Verification Regulation of
AC Charging Spot for Electric Vehicles
1 Scope
This Regulation is applicable to the first verification, follow-up verification, and
in-service examination of AC charging spot for electric vehicles (hereafter
known as charging spot for short).
2 References
This Regulation refers to the following documents.
JJG 596-2012 Electrical Meters for Measuring Alternating-current Electrical
Energy
JJG 597-2005 Verification Regulation of Verification Equipment for AC
Electrical Energy Meters
For the dated references, only the versions with the dates indicated are
applicable to this Regulation. For the undated references, the latest version
(including all the amendments) are applicable to this Regulation.
3 Terms
The following terms and definitions are applicable to this document.
3.1 AC charging spot
A special power supply device which supplies AC power to electric vehicles with
on-board charging equipment in a conductive manner.
3.2 Real load test method
The method for verification by using real operating load.
3.3 Virtual load test method
The method for verification by using the simulated load provided by the
verification equipment of charging spot.
5.3 Pay amount error
The absolute value of the difference between the pay amount shown by the
charging spot and the amount payable, calculated according to the unit price
and the indication value of charging electrical energy of charging spot, shall not
exceed the minimum pay variable.
5.4 Clock indication error
For the charging spot with time-sharing charging function, at the first verification,
the clock indication error of the charging spot shall not exceed 5 s. At the follow-
up verification, it shall not exceed 3 min.
6 General technical requirements
6.1 Symbol
There shall be the following symbols on the nameplate.
- Name and model;
- Name of manufacturer;
- Standard on which the product is based;
- Number and year of manufacture;
- Nominal voltage, minimum current, and maximum current;
- Constant;
- Accuracy class;
- Unit of metrology (The unit of metrology can be displayed in the display).
6.2 Detection interface
The technical specifications of test output interface and communication
interface for verification of charging spot shall conform to the requirements of
relevant standards.
6.3 Constant
The charging spot shall have a pulse output for measuring error, which shall be
consistent with the constant marked by the nameplate.

E′ - The difference between the electrical energy indication at charging cut-off
and at the start of charging of the tested charging spot, kWh;
E - The electrical energy value measured by the standard electrical energy
meter, kWh;
γ0 - Defined system error of verification equipment, when correction is not
needed, γ0=0.
The standard meter shall operate synchronously with the tested charging spot.
The ratio (%) of the electrical energy value represented by the last word (or the
minimum graduation) of display of the tested charging spot TO the accumulated
E' shall not be greater than 1/10 of the class index of the tested charging spot.
Under each load power, it shall record the error determination data at least twice
and take the average. If the average is at 0.8~1.2 times of the operating error
limit of the tested charging spot, it shall carry out two determinations; and take
the average of the determination data to calculate the operating error of the
tested charging spot.
9.3.2.2 USE virtual load test method to verify charging spot
DISCONNECT the tested charging spot from the power grid; USE the
verification equipment; under the specified load point, COMPARE the electrical
energy values measured simultaneously by the verification equipment and the
tested charging spot, to determine the error of the tested charging spot.
The verification of charging spot by the standard meter method is performed
with reference to the provisions of 9.3.2.1.
USE watt-second method to verify charging spot. USE the standard power
meter to determine the set constant power; or USE the standard power source
to determine the power. The display digits of the power meter or power source
shall meet the provisions of Table 7. At the same time, USE a standard time-
measurer to measure the time required for the charging spot to output several
pulses at constant power. The actual electrical energy, obtained by the product
of the time and the constant power, is compared with the electrical energy
measured by the charging spot, to determine the relative error of charging spot.
The relative error shall be calculated according to the equation (4).
