Foreword
SN/T 0370 "Rules for the inspection of packaging for export dangerous goods" includes
the following three parts.
- Part 1. General specifications;
- Part 2. Performance test;
- Part 3. Use appraisal.
This Part is part 2 of SN/T 0370.
This Part integrates SN 0449.2-1995 “Rules for the inspection of packaging for export
dangerous goods - Performance test”, SN/T 0371-1995 “Rules for the inspection of
packaging of dangerous goods for export by air - Performance test”, and SN/T 0805.2-
1999 “Rules for the inspection of packaging for export dangerous goods - Performance
test”; modifies some technical contents; makes technical contents relevant to dangerous
goods packaging to be consistent with “Recommendations on the Transport of Dangerous
Goods - Model Regulations” issued by the United Nations (Version 15), “Rules for safe
transport technology of dangerous goods by air” issued by International Civil Aviation
Organization (Version 2009~2010), “International Maritime Dangerous Goods Code”
issued by International Maritime Organization (Version 2008), and “Rules for dangerous
goods of international railway transport” issued by European Rail Agency (Version 2009);
and introduces requirements relevant to dangerous goods packaging transport by road in
the “European Agreement Concerning the International Carriage of Dangerous Goods by
Road” issued by Economic Commission for Europe (Version 2009).
Annex A of this Part is Informative.
This Part was proposed by and shall be under the jurisdiction of China Certification
Accreditation Supervision Committee.

dangerous goods - Part 2. Performance test
1. Scope
This Part of SN/T 0370 specifies inspection requirements, inspection contents, and
inspection regulations of packaging for export dangerous goods.
This Part applies to performance test of packaging for export dangerous goods with volume
of less than 450L and net weight of less than 400kg.
This Part does not apply to inspection of packaging for air sprayer, gas container,
radioactive substance and infectious substances of which the maximum working pressure
is more than or equal to 0.1MPa; inner diameter is more than 0.15m; and volume is more
than or equal to 0.025m3.

The articles contained in the following documents have become part of this Part of SN/T
0370 when they are quoted herein. For the dated documents so quoted, all subsequent
modifications (including all corrections) or revisions made thereafter do not apply to this
Part. However, the parties who reach an agreement according to this Part are encouraged
to study whether the latest versions of these documents may be used. For the undated
documents so quoted, the latest versions (including all modification sheets) apply to this
Part.

- Part 1. General specifications
3.1.10 Except for air-transport, rescue containers shall be tested and marked in
accordance with regulations which are applicable to intended solid transport or Class II
packaging containers of inner containers, except for following cases.
a) Test substance used in the test shall be water; and water in the container shall not
be less than 98% of maximum capacity. In order to meet mass requirements of total
packages, additional-weight is allowed, such as. lead granular bag, as long as it does
not affect test results. During drop test, dropping height can be changed based on
4.1.4b);
b) The container has passed leakage test of 30kPa, and test results are shown in the
test report required 4.5;
c) The container shall be marked with "T" as specified in 5.1.4 of SN/T 0370.1-2009.
3.2 Sampling
3.2.1 For mass-produced packaging containers with same design-model, based on factory
inspection, randomly select samples from work site. For containers of which the quality
level is prone to fluctuating, samples shall include the products of which the safety strength
is the weakest.
3.2.2 Randomly selected samples shall have relevant marks and batch number of UN. The
number of samples shall meet requirements of normal inspection items, and one retention
sample is added and preserved for half a year at least.
3.2.3 If design-model changes, it is necessary to re-select samples based on 3.2.1.
3.3 Inspection preparation of containers
3.3.1 For prepared containers used for transport, including inner containers used by
composition container, conduct test in accordance with requirements of this Part. Liquid in
the inner container, single container or container outside bag shall not be less than 98% of
maximum capacity, and liquid shall not be less than 95% of maximum capacity. For
composition container, if inner container is transported with liquid and solid, it is necessary
to conduct tests for liquid contents and solid contents. Contents used during test may not
necessarily be the substances or articles of actual transport, unless such arrangement will
cause test results invalid. For solid, when using another substance to replace, the
substance shall have the same physical properties with substance to be transported (such
as. mass, particle size, etc.). In order to meet mass requirements of total packages,
additional-weight is allowed, such as. lead granular bag, as long as it does not affect test
results.
3.3.2 When drop test is conducted for container filled with liquid, if other substances are
used for replacement, the substance shall have relative density and relative viscosity
similar to the substance to be transported. Water can also be used for drop test of liquid
under conditions of 4.1.4.
3.3.3 Paper and fiberboard containers shall be placed for 24h in the environment of
controlled temperature and relative humidity. There are three methods as follows, one of
them shall be selected. 23°C± 2°C and 50% ± 2% of relative humidity is the best
environment. Another two methods. 20°C± 2°C and relative humidity (65% ± 2%), or 27°C±
2°C and relative humidity (65% ± 2%).
Note. Average value shall be within these limited values. Short fluctuation and measurement
limit might change ± 5% of relative humidity measurement, but might not greatly affect re-
inspection of test results.
3.3.4 For first-time used plastic drum (tank), plastic composite containers and coated
container, it is necessary to directly fill out dangerous goods to be transported and store
them for over 6 months in accordance with GB/T 22410 to conduct compatibility test.
3.4 Inspection items
For packaging inspection items of various common export dangerous goods, refer to
Annex A. In addition, for road and railway transport, conduct permeability test for plastic
drum, plastic tank and composite containers (plastic) (except for 6HA1) which is filled with
flammable liquid with flash spot of not more than 61°C.
4. Inspection contents
4.1 Drop test
4.1.1 Number of test samples and dropping direction
For number of test samples for all design-models and dropping direction, refer to Table 1.
Except for dropping of plane landing, center of gravity shall be located above vertical
direction of impact point. If certain dropping tests might not be conducted in one direction,
it is necessary to test the weakest part.
