70 MPa (gauge
pressure, the same below), the product of pressure multiplied by volume of
greater than or equal to 1.0 MPa · L; contains compressed gas, high (low)
pressure liquefied gas, low temperature liquefied gas, dissolved gas, adsorbed
gas, mixed gas (Note 1-2), the liquid which has a standard boiling point equal to
or lower than 60 °C;
(2) For the large-capacity gas cylinders for long-tube trailers and tube-bundle
containers, as well as the gas cylinders for firefighting, they shall meet the
relevant provisions of the general rules, materials, design, manufacture of this
Regulation. For the long-tube trailers and tube-bundle containers, they shall also
meet the requirements of the "Regulations on the Safety Technical Supervision
of Mobile Pressure Vessel". For the large-volume gas cylinders, which are
greater than 3000 L and less than or equal to 5000 L, it may refer to the relevant
provisions of this Regulation.
The gas cylinders, which are referred to in this Regulation, include the cylinder body
and gas cylinder accessories. The classifications, varieties, codes of main gas cylinders
covered are as shown in Appendix A.
Note 1-1: The applicable ambient temperature of vehicle gas cylinders (Note 1-4) and
fire extinguishing gas cylinders shall meet the requirements of relevant standards
Note 1-2: For the classifications of the cylindered gas, such as compressed gas, high
(low) pressure liquefied gas, low temperature liquefied gas, dissolved gas, adsorbed gas,
mixed gas, etc., as well as the physical properties of commonly used gases, refer to
Appendix B.
Note 1-3: Gas cylinder bundle device refers to a cylinder-group type container device,
that bundles several gas cylinders together, for road transportation or temporary fixed
use, which generally consists of gas cylinders, pipelines, frames.
Note 1-4: Vehicle gas cylinders refer to the gas cylinders, which are fixed on the motor
vehicles, to hold automobile fuels (such as natural gas, hydrogen, liquefied petroleum
gas, liquid dimethyl ether, etc.).
1.3 Scope of nonapplication
This Regulation does not apply to the fire-fighting gas cylinders that only withstand
instantaneous pressure during fire-fighting, the portable dry powder fire-extinguishing
gas cylinders, the water-based fire-extinguishing gas cylinders, the solder-structured
gas cylinders, as well as the gas cylinders used for the equipment which is dedicated
for the military equipment, the nuclear facilities, the aviation spacecraft, the railway
locomotives, the marine facilities and ships, the open pit and underground mines, mines
are used by underground, civil airport.
1.4 Relationship with standards and management systems
(1) This Regulation specifies the basic safety requirements, for the design,
manufacture, type test, supervisory inspection, filling and use, regular inspection
of gas cylinders. The relevant standards for gas cylinders AND the safety
management requirements for gas cylinders of relevant organizations shall not
be lower than the provisions of this Regulation;
(2) Gas cylinder products shall generally be designed and manufactured, according
to national or industrial standards. If national or industrial standards have not
yet been formulated, group standards or corporate standards shall be formulated.
The developer of corporate standards shall also provide a comparison table, that
complies with the basic safety requirements of this Regulation. See Appendix C
for the format.
1.5 Handling of special cases
If the relevant organizations adopt new materials, new technologies, new processes,
which are inconsistent with the requirements of this Regulation; OR, if it is not required
by this Regulation AND may have a significant impact on safety performance, they
shall report to the State Administration for Market Regulation. The State Administration
for Market Regulation shall carry out the technical review and approval, in accordance
with the review and approval procedures on the new materials, new technologies, new
processes.
1.6 Coordinated standards and reference standards (Note 1-5)
(1) The gas cylinder's manufacturing sign is the basis for identifying gas cylinders;
the content of the sign shall comply with the provisions of Appendix D of this
Regulation, as well as relevant standards. The content of the manufacturing sign
of small volume gas cylinders may refer to the provisions of Appendix D of this
Regulation;
(2) The manufacturer shall make a stamped sign, a label sign or a printed sign, as well
as other manufacturing signs, on each gas cylinder;
(3) The manufacturer shall stamp the concave signs, on the head of steel gas cylinder
(Note 1-7), which indicate the contained medium, the year of manufacture, the
organization with property rights; stamp the words "Prohibited in densely
populated indoors” on the cover. For the gas cylinders of composite materials,
it shall pressure-cast the signs, which indicate the contained medium, the year
of manufacture, the organization with property rights, as well as the words
"Prohibited in densely populated indoors” on the jacket.
Note 1-7: Gas cylinders refer to the gas cylinders, which contain liquefied petroleum
gas, liquefied dimethyl ether and other civil fuel gas. They are divided into steel gas
cylinders and composite gas cylinders.
1.8.1.2 Electronic recognition signs
Manufacturers of hydrogen gas cylinders, fully-wrapped carbon fiber reinforced
cylinders, fuel gas cylinders, gas cylinders for vehicles shall set traceable permanent
electronic recognition signs, on the gas cylinders that leave the factory. Other gas
cylinder manufacturers are encouraged to set traceable and permanent electronic
recognition signs, on the gas cylinders that leave the factory.
The electronic recognition sign, which is set on the steel gas cylinder, shall be directly
engraved or welded on the shield; it shall be ensured that it cannot be replaced and can
be effectively read, within the service life of the cylinder. The electronic recognition
sign shall be able to be linked to the gas cylinder product publicity platform, which is
established by the manufacturer, through mobile phone scanning, so that the product
information data of each gas cylinder can be directly obtained.
1.8.1.3 Color sign, words, color ring on the outer surface of the gas cylinder
The color signs, words, color rings on the outer surface of gas cylinders shall meet the
requirements of GB/T 7144 "Colored cylinder mark for gases". If there are special
requirements for color signs, words and color rings, they shall also meet the
requirements of relevant product standards. For the color signs, words and color rings
of gas cylinders, that are not included in the national standards, group standards shall
be formulated. On the conspicuous part of the gas cylinder, it shall be marked with the
name or abbreviation of the gas cylinder filling organization, that has registered for use.
1.8.1.4 Color signs dedicated for gas cylinders
(1) The registration authority for the use of gas cylinder may, in the city (county) area,
stipulate that the gas cylinders, which are filled in this area, shall be use a
uniform dedicated color;
(2) For the gas cylinder filling organization, that has more than a certain number of
gas cylinders under its own property rights, may apply a color sign, which is
dedicated to the filling organization, on the gas cylinders that have undergone
the use registration, with the consent of the registration authority for the use of
gas cylinder.
1.8.1.5 Signs of low temperature thermal insulation gas cylinders (including liquefied
natural gas cylinders for vehicles)
For the gas cylinders, which contain liquid oxygen (O2), nitrous oxide (N2O), liquefied
natural gas (LNG) and other media, they shall be press-made with the obvious
protruding symbols of the filled medium, such as "O2", "N2O", "LNG", in the prominent
part of the head on the jacket.
1.8.2 Regular inspection sign of gas cylinder
The marking method of the regular inspection sign of gas cylinders shall comply with
the provisions of Appendix D of this Regulation. The regular inspection agency for gas
cylinders shall make a permanent inspection sign, on each gas cylinder, that has passed
the inspection; apply the name of the inspection agency and the date of the next
inspection (for the gas cylinders, that cannot be applied, it can be replaced by the
inspection sign ring); enter the inspection information in the database, which is
corresponding to the electronic recognition sign.
1.9 Import and export of gas cylinders
In addition to complying with the relevant provisions on the inspection of import and
export commodity, import and export of gas cylinders shall also comply with the
regulations in Appendix E of this Regulation.
1.10 Administrative requirements
Gas cylinder's manufacturers, filling organizations, inspection and testing institutions,
etc., shall strictly implement this Regulation; record the process information of the
design, manufacture, filling, inspection of gas cylinder products; establish a gas
cylinder quality and safety traceability system; enter the required information into the
gas cylinder quality and safety traceability information platform, in a timely manner, in
accordance with the provisions of information management of special equipment.
(2) The material of the steel seamless gas cylinder shall be high-quality carbon-
manganese steel and chromium-molybdenum steel, which has a carbon content
of not more than 0.38%, wherein the sulfur and phosphorus content is not more
than 0.010% and 0.015% respectively, the total content of sulfur and phosphorus
is not more than 0.020%;
(3) Steel plates for welded steel gas cylinders shall have good rolling and welding
properties, the carbon content shall not exceed 0.20%, the carbon equivalent
shall not exceed 0.50%; the content of sulfur and phosphorus shall not exceed
0.020% and 0.025%, respectively %; the material for non-refillable welded steel
cylinders shall use the carbon steel, which has a carbon content not greater than
0.12%;
(4) The material for the manufacture of stainless steel gas cylinders shall be austenitic
stainless steel or austenitic-ferritic duplex stainless steel, which has good
resistance to intergranular corrosion and stress corrosion;
(5) For the materials, which are used for the aluminum alloy gas cylinder body and
the aluminum alloy liner, they shall have good intergranular corrosion resistance
and stress corrosion resistance. The content of lead and bismuth, in the
aluminum alloy material, shall not be greater than 0.003%. The single-item
content of other impurity elements shall not be greater than 0.05%; the total
content shall not be greater than 0.15%;
(6) For the materials, which are used for steel gas cylinders containing medium with
a tendency to stress corrosion, it shall control the actual tensile strength of the
materials not to exceed 880 MPa;
(7) For the materials, which are used for the steel gas cylinders containing hydrogen
or other brittle media, the actual tensile strength shall be controlled not to exceed
880 MPa; when the actual yield strength ratio (the ratio of yield strength/tensile
strength, the same as above) is not greater than 0.90, the actual tensile strength,
which is allowed for the material, is not more than 950 MPa;
(8) For the materials, which are used for the cylinder body of the steel gas cylinder
containing compressed natural gas AND the steel liner of the wrapped fiber
reinforced cylinders, if the content of sulfur and phosphorus is not more than
0.005% and 0.010%, respectively, meanwhile it meets the requirements for the
stress corrosion test of hydrogen sulfide, in the corresponding standard (stress
ring method, the same below), THEN, it is allowed for the actual tensile strength
of the material to be greater than 880 MPa, but not greater than 1000 MPa. The
test results of the hydrogen sulfide stress corrosion test shall be indicated in the
cylinder design document and type test report. When changing the material
designation, manufacturer, smelting method or thermal processing method, the
gas cylinder manufacturer shall conduct the hydrogen sulfide stress corrosion
test again;
(9) For large-volume seamless steel gas cylinders for long-tube trailers and tube-
bundle containers, which contain hydrogen, natural gas or methane and other
media, the actual tensile strength of the materials used, after heat treatment, shall
be less than or equal to 880 MPa; the yield strength ratio shall be less than or
equal to 0.86; the elongation at break (A50mm) shall be greater than or equal to
20% (the tensile test specimen shall be a flat specimen with a full wall thickness,
the same below). For large-volume seamless steel gas cylinders, which contain
other gases, the actual tensile strength of the material, after heat treatment, shall
be less than or equal to 1060 MPa; the yield strength ratio shall be less than or
equal to 0.92; the elongation at break (A50mm) shall be greater than or equal to
16%.
2.3 Use of materials of overseas designations
(1) Materials of foreign designations shall be those, which are permitted to be used
in overseas pressure vessel or gas cylinder regulations and relevant product
standards; had been used under similar working conditions overseas. Their
chemical composition and mechanical properties shall comply with the
provisions of this Regulation and relevant coordinated standards;
(2) The material quality certificate shall comply with the provisions of 2.1 of this
Regulation;
(3) Before a gas cylinder manufacturer uses materials of foreign designations, to
manufacture gas cylinders for the first time, it shall conduct process tests,
according to the requirements of relevant product manufacturing process, such
as cold and hot processing process tests, welding and heat treatment process
qualification, etc.; formulate corresponding process documents.
2.4 Special requirements for material selection
(1) Aluminum alloy materials shall not be used, for gas cylinders which contain
chlorine, hydrogen bromide, carbonyl dichloride, hydrogen fluoride, methyl
chloride, methyl bromide, etc., which are prone to intergranular corrosion or
stress corrosion of aluminum alloys;
(2) For gas cylinders, which contain carbon monoxide medium, aluminum alloy or
stainless steel material shall be preferred; if carbon steel material is used, the
content of water and carbon dioxide in the gas shall be controlled;
(3) For gas cylinders, which contain gas for medical and food use, aluminum alloy or
stainless steel materials shall be preferred; otherwise, the inner surface of the
gas cylinder shall be cleaned;
(4) If the inner liner of the wrapped fiber reinforced cylinders, which contain
combustible gas, is made of non-metallic materials, the technical review shall

3.8.3 Cylinder structure of welded gas cylinders and low temperature insulated gas
cylinders
The cylinder's structure type and size shall meet the following requirements:
(1) There shall be no more than one longitudinal weld on the welded gas cylinder
body and the liner of the low-temperature insulated gas cylinder; there is no
more than 2 circumferential welds;
(2) The longitudinal weld joint of the cylinder body adopts the type of butt welded
joint; no permanent backing plate is allowed. The circumferential weld joint can
be a butt welded joint, a butt welded joint with a permanent backing plate, or a
bottom-locked welded joints, etc. For the circumferential weld, which connects
the convex pressure bearing head and the cylinder, the lap welding joint type is
allowed;
(3) For welded gas cylinders for vehicles, low-temperature insulated gas cylinders,
gas cylinders containing corrosive and toxic medium, whose hazard level is
extremely hazardous or highly hazardous, the valve seat and the welded joint of
the nozzle shall be fully penetration weld;
(4) The opening of the welded gas cylinder (except for the gas cylinder for vehicles)
shall be on the head; the distance between the outer edge of the opening and the
outer circumference of the head shall be greater than 10% of the outer diameter
of the cylinder body.
3.8.4 LNG cylinders for vehicles
LNG cylinders for vehicles shall be designed as large-volume gas cylinders; their
nominal volume shall not exceed 1500 L.
3.8.5 Cylinder structure of dissolved acetylene gas cylinder
The shell of the dissolving acetylene gas cylinder shall be welded or seamless. The shell
shall be filled with integral porous fillers, to absorb a certain amount of solvent in the
pores. Meanwhile, it shall meet the following requirements:
(1) Under no circumstances shall the filler chemically react with or cause damage to
acetylene, solvents, cylinders or gas cylinder accessories;
(2) Under neither circumstances shall the solvent react chemically with acetylene,
filler, steel cylinder or gas cylinder accessories, nor shall affect the quality of
acetylene gas;
(3) The filler shall not contain asbestos (including serpentine fibers). The technical
indicators, such as filler porosity, compressive strength, surface holes, gap
between surface openings, gap between the filler and the cylinder wall, shall
meet the requirements of GB/T 11638.
3.9 Special provisions
(1) When the seamless gas cylinder is used for filling low-pressure liquefied gas, the
design of the gas cylinder shall meet the requirements of the product standard
for high-pressure gas cylinders; the filling pressure and filling coefficient in the
manufacturing stamp sign shall be determined, according to the filling medium;
(2) For low-pressure liquefied gas cylinders containing highly toxic medium, the
nominal working pressure shall be determined, with reference to the LC50 of the
medium in Appendix B of this Regulation; its design pressure shall be higher
than the pressure-withstanding test pressure, which is corresponding to the
saturated vapor pressure value at 60 °C;
(3) The gas cylinders containing nitrogen monoxide, fluorine, oxygen dinitride,
fluorine-nitrogen mixed gas shall be seamless steel gas cylinders, which have
unregulated bottom structure. The gas cylinders containing helium and
electronic gas shall preferably adopt steel seamless cylinders with unregulated
bottom structure. For the gas cylinders containing fluorine and oxygen
difluoride, the hydrostatic test pressure shall not be less than 20 MPa; the limited
filling pressure at 20 °C shall not be more than 3 MPa; the filling amount of a
single cylinder shall not be more than 5 kg. For gas cylinders containing nitric
oxide, the pressure-withstanding test pressure is not less than 20 MPa; the
limited filling pressure at 20 °C is not more than 5 MPa;
(4) When carbon steel gas cylinders contain carbon monoxide OR a mixture gas of
carbon monoxide and carbon dioxide, under the condition that the moisture in
the gas is effectively controlled, when the reference temperature is 20 °C, the
filling pressure of the gas cylinder shall not be greater than 50% of its nominal
working pressure. When filling dry (moisture less than 5 x 106 [Translator:
should be 5 x 10-6]) and containing sulfur-free carbon monoxide or a mixture
gas of carbon monoxide and carbon dioxide, the maximum filling pressure of
the gas cylinder shall not exceed 5/6 of its nominal working pressure, AND shall
not be greater than 13 MPa;
(5) The nominal volume of a single gas cylinder of the bundle of gas cylinders shall
not be greater than 450 L; the total volume shall not be greater than 3000 L.
3.10 Requirements for design document
The design documents of gas cylinders shall at least include design task book, design
calculation book, design specification, design drawing, finite element stress analysis
report (when the analytical design method is adopted), operating instructions, etc.
3.10.5 Design drawings
Design drawings include general design drawings, main component drawings, etc. The
general design drawing mainly includes the following contents:
(1) The name and classification of the gas cylinder, the main regulations and product
standards on which the design and manufacture are based;
(2) Working conditions, including nominal working pressure, working temperature,
medium characteristics (toxicity and explosion hazard level, etc.);
(3) Design conditions, including design temperature and design pressure;
(4) Main material designations and material standards of the cylinder body;
(5) Main characteristic parameters, including nominal volume, weight, nominal
thickness, geometric dimensions, filling factor, etc.;
(6) The design service life of the gas cylinder;
(7) Special manufacturing requirements;
(8) Heat treatment requirements;
(9) Non-destructive testing requirements;
(10) Requirements for pressure-withstanding test and air tightness test;
(11) Specifications and ordering special requirements for valves and other safety
accessories;
(12) The position and content of the gas cylinder's sign;
(13) Requirements for packaging, transportation, etc.
3.10.6 Finite element stress analysis report (when using the analytical design method)
The software, which is selected for analysis and calculation, shall be mature commercial
general-purpose or special-purpose engineering calculation software, AND meet the
needs of calculation. The finite element stress analysis report includes the following:
(1) A description of the analysis software used;
(2) Structural dimensions, opening dimensions, etc.;
(3) Calculation model, including calculation area, element type, material parameters
(composite gas cylinders shall include liner, composite layer material
parameters), grid division, load conditions; composite gas cylinders shall also
include zero pressure, nominal working pressure and maximum working
