Cold-rolled low carbon steel plate and strip
1 Scope
This Standard specifies the classification and code, dimension, shape, weight,
technical requirements, inspection and test, packaging, marking and quality
certificate etc. of cold-rolled low carbon steel plate and strip.
This Standard is applicable to cold-rolled low carbon steel plate and strip
(hereinafter refer as steel plate and steel strip) of which the thickness is
0.30mm~3.5mm, produced by Baoshan Steel Co. Ltd.
2 Normative references
The provisions in following documents become the provisions of this Standard
through reference in this Standard. For dated references, the subsequent
amendments (excluding corrigendum) or revisions do not apply to this Standard,
however, parties who reach an agreement based on this Standard are
encouraged to study if the latest versions of these documents are applicable.
For undated references, the latest edition of the referenced document applies.

4.2 If size, roughness precision, surface structure, quality level of surface, edge
status and packaging method are not indicated in the ordering contract, then
the edge-sheared steel strip and edge-sheared steel plate, that are with
ordinary size and roughness precision, dull textured surface, surface quality of
FB level, shall be supplied; and the packaging method shall be provided
according to the supplier.
5 Dimension, shape, weight and permissible
tolerance
Dimension, shape, weight and permissible tolerance of steel plate and steel
strip shall comply with the provision of Q/BQB 401.
6 Technical requirements
6.1 Chemical composition
6.1.1 Chemical composition of steel (melting analysis) shall comply with the
provision of Table 4.

6.1.2 Permissible tolerance of chemical composition of steel plate and steel
strip’s finished-product shall be in accordance with the provisions of GB/T 222.
6.2 Smelting method
Oxygen converter is adopted for the smelting of steel plate and strip.
6.3 Delivery status
6.3.1 Cold-rolled steel plate and steel strip are delivered after annealing and
flattening.
6.3.2 Steel plate and strip are usually oiled when they are delivered. The oil film
shall be able to be removed with alkaline aqueous solutions. The supplier
guarantees that the products will not rust in 6 months, since the date of
manufacturing, under the normal conditions of non-naked package,
transportation, loading-unloading and storage. According to the demand-side’s
requirements, agreed by both sides and indicated in the contract, it can be
delivered without oiling.
6.4 Mechanical property
Mechanical property of steel plate and strip shall be in accordance with the
provision of Table 5.
6.6.2 Characteristics of surface quality level of steel plate and strip are indicated
in Table 7.
6.6.3 For steel strip, as there is no chance to cut the defective part, so it is
allowed to deliver with defects. However, the defective part shall not exceed 6%
of total length of each roll.

The surface is allowed to have defects that do not affect
the moldability AND adhesion of painting and plating, such
as, slight scratching, press-mark, dot, roller-mark and
oxidation color.
High-level
finishing surface FC (O4)
There is no obvious defect, that is visible by naked eyes,
on the better side of the product; and the other side must
at least meet the requirements of FB.
Ultra high-level
finishing surface FD (O5)
There must not have any defect on the better side of the
product, that is, it shall not affect the appearance quality
after painting or plating; the other side must at least meet
the requirements of FB.
6.7 Surface structure
When surface structure is dull (D), the average roughness Ra shall be
controlled within 0.6µm < Ra ≤ 1.9µm; when surface structure is bright (B), the
average roughness Ra shall be controlled Ra ≤ 0.9µm.
7 Inspection and test
7.1 The appearance of steel plate and strip shall be inspected by naked eyes.
7.2 Dimension and shape of steel plate and strip shall be measured by
appropriate tools.
7.3 r-value is obtained and calculated when it is at 16% strain; n-value is
obtained and calculated within the range of 10%~20% strain; when the uniform
elongation rate is less than 20%, the strain range is 10% to the end of uniform
elongation.
7.4 Inspection item, quantity of test sample, sampling method, test method, and
sampling direction of each batch of steel plate and strip shall be in accordance
with the provision of Table 8.

Consistent degree between this Standard and EN 10130-1999 is not equivalent.
This Standard replaces Q/BQB 403-1999 and BZJ 407-1999.
Compared with Q/BQB 403-1999, the main changes of this Standard are as
follows.
— Modify and integrate the designations;
— Surface quality level is changed from two to three;
— Surface structure is changed from four to two; and add the control value
of surface roughness;
— Delete the provisions that St14 is divided into three levels F, HF and ZF
according to tensile level;
— Delete the marking example;
— Delete the provision about chemical composition Si and residual
elements; modify the contents of elements such as C, S, Alt;
— Modify the yield strength, tensile strength and elongation rate after
fracture; delete the provision about hardness and Erichsen value; and
add the provision about r-value and n-value of DC04, DC05 and DC06;
— Add the provision about tensile strain mark;
— Percentage of steel strip with permissible defects is changed from 8% to
6%;
— Modify the provision about re-inspection;
— Add the provision about rules of rounding off.
