Verification Regulation of Off-board Charger for
Electric Vehicles
1 Scope
This Regulation is applicable to the first verification, follow-up verification, and
in-service examination of off-board charger for electric vehicles (hereafter
known as charger for short).
2 References
This Regulation refers to the following documents.
JJG 842-2017 Electronic Meters for Measuring Direct-current Electrical
Energy
NB/T 33001-2010 Specification for Electric Vehicle Off-board Conductive
Charger
For the dated references, only the versions with the dates indicated are
applicable to this Regulation. For the undated references, the latest version
(including all the amendments) are applicable to this Regulation.
3 Terms
The following terms and definitions are applicable to this document.
3.1 Off-board charger
A special device which is fixedly installed on the ground and converts the AC
electrical energy of the power grid into DC electrical energy to charge the power
storage battery of the electric vehicle in a conductive manner.
3.2 Constant current charging
The manner in which the storage battery is charged at a controlled constant
current with charging voltage in its operating range.
5.3 Pay amount error
The absolute value of the difference between the pay amount shown by the
charger and the amount payable, calculated according to the unit price and the
indication value of charging electrical energy of charger, shall not exceed the
minimum pay variable.
5.4 Clock indication error
The time of charger shall be accurate. For the charger with time-sharing
charging function, at the first verification, the clock indication error of the charger
shall not exceed 5 s. At the follow-up verification, it shall not exceed 3 min.
6 General technical requirements
6.1 Symbol
There shall be the following symbols on the nameplate.
- Name and model;
- Name of manufacturer;
- Standard on which the product is based;
- Number and year of manufacture;
- Maximum voltage, minimum voltage, minimum current, and maximum
current;
- Constant;
- Accuracy class;
- Unit of metrology (The unit of metrology can be displayed in the display).
6.2 Detection interface
The technical specifications of the charger’s test output interface for verification
and communication interface shall conform to the requirements of relevant
standards.
6.3 Constant
The charger shall have a pulse output for measuring error, which shall be
consistent with the constant marked by the nameplate.

γ0 - Defined system error of verification equipment, when correction is not

The standard meter shall operate synchronously with the tested charger. The
ratio (%) of the electrical energy value represented by the last word (or the
minimum graduation) of display of the tested charger TO the accumulated E'
shall not be greater than 1/10 of the class index of the tested charger.
Under each load power, it shall record the error determination data at least twice
and take the average. If the average is at 0.8~1.2 times of the operating error
limit of the tested charger, it shall carry out the determination twice again; and
take the average of the determination data to calculate the operating error of
the tested charger.
9.4 Determination of indication error
The current circuits of the tested charger and the verification equipment are
connected in series; the voltage circuits are connected in parallel; and the
maximum load is applied for a period of time. After stopping the operation, the
indication error γ (%) of the tested charger is calculated according to the
equation (4).

The test results shall conform to the requirements of 5.4.
10 Verification result processing and verification
period
10.1 Verification result processing
10.1.1 The judgment of all data is based on the rounding data.
10.1.2 The operating error and the indication error have a rounding interval of
1/10 of accuracy class of charger.
10.1.3 The minimum pay variable and the amount payable have a rounding
interval of 0.01 yuan. The pay amount error has a rounding interval of 0.01 yuan.
The rounding interval of the clock indication error is 1 s. If the minimum pay
variable is less than 0.01 yuan, then the minimum pay variable is 0.01 yuan.
10.1.4 Rounding method for measured data
10.1.4.1 The rounding method when the number of rounding interval is 1. For
the digit 1 of reserved bit, if the right side of the reserved bit is greater than 0.5,
then the reserved bit is added by 1. If it is less than 0.5, then the reserved bit
remains unchanged. If equal to 0.5, the reserved bit remains unchanged when
it is even; the reserved bit is added by 1 when it is odd.
Note. “Reserved bit” refers to the digit of the bit corresponding to the rounding interval,
which is called “reserved bit”.
10.1.4.2 The rounding method when the number of rounding interval is n (n≠1).
DIVIDE the measured data by n; and ROUND the result according to the
rounding method of 10.1.4.1; after rounding off, MULTIPLY by n for the final
rounding result.
10.1.5 If all items conform to the requirements, it is judged as qualified,
otherwise it is judged as unqualified. Certified chargers shall be issued with
verification certificates, and the certification marks shall be affixed to the
