General requirements
1 Scope
This document stipulates the designation representation, order content, size, shape,
weight, technical requirements, inspection rules, test methods, packaging, marking and
quality certificate of steel plate, sheet and strip for pressure equipments.
This document applies to the manufacturing and acceptance of steel plate, sheet and
strip for pressure equipments (hereinafter referred to as steel plate, sheet and strip) such
as boilers, pressure vessels, and pressure pipelines.
The specific requirements for steel plate, sheet and strip for pressure equipment are
given separately in the applicable documents of GB/T 713 (all parts).
2 Normative references
The following documents are referred to in the text in such a way that some or all of

3 Terms and definitions
For the purpose of this document, terms and definitions given in GB/T 13304.1, GB/T
15574 and GB/T 17505, as well as the following apply.
3.1
as-rolled; AR; WAR
The state of steel without any special rolling and/or heat treatment.

annealing; A
A heat treatment process in which steel is heated to an appropriate temperature,
maintained for a certain period of time, and then slowly cooled.

3.7
tempering; T
A heat treatment process in which steel is heated to a certain temperature below Ac1,
kept warm for a certain period of time, and then cooled to room temperature.
Note 1: Ac1 temperature is the temperature at which austenite begins to form during the
heating process.
Note 2: High-temperature tempering after quenching is also called quenching and
tempering. In addition, it also includes the process of direct quenching
followed by tempering.

solution treatment
A heat treatment process in which steel is heated to an appropriate temperature and kept
warm to fully dissolve the excess phase, and then rapidly cooled to obtain a
supersaturated solid solution.

rolling piece
A steel plate that is directly rolled from a steel ingot or slab without cutting.
3.10
heat treatment piece
A single piece of heat-treated steel plate.
4 Designation representation
The designation representation of steel plate, sheet and strip shall comply with the
provisions of GB/T 221, and shall be given separately in the applicable documents of
GB/T 713 (all parts).
k) one or several optional tests (see 9.11 ~ 9.15);
l) chemical analysis methods (see 9.1.2);
m) inspection frequency (see 8.3.2);
n) packaging and marking (see Chapter 10).
5.3 When requested by the buyer, the following additional requirements may be applied:
a) vacuum treatment;
b) requirements for chemical composition limits;
c) additional tensile test;
d) Charpy V-notch series impact curve;
e) nil-ductility transition temperature (NDTT) measurement;
f) simulated post-weld heat treatment of mechanical property test specimen;
g) thermal stress relief of mechanical property test specimen;
h) strain aging test;
i) weldability test.
6 Size, shape, weight
6.1 Size, shape and allowable deviation
6.1.1 The size, shape and allowable deviation of hot-rolled steel plates (except stainless
steel) shall comply with the provisions of GB/T 709-2019.
6.1.2 The thickness allowable deviation of steel plates complying with the requirements
of GB/T 713.2, GB/T 713.3, GB/T 713.5, and GB/T 713.6 shall comply with the Class
B deviation of GB/T 709-2019. According to the requirements of the buyer, steel plates
with Class C deviations of GB/T 709-2019 can be supplied. According to the
requirements of the buyer and through negotiation between the supplier and the buyer,
steel plates with stricter deviations can also be supplied.
6.1.3 The allowable thickness deviation of steel plates complying with the requirements
of GB/T 713.4 shall comply with the Class C deviation of GB/T 709-2019. According
to the requirements of the buyer and through negotiation between the supplier and the
buyer, steel plates with stricter deviations can also be supplied.
6.1.4 The size, shape and allowable deviation of stainless-steel hot-rolled or cold-rolled
steel plates, sheets and strips shall comply with the provisions of GB/T 713.7.
6.2 Weight
6.2.1 Hot-rolled steel plates (except stainless steel) shall be delivered according to
theoretical weight or actual weight. The thickness used to calculate the theoretical
weight is the arithmetic mean of the maximum and minimum thickness allowed for hot-
rolled steel plates. The density of the hot-rolled steel plate calculated from the
theoretical weight is 7.85 g/cm3, and the density of the 06Ni7DR and 06Ni9DR hot-
rolled steel plates is 7.89 g/cm3.
6.2.2 Stainless-steel hot-rolled and cold-rolled steel plates shall be delivered according
to theoretical weight or actual weight. The thickness used to calculate the theoretical
weight is the arithmetic mean of the maximum and minimum thickness allowed for
stainless steel hot-rolled and cold-rolled steel plates. The density of stainless-steel hot-
rolled steel plates and cold-rolled steel plates to calculate the theoretical weight shall
comply with the regulations of GB/T 713.7.
6.2.3 Steel strips are delivered according to actual weight.
7 Technical requirements
7.1 Manufacturing method
7.1.1 Steel is smelted by an oxygen converter or an electric furnace, adopting the
external refining process. Other smelting methods, as negotiated between the supplier
and the buyer and indicated in the contract, may also be used.
7.1.2 The compression ratio of continuous casting billets and steel ingots is not less than
3; the compression ratio of electroslag remelting billets is not less than 2.
7.1.3 Unless otherwise specified, the steel plate shall be a single-rolled steel plate or a
continuous-rolled steel plate. For heat-treated continuous-rolled steel plates, the heat
treatment shall be carried out after the hot-rolled steel strip is flattened and delivered as
a single steel plate. Unless agreed by the buyer, continuous rolled steel plates shall not
contain splicing welds.
7.2 Delivery state
The delivery state is given in the applicable document of GB/T 713 (all parts).
7.3 Chemical composition
7.3.1 Smelting analysis
7.4.4 Bending properties
7.4.4.1 The bending properties of steel plates, sheets and strips shall comply with the
requirements in the applicable document of GB/T 713 (all parts).
7.4.4.2 The direction of bending samples of steel plates, sheets and strips shall be
perpendicular to the rolling direction (i.e., transverse samples).
7.4.5 Hardness
Steel plates, sheets and strips specified in GB/T 713.2 and GB/T 713.7 shall be
subjected to Brinell hardness, Rockwell hardness or Vickers hardness tests. For several
different hardness tests, the test can be carried out according to one of the methods
based on different sizes and conditions of the steel plates, sheets and strips.
7.4.6 Thickness direction performance
For steel plates with thickness direction performance requirements (except stainless
steel), an agreement can be reached at the time of inquiry and order to meet the
requirements of one of the quality grades Z15, Z25 or Z35 specified in GB/T 5313,
which is determined by the minimum value of the reduction of area perpendicular to
the steel surface [see 5.2g)].
7.5 Surface quality
7.5.1 Hot-rolled steel plates, sheets and strips
7.5.1.1 The surface of hot-rolled steel plates, sheets and strips shall be free from bubbles,
scrabs, cracks, folds, inclusions, pressed-in oxide scales and other harmful defects that
would affect the use. The cross-sections of hot-rolled steel plates, sheets and strips shall
not have visible delamination.
7.5.1.2 The surface of hot-rolled steel plates, sheets and strips is allowed to have thin
layers of iron oxide scale and rust that do not hinder the inspection of surface defects,
as well as inconspicuous roughness, overlapping curve, pitting, scratches and other
local defects caused by pressing into the iron oxide scale and rollers. However, their
depth shall not be greater than half the tolerance of the thickness of hot-rolled steel
plates and strips calculated from the actual size, and the minimum allowable thickness
of hot-rolled steel plates, sheets and strips shall be guaranteed.
7.5.1.3 Surface defects of hot-rolled steel plates, sheets and strips are allowed to be
removed by grinding and other methods. The cleaned area shall be smooth and without
edges, and the grinding surface shall smoothly transition to the surface of the hot-rolled
steel plates, sheets and strips. The cleaning depth shall not be greater than half the
thickness tolerance of hot-rolled steel plates, sheets and strips, and shall ensure the
minimum allowable thickness of hot-rolled steel plates, sheets and strips.
7.5.1.4 Since there is no opportunity to remove defects, hot-rolled steel strips are
allowed to be delivered with local defects, but the defective parts of the strips shall not
exceed 6% of the total length of each coil of hot-rolled steel strips.
7.5.1.5 The surface of pickled stainless hot-rolled steel plates, sheets and strips shall not
have oxide scale and shall not be over-pickled.
7.5.1.6 After negotiation between the supplier and the buyer, the surface quality of hot-
rolled steel plates can also comply with the provisions of GB/T 14977.
7.5.2 Stainless-steel cold-rolled steel strips and sheared steel plates
7.5.2.1 Stainless-steel cold-rolled steel strips and sheared steel plates shall not have
defects that affect their use. Minor pitting, scratches, imprints, pits, roll marks, color
differences and other defects that do not affect use are allowed, with individual depth
not exceeding half of the thickness tolerance. Partial grinding is allowed, and the
cleaned area shall be smooth without edges and corners. The grinding surface shall
smoothly transition to the surface of the stainless-steel cold-rolled steel strips and
sheared steel plates, and the minimum thickness of the stainless-steel cold-rolled steel
strips and sheared steel plates shall be ensured.
7.5.2.2 Since there is no opportunity to remove defects, stainless-steel cold-rolled steel
strips are allowed to be delivered with local defects, but the defective parts shall not
exceed 6% of the total length of each coil of stainless-steel cold-rolled steel strips. For
unpolished stainless-steel cold-rolled steel strips, the surface is allowed to have slight
pitting, scratches, imprints, pits, roll marks and color differences with individual depths
not exceeding half of the thickness tolerance.
7.5.2.3 The edges of stainless-steel cold-rolled steel strips shall be smooth. The edges
of trimmed stainless-steel cold-rolled steel strips shall not have uneven cutting depth
greater than half the width tolerance and burrs greater than the thickness tolerance of
stainless-steel cold-rolled steel strips; untrimmed stainless-steel cold-rolled steel strips
shall not have cracked edges greater than the width tolerance.
7.6 Non-destructive testing
Non-destructive testing of steel plates shall comply with the requirements in the
applicable document of GB/T 713 (all parts) [see 5.2j)].
7.7 Special requirements.
According to the requirements of the buyer and through negotiation between the
supplier and the buyer, items 5.2 or 5.3 can be selected for inspection.
8 Inspection rules
8.1 Inspection and type of inspection documents
8.4.1.3 If the sample blank cannot be delivered in the usual delivery condition, as agreed
at the time of inquiry and order, the sample blank shall be processed in the usual
delivery condition before testing.
8.4.2 Tensile samples
8.4.2.1 The preparation of tensile samples shall comply with the provisions of GB/T
228.1. Except for the circular samples specified in 8.4.2.3, all samples shall be standard
rectangular samples.
8.4.2.2 At least one rolled surface shall be retained for rectangular tensile samples. For
steel plates complying with GB/T 713.2, GB/T 713.3, GB/T 713.4, GB/T 713.5, GB/T
713.6, of nominal thickness t ≤ 25 mm, or for steel plates, sheets and strips complying
with GB/T 713.7, of nominal thickness t ≤ 10 mm, two rolling surfaces shall be retained
in general.
8.4.2.3 For steel plates complying with the provisions of GB/T 713.2, GB/T 713.3,
GB/T 713.4, GB/T 713.5, GB/T 713.6, of nominal thickness t > 25 mm, or for steel
plates, sheets and strips complying with the provisions of GB/T 713.7, of nominal
thickness t > 10 mm, circular samples are allowed to be used. For steel plates that
comply with GB/T 713.2, GB/T 713.3, GB/T 713.4, GB/T 713.5, and GB/T 713.6, the
sample diameter shall be at least 10 mm; for steel plates, sheets and strips that comply
with GB/T 713.7, the sample diameter shall be at least 5 mm.
8.4.3 Charpy (V-notch) impact samples
8.4.3.1 The preparation of impact samples shall comply with the provisions of GB/T
229.
8.4.3.2 For steel plates, sheets and strips with nominal thickness t ≥ 12 mm, standard
impact samples of 10 mm × 10 mm × 55 mm shall be prepared from the sample blanks;
for steel plates, sheets and strips with nominal thickness 8 mm < t < 12 mm, the small-
size sample size is 7.5 mm × 10 mm × 55 mm; for steel plates, sheets and strips with
nominal thickness 6 mm ≤ t ≤ 8 mm, the small-size sample size is 5 mm × 10 mm × 55
mm.
8.4.3.3 The notch of the impact sample shall be perpendicular to the steel surface.
8.4.4 Bending samples
The preparation of bending samples shall comply with the provisions of GB/T 232, and
the specific requirements are specified in the applicable document of GB/T 713 (all
parts).
8.5 Re-inspection and determination rules
8.5.1 The re-inspection and determination rules for steel plates, sheets and strips shall
be implemented in accordance with the provisions of GB/T 17505.
8.5.2 When the impact test results of steel plates, sheets and strips are unqualified, the
unqualified sampled steel plates, sheets and strips shall be removed, and then two new
sampled products shall be taken from the remaining steel plates, sheets and strips of the
inspection batch; a new set of three test pieces shall be selected from each sampled
product, and the test results of these two sets of test pieces shall comply with the
provisions of 9.5.2a). At this time, 9.5.2b) no longer applies.
8.6 Numerical rounding
The inspection and test results of steel plates, sheets and strips adopt the rounding value
comparison method, and the numerical rounding rules shall comply with the provisions
of GB/T 8170.
9 Test methods
9.1 Chemical analysis
9.1.1 Unless otherwise specified, the chemical analysis method shall be determined by
the supplier.
9.1.2 If there is a dispute over the chemical analysis method, the test shall be carried
out in accordance with GB/T 223 (all parts) or a method approved by both parties.
9.2 Room temperature tensile test
9.2.1 For steel plates, sheets and strips that comply with the provisions of GB/T 713.2,
GB/T 713.3, GB/T 713.4, GB/T 713.5, and GB/T 713.6, the tensile test shall be carried
out in accordance with the provisions of GB/T 228.1. Generally, proportional samples
are used, with gauge length Lo = 5.65 , where So is the original cross-sectional area
of the tensile sample. When non-proportional samples are used, the value of elongation
after break shall be converted according to GB/T 17600.1. When the yield is not
obvious, the specified plastic extension strength Rp0.2 can be used instead.
9.2.2 For steel plates, sheets and strips that comply with the provisions of GB/T 713.7,
the tensile test shall be carried out in accordance with the provisions of GB/T 228.1.
For proportional samples, the gauge length specified in 9.2.1 shall be used. When non-
proportional samples are used, the value of elongation after break shall be converted
according to GB/T 17600.2. The specified plastic elongation strength Rp0.2, tensile
strength and elongation after fracture shall be measured. In addition, for austenitic
stainless steel, when required by the buyer, the specified plastic elongation strength
Rp1.0 can be measured.
9.2.3 In case of dispute, where permitted (see 8.4.2.3), tensile tests shall be carried out
on round samples.
9.3 High temperature tensile test
9.8 Hardness inspection
According to the different sizes and conditions of steel plates, sheets and strips, they
can be inspected according to one of the methods of GB/T 230.1, GB/T 231.1 or GB/T
4340.1.
9.9 Surface quality inspection
According to the provisions of NB/T 47013.7, the surface quality of steel plates, sheets
and strips shall be directly visually inspected.
9.10 Non-destructive testing
Ultrasonic testing shall be carried out in accordance with the provisions of NB/T
47013.3, and the qualification level shall comply with the provisions of the applicable
document of GB/T 713 (all parts).
9.11 Drop weight test
The drop weight test method shall be carried out in accordance with the provisions of
GB/T 6803, using the P-2 sample.
9.12 Hydrogen-induced cracking resistance test
The hydrogen-induced cracking resistance test shall be carried out in accordance with
the provisions of GB/T 8650.
9.13 Intergranular corrosion resistance test
The resistance to intergranular corrosion shall be tested in accordance with the
provisions of GB/T 4334 and GB/T 21433, and the evaluation standards shall be
specified in the contract.
9.14 Grain size inspection
The average grain size inspection of metal shall be carried out in accordance with the
provisions of GB/T 6394.
9.15 Inspection of non-metallic inclusions
The inspection of non-metallic inclusions shall be carried out in accordance with the
provisions of GB/T 10561.
10 Packaging, marking and quality certificate
10.1 Unless otherwise specified, the packaging of steel plates, sheets and strips shall
comply with the requirements of GB/T 247.
