This Standard specifies the technical requirements for the collection, storage, and transportation process of hazardous waste. This Standard is a guiding standard. This Standard is first issued. This Standard was developed by Department of Science, Technology and Standards of Ministry of Environmental Protection. Main drafting organizations of this Standard: Shenyang Academy of Environmental Sciences (National Environmental Protection Hazardous Waste Disposal Engineering Technology (Shenyang) Center), Institute of High Energy Physics Chinese Academy of Sciences. This Standard was approved by the Ministry of Environmental Protection on December 24, 2012. This Standard is implemented since March 1, 2013. This Standard is interpreted by the Ministry of Environmental Protection. Technical specifications for collection, storage, transportation of hazardous waste 1 Scope of application This Standard specifies the technical requirements for the collection, storage, and transportation process of hazardous waste. This Standard applies to the collection, storage, and transportation of hazardous wastes from hazardous waste generating organizations and operating organizations. 2 Normative references The contents of this Standard refer to the provisions in the following documents. For the undated references, the valid edition applies to this Standard. The training content shall at least include requirements for identification of hazardous waste, administration of permit for operation of hazardous waste, management of hazardous wastes manifests, packaging and identification of hazardous waste, requirements for transportation of hazardous waste, and emergency methods for hazardous waste accidents, etc. 4.4 The organization for collection, storage, and transportation of hazardous waste shall prepare an emergency plan. The preparation of the emergency plan may refer to “Guidelines for the Preparation of Emergency Plans for Hazardous Waste Operating Organizations”. The contents related to transportation shall also comply with the relevant provisions of the competent department of transportation administration. For accident-prone links during the collection, storage, and transportation of hazardous waste, it shall regularly organize emergency drills. 4.5 In the event of an accident during the collection, storage, and transportation of hazardous waste, the organization for the collection, storage, and transportation and relevant departments shall, according to the degree of risk, take the following measures: (1) SET up an accident warning line; INITIATE an emergency plan; REPORT according to the requirements of “Measures for Information Reporting on Emergent Environmental Incident of Environmental Protection Administrative Authorities (Trial)” (No. 50 [2006], issued by the Ministry of Environmental Protection). (2) If the hazardous waste causing the accident is highly toxic, flammable, explosive, or highly contagious, it shall evacuate the crowd immediately and request support from relevant departments such as environmental protection, fire protection, medical care, and public security. (3) It shall clean and repair environmental media such as soil and water bodies contaminated at the accident site accordingly. (4) All wastes generated during the cleaning process shall be managed and including at least the scope of application, operating procedures and methods, dedicated equipment and tools, transfer and handover, safety guarantee and emergency protection, etc. 5.4 Personnel for hazardous waste collection and transfer operations shall, according to the needs of their work, be equipped with the necessary personal protective equipment such as gloves, goggles, protective clothing, gas masks or masks, etc. 5.5 In the process of collecting and transferring hazardous waste, it shall take appropriate safety protection and pollution prevention measures, including explosion-proof, fire prevention, anti-poisoning, anti-infection, anti-leakage, anti-flying, rain-proof, or other measures to prevent environmental pollution. 5.6 When collecting hazardous waste, the packaging form shall be determined according to the type, quantity, hazardous characteristics, physical form, and transportation requirements, etc. of the hazardous waste. The specific packaging shall meet the following requirements: (1) The packaging material shall be compatible with hazardous waste. Materials such as steel, aluminum, plastic may be selected according to the waste characteristics. (2) Wastes of similar nature may be collected in the same container. Hazardous wastes of incompatible nature shall not be mixed-packaged. (3) Hazardous waste packaging shall be able to effectively cut off the migration and diffusion of hazardous waste and meet the requirements of anti-seepage and anti-leakage. (4) The packaged hazardous waste shall be set with the corresponding label. The label information shall be completed and informative. (5) If the packaging bag or packaging container containing hazardous waste is damaged, it shall be managed and disposed of as hazardous waste. (6) Hazardous waste shall also be transported and packaged in accordance with the relevant requirements of GB12463. 5.6 The collection of polychlorinated biphenyls-contaminated wastes, in addition to complying with this Standard, shall also comply with the pollution control requirements of GB13015. 5.7 The collection of hazardous waste shall meet the following requirements: (1) It shall, according to actual situations such as the collection equipment, with “Regulations for radioactive waste management” (GB14500). 6 Storage of hazardous waste 6.1 Storage of hazardous waste may be divided into internal storage of generating organization, transit storage, and centralized storage. The corresponding storage facilities are facilities of hazardous waste generating organizations for temporary storage; facilities of organizations with a permit for collection operation of hazardous waste for temporary storage of waste mineral oil and waste nickel-cadmium batteries; storage facilities configured by hazardous waste operating organizations. 6.2 The site selection, design, construction, and operation management of hazardous waste storage facilities shall meet the relevant requirements of GB18597, GBZ1, and GBZ2. 6.3 Hazardous waste storage facilities shall be equipped with communication equipment, lighting facilities, and fire-fighting facilities. 6.4 When storing hazardous waste, partition storage shall be carried out according to the type and characteristics of hazardous waste. The retaining wall spacing should be set between each storage area; rain-proof, fire prevention, lightning protection, and anti-flying dust devices shall also be installed. 6.5 Storage of flammable and explosive hazardous waste shall be equipped with organic gas alarm, fire alarm installation, and grounding device for guiding static electricity. 6.6 The storage of discarded hazardous chemicals shall meet the requirements of GB15603, “Regulations on the Control over Safety of Dangerous Chemicals”, and “Measures for the Prevention and Control of Environmental Pollution by Discarded Dangerous Chemicals”. Storage of discarded highly-toxic chemicals shall also fully consider the anti-theft requirements. USE double-key closed management, with a 24-hour watch by specially-assigned person. 6.7 The storage period of hazardous waste shall comply with the relevant provisions of “Law of the People’s Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste”. 6.8 The hazardous waste storage organization shall establish a duty security system for the storage of hazardous waste.
