General specifications; - Part 2. Performance test; - Part 3. Use appraisal. This Part is part 3 of SN/T 0370. This Part is drafted according to specifications given by GB/T 1.1-2009. This Part replaces SN/T 0370.30-2009 "Rules for the inspection of packaging for export dangerous goods - Part 3. Use appraisal" Compared with SN/T 0370.30-2009, the main technical changes of this edition are as follows. - Delete the contents related to danger warning of dangerous goods (see 3.1.5, 3.4, 5.5, 5.18,6.5 in 2009 edition). The technical contents related to dangerous goods packaging in this Part are consistent with the relevant requirements in "Recommendations on the TRANSPORT OF DANGEROUS GOODS Model Regulations" of United Nations, "Technical Instructions for the Safe Transport of Dangerous Goods by Air" of ICAO, "International maritime dangerous goods code" (2010 edition) of International Maritime Organization, and "International railway transport dangerous goods code" (2011edition) of European Rail Industry Association. This Part includes the relevant requirements in "European Agreement Concerning the International Carriage of Dangerous Goods by Road" (2011 edition) of Economic Commission for Europe. This Part was proposed by and shall be under the jurisdiction of Certification and Accreditation Administration of the People's Republic of China The drafting organization of this Part. Rules for the inspection of packaging for export dangerous goods - Part 3. Use appraisal 1 Scope This Part of SN/T 0370 specified the appraisal requirements, sampling, appraisal content, and appraisal criterion of packaging for export dangerous goods. This Part is applicable to use appraisal of packaging items for export dangerous goods with volume less than 450L and weight less than 400kg. This Part is not applicable to use appraisal of packaging item with maximum operation pressure less than or equal to 100kPa, inner diameter greater than 0.15m, and volume greater than or equal to 0.025m3 for aerosol propellants, gas containers, radioactive materials and infectious materials. 2 Normative references The articles contained in the following documents have become part of this document when they are quoted herein. Performance test SN/T 1027 Rules for the inspection of 1L~25L gas receptacles for export dangerous goods by sea Recommendations on the Transportation of Dangerous Goods - Model Regulations (United Nation, Edition 17) International Maritime Dangerous Goods Code (International Maritime Organization) Agreement concerning the International Carriage of Dangerous Goods by Road (UN Economic Commission for Europe) Rules concerning the International Carriage of Dangerous Goods by Railway (European Railway Transportation Center Office) 3.1.8 The net weight of a single packaging item shall not exceed the weight specified by "Model Regulations" and the "International dangerous regulations" of corresponding transport mode. 3.1.9 Generally, dangerous liquid goods shall be contained below 98% of the container volume. For the goods with high expansion coefficient, reserved volume of container shall be determined according to expansion coefficient. 3.1.10 Dangerous goods shall not leak on the container surface, between external container and inner container or inner storage vessel. 3.1.11 If liquid or inert gas is adopted to protect dangerous goods, the liquid or inert gas shall be able to ensure the safety of dangerous goods. 3.1.12 Adsorption material shall not have dangerous chemical reaction with the packaged goods; and it can adsorb and accommodate all the dangerous goods when the inner container is fractured, so as to prevent packaged goods from leaking out of external container. 3.1.13 Shockproof and cushion material shall not have dangerous chemical reaction with the packaged goods and resulted in shockproof performance decrease. There shall be sufficient filling material of cushion to avoid motion of inner container. 3.1.14 Packaging users shall preserve sample for the packaging container being used; the preserve duration is at least 6 months. 3.2 Special requirements for transport of dangerous goods by air 3.2.1 For the packaging container used for filling liquid, including inner packaging, it shall be able to withstand 95kPa and above inner pressure without leakage. 3.2.2 Installation of venting hole on packaging container to decrease inner pressure produced by gas emission of packaged dangerous goods shall be approved by aviation administration authority. 3.2.3 When combination packaging is used for packing dangerous goods, the seal of inner container shall not be upside down. There shall have obvious marks indicating operation direction on the external packaging. 3.2.4 For self-reaction material in item 4.1 and organic peroxide in item 5.2 of "Model Regulations", the packaging shall meet requirements of class II and above; metal container must not be used for packaging. Packaging with venting hole shall not be used for organic peroxide in item 5.2. 3.2.5 For explosive peroxide, subsidiary risk label shall be labelled on its packaging item. 3.2.6 For peroxide with explosive subsidiary risk, the packaging shall meet requirements consistent with the properties and actual use condition of the contained dangerous goods. 5.6 Inspect whether packaging form and packaging item appearance meet requirements of 3.1.6 and 3.1.7. Inspect whether packaging samples preserved by users are consistent with those actually used, and hand it over to user for preservation after adding inspection and quarantine sealing marks. 5.7 Inspect whether net weight of packaging item for dangerous goods meet requirements of 3.1.8. 5.8 Inspect whether packing volume of packaging item for liquid or solid dangerous goods meets requirements of 3.1.9. 5.9 Inspect whether dangerous goods is leaked on container surface, between external container and inner container or inner storage vessel. 5.10 Sample the liquid of dangerous goods to conduct analysis; use trace gas analyzer to measure the protective inert gas content. Verify whether the protective liquid or inert gas is able to effectively ensure the safety of dangerous goods according to corresponding standards of different kind of dangerous goods. 5.11 Inspect whether there is chemical reaction between dangerous goods and those materials in contact with it as packaging, absorbing, shockproof, and cushion materials; and whether packaging accessories such as rope and line have chemical reaction to affect normal use-performance. 5.12 Inspect whether drum / barrel and tank type packaging meets requirements of 3.3.1. 5.13 Inspect whether box-type packaging meets requirements of 3.3.2. 5.14 Inspect whether bag-type packaging meets requirements of 3.3.3. 5.15 Inspect whether combination packaging meets requirements of 3.3.4. 5.16 Inspect whether gas sprayer and gas container with maximum operation pressure less than 100kPa, diameter less than or equal to 0.15m, and volume less than 0.025m3 meet requirements of SN/T 1027. 6 Appraisal criterion 6.1 The user of dangerous goods packaging shall also ensure that dangerous goods packaging being used meets specifications in this Part. Application to inspection and quarantine authority for use appraisal can be carried out after qualified by self-inspection according to this Part. 6.2 Use appraisal of dangerous goods packaging shall be carried out lot-by-lot according to sampling lot; however, the maximum number of each sampling lot shall not exceed the specification of 4.1. 6.3 Validity period of use appraisal shall be calculated from the filling date of dangerous goods.
