This part is part 13 of JR/T 0025.
This part was drafted in accordance with the rules given in GB/T 1.1-2009.
This part replaces JR/T 0025.13-2010 “China financial integrated circuit card
specifications - Part 13. Low-value payment specifications based on debit/credit
application”
As compared with JR/T 0025.13-2010, the main changes of this part are as
follows.
- REVISE the standard foreword;
- ADD the requirements for load log;
- DEFINE the methods of obtaining the EC balance from card during and
after the transaction on the terminal;
- DEFINE the retrieval method of the data unit in Table 1;
- DEFINE the handling of card by the terminal when the value of the tag as
provided by the GAC command is inconsistent with the value of the tag as
provided by the GPO command;
- DELETE the references.
- REVISE the textual description error in the original specification.
This part was proposed by the People's Bank of China.
This part shall be under the jurisdiction of the National Financial Standardization
Technical Committee (SAC/TC 180).

Introduction
This part is part 13 of JR/T 0025, which, together with parts 4 to 7, constitute
the low-value payment based on debit/credit application. This part mainly
defines the content related to low-value payment, that is, the technical
implementation of low-value payments and the types of transactions supported.
Those which is not specially described in this part is consistent with standard
debit/credit applications, AND the relevant requirements are described in JR/T
0025.4 to JR/T 0025.7 and JR/T 0025.17.

1 Scope
This part of JR/T 0025 describes relevant information on how to implement the
low-value payment function (i.e. electronic cash) on a debit/credit card AND
provides a functional overview of electronic cash, including card applications,
terminal functions, and issuer system example, AND the background account
processing of the issuer is beyond the scope of this part.
This part applies to the bank issued and accepted debit/credit financial IC card
having low-value payment functions. The objective user is mainly the card
design, manufacture, management, issuance and acceptance, application
system research, development, integration and maintenance, and other
departments (units) related to the application of the financial debit/credit IC card.
2 Normative references
The following documents are essential to the application of this document. For
the dated documents, only the versions with the dates indicated are applicable
to this document; for the undated documents, only the latest version (including
all the amendments) are applicable to this document.
