Rules of metrological testing for net quantity of wheat
flour products in prepackages with fixed content
Due to the characteristics of wheat flour products in prepackages with fixed
content (hereinafter referred to as “wheat flour products”), the moisture is
extremely susceptible to season, storage environment, storage time and
other factors, resulting in changes in moisture, thereby causing changes in
net quantity. Therefore, the rules of metrological testing for net quantity of
wheat flour products in prepackages with fixed content (hereinafter referred to
as “these Rules”) are formulated to protect the interests of consumers,
producers and sellers, in accordance with the requirements of AQSIQ Decree
No. 75 Administrative Measures for Metrological Supervision over Products in
Prepackages with Fixed Content.
These Rules are a supplement of JJF 1070-2005 Rules of metrological
testing for net quantity of products in prepackages with fixed content.
1 Scope
These Rules specify the metrological requirements, metrological testing,
result evaluation and report, methods for sampling and sample reduction,
methods for determination of moisture content, methods for tare removal,
original testing records and testing report format of the wheat flour products.
These Rules are applicable to the metrological supervision and inspection,
arbitration and verification for net quantity of wheat flour products in the fields
of production and circulation. The entrusted testing may be carried out with
reference to these Rules. The units for the production and sales of wheat flour
products may also be tested with reference to these Rules.
The wheat flour products to be tested shall be the products passing the
producer self-testing, or the wheat flour products imported and distributed by
the sellers.
These Rules are applicable to the wheat flour products using paper,
non-woven fabrics, woven bags and other breathable materials as packaging.
2 Normative references

5.3 Testing equipment and appliances
5.3.1 Scale or balance. It has been verified to be qualified. The accuracy
level and division value shall conform to the requirements of Subclause 5.1 in
these Rules.
5.3.2 Sampling tools
5.3.2.1 Powder grain sampler
USE a powder grain sampler to sample the test pieces for the determination
of moisture in wheat flour products. The total length is about 55cm. The
opening is about 35cm long and 0.6cm to 0.7cm wide, and the maximum
external diameter of its sharp end is about 1cm.
5.3.2.2 Vessels containing the moisture samples to be determined
a) The vessels shall be clean and have a good airtight performance, with no
insects, leakage or contamination.
b) Sample bags. small pockets made of polyethylene and other plastics,
with a bearing capacity of not less than 100g.
Sample bottles. ground-glass stoppered flasks in general, with a bearing
capacity of not less than 100g.
5.3.3 Equipment and appliances for moisture determination
Electro-thermal constant temperature incubator (hereinafter referred to as
“constant temperature incubator”);
Balance. d = 0.1mg;
Dryer with allochroic silica gel (allochroic silica gel can no longer be used
once it turns red, and thus it shall be used when totally becoming blue after
being dried at 130°C to 140°C);
Aluminum case. with an inner diameter of 4.5cm or a diameter of 5.5cm, a
height of 2.0cm. 2 aluminum cases shall be prepared at least.
5.4 Testing implementation
5.4.1 Determination of inspection lot
The inspection lot of wheat flour products shall be the products passing the
manufacturer self-inspection, or the wheat flour products in the sales field.
The samples taken shall be the wheat flour products of the same batch, the
same production date, the same specifications and the same packaging
materials.

5.4.4.3 Determination of actual moisture in wheat flour products
1) The sampling and sample reduction shall be performed in accordance
with the requirements of Annex A -- Methods for sampling and sample
reduction in these Rules.
2) The actual moisture in wheat flour products shall be determined
according to the Annex B Methods for determination of moisture content
in these Rules.
3) Using method of actual moisture content
① Production field.
When the moisture content determined is less than or equal to the
maximum allowable value, the moisture correction will not be
calculated. The original record and data processing shall be performed
according to the Subclause 5.4.4.7.
When the actual moisture content determined is greater than the max
permit moisture value in the product standard, the moisture variation
and moisture correction shall be calculated according to the Subclause
5.4.4.4. The original record and data processing after moisture
correction shall be performed according to the Subclause 5.4.4.8.
② Circulation field.
The moisture variation and moisture correction shall be calculated
according to the Subclause 5.4.4.4. The original record and data
processing after moisture correction shall be performed according to
the Subclause 5.4.4.8.
