This document is applicable to in-use large-scale amusement devices (hereinafter referred to as amusement devices). The inspection, maintenance and repair of small-scale amusement devices may also take this as a reference in the implementation. 2 Normative References The contents of the following documents constitute indispensable clauses of this document through the normative references in the text. In terms of references with a specified date, only versions with a specified date are applicable to this document. In terms of references without a specified date, the latest version (including all the modifications) is applicable to this document. GB 8408 Large-scale Amusement Device Safety Code GB/T 20306 Amusement Devices Terminology GB/T 30220 Amusement Device Safety Use Management GB/T 39417 Health Management of Large-scale Amusement Device 3 Terms and Definitions What is defined in GB/T 20306 and GB/T 39417, and the following terms and definitions are applicable to this document. 3.1 Inspection Inspection refers to the application organization’s activities of macro inspection, parameter measurement, non-destructive testing, performance verification and condition monitoring of the in-use amusement devices. 3.2 Maintenance Maintenance refers to the activities of system debugging, replacement of quick-wear parts, tightening of connecting parts, equipment dust removal, equipment lubrication and equipment anti-corrosion that are regularly carried out on the equipment or for abnormal conditions found in inspections, without changing the main structure or performance parameters of the amusement devices. 3.3 Repair Repair refers to the activities of replacement and repair of parts (except for the replacement of quick-wear parts) to restore the original performance for abnormal conditions found in equipment inspection, without changing the main structure or performance parameters of the amusement devices. 4 General Requirements 4.1 Basic Principles 4.1.1 In addition to satisfying the requirements of this document, the inspection and maintenance of the in-use amusement devices shall also comply with the relevant requirements of GB 8408 and GB/T 30220. 4.1.2 The inspection and maintenance of the in-use amusement devices is an important link of the health management system throughout its life cycle. The main contents of health management include: determination of health indicators, health monitoring, health evaluation and health recovery, etc.; the requirements shall be implemented in accordance with GB/T 39417. The inspection specified in this document is a main means of health monitoring, and maintenance and repair are the main measures of health recovery. 4.1.3 The application organization of the in-use amusement devices shall establish an inspection and maintenance system, formulate schemes for equipment inspection and maintenance, allocate qualified inspection and maintenance personnel, and carry out corresponding inspection and maintenance operations in accordance with the specified procedures and requirements. 4.1.4 The application organization of the amusement devices are encouraged to establish an information management system for inspection and maintenance to conduct statistics and analysis of inspection and maintenance-related data and provide support for equipment health management. 4.2 Instructions for Inspection and Maintenance 4.2.1 The construction organization of the amusement devices shall provide the application organization with instructions for the application, inspection and maintenance of the sold equipment. In accordance with the structural characteristics, movement form and operating parameters of the equipment, and possible risks during the application, the construction organization shall propose items and indicators of the health management, inspection and maintenance of the equipment. 4.2.2 The instructions for inspection and maintenance provided by the construction organization k) Safety protection devices and measures: including inspection and adjustment requirements for devices and systems, such as: braking, anti-reverse, anti-collision, position limit, speed limit, wind and lightning protection, etc.; l) Fundamental and auxiliary equipment and facilities: including inspection requirements for anchor bolts, foundation settlement, corrosion and deformation; inspection requirements for auxiliary equipment and facilities, such as: emergency rescue equipment, emergency passages, maintenance platforms, monitoring and surveillance systems, etc.; m) Lubrication: including filling cycle, filling methods and requirements, and clearing requirements for each lubrication point; clearly indicated lubricating oil (or grease) designations that shall be filled to each lubrication point, as well as a list of replacement designations under different conditions; n) Non-destructive testing: including the proportion, timing and requirements for non- destructive testing. 4.2.3 The construction organization should provide video training materials on the inspection and maintenance, or adopt the mode of on-site teaching, so as to provide convenience for the application organization to master the methods and requirements for equipment inspection and maintenance. 4.3 Inspection and Maintenance System 4.3.1 The application organization shall establish a special inspection and maintenance management system to strengthen the quality control of the inspection and maintenance process of amusement devices, and ensure the safety of the application of amusement devices. 4.3.2 In accordance with the requirements of relevant national laws and regulations, safety technical specifications and standards, and in light of its own situation, the application organization shall formulate documents including relevant procedures for the inspection and maintenance of amusement devices, operation instructions (operating procedures) and record sheets (cards), and specifically specify the overall management requirements for the inspection and maintenance, the responsibilities and labor division of relevant personnel involved, work flow, inspection and maintenance cycle and contents, repair requirements and technical files. 4.3.3 The application organization shall implement the established inspection and maintenance system and the various requirements for the amusement devices, and make necessary revisions to the inspection and maintenance system and relevant documents for the problems found in the implementation process. 4.4 Inspection and Maintenance Scheme 4.4.1 The application organization shall formulate a specialized inspection and maintenance scheme for each amusement device, and clarify the relevant personnel responsible for the equipment inspection and maintenance, as well as preparations before operation, organization and implementation procedures, inspection and maintenance items and methods, repair procedures and requirements, safety education and protective measures, so as to ensure the safe and smooth implementation of equipment inspection and maintenance operations. 4.4.2 In accordance with its own management requirements, and the requirements of the application, inspection and maintenance materials provided by the construction organization, the application organization shall determine the inspection and maintenance items, methods and cycles of the equipment. 4.4.3 If there is an accident with the same category of or similar amusement devices in China and foreign countries, the application organization shall promptly review the relevant content of the inspection and maintenance scheme in accordance with the causes of the accident, and make revisions if necessary. 4.4.4 All inspections, maintenance and repairs of the amusement devices shall be recorded and properly kept as the equipment archives of the amusement devices. The records shall be kept until the amusement devices are scrapped. 4.4.5 The items, contents and requirements of inspection and maintenance in the inspection and maintenance scheme may be formulated with reference to GB/T 41106.2 ~ 41106.6. 4.5 Inspection and Maintenance Personnel 4.5.1 The application organization shall appoint a technical director in charge of the inspection and maintenance. Each set of amusement device shall allocate a person in charge of equipment inspection and maintenance. In addition, inspection, maintenance and repair operating personnel that satisfy the demands shall also be allocated. 4.5.2 If the relevant national laws and administrative regulations have qualification requirements for the personnel specified in 4.5.1, the corresponding qualifications shall be obtained. 4.5.3 The application organization shall regularly conduct professional trainings and safety education for the inspection, maintenance and repair operating personnel of the amusement devices. The personnel may take up their posts after passing the assessment. The contents of the trainings shall at least include the following aspects: a) For the application organization’s technical directors in charge of the inspection and maintenance, and persons in charge of equipment inspection and maintenance, the trainings include relevant laws and regulations of amusement devices, safety technical specifications and standards, health management, the organization’s inspection and maintenance management requirements, and safe operation, etc.; b) For the inspection, maintenance and repair operating personnel, the trainings include relevant laws and regulations of amusement devices, safety standards, requirements of the organization’s inspection and maintenance management system and relevant operation guidance documents, and safe operation, etc. 5 Inspection 5.1 Inspection Items 5.1.1 For newly manufactured amusement devices, the construction organization shall propose comprehensive, reasonably and appropriate health indicators for the amusement devices in accordance with the characteristics of different categories and types of products, and the principles and methods specified in GB/T 39417. In addition, the construction organization shall determine the inspection items, cycles and requirements of the equipment, which are reflected in the inspection and maintenance instructions required in 4.2. 5.1.2 For in-use amusement devices, the application organization shall confirm the corresponding health indicators, inspection items and requirements in accordance with the inspection and maintenance instructions provided by the construction organization, combined with its own experience in the operation and application management of amusement devices, and convert them into its own inspection and maintenance guidance documents. 5.1.3 After an amusement device fails, in accordance with the specific condition of the failure, necessary inspection items shall be determined. The inspection items shall be compatible to the scope and degree of influence caused by the failure. Before the amusement device is activated again after being deactivated, the inspection items shall be determined in accordance with the characteristics of the equipment. 5.1.4 For the problems found during the application and inspection of the amusement devices, the application organization may give feedback and communicate with the equipment construction organization, and make necessary adjustments to the inspection items through negotiation between the two parties. 5.2 Inspection Types and Cycles 5.2.1 In accordance with the inspection cycle and frequency, the inspection carried out by the application organization on the in-use amusement devices is divided into regular inspection, specialized inspection and real-time monitoring. 5.2.2 Regular inspection generally includes daily inspection, weekly inspection, monthly inspection and annual inspection. For amusement devices with the function of automatically recording the number of operations, the frequency of regular inspection may be determined in accordance with the number of operations. Specialized inspection includes special inspection conducted before holidays and large-scale mass activities, or after natural disasters. Real-time monitoring is dynamic and continuous measurement, recording and early warning of relevant parameters during equipment operation through state monitoring technology and means. 5.2.3 When an amusement device fails, the application organization shall find out the cause of the failure, conduct a comprehensive inspection of the relevant components or the system, and if necessary, increase the frequency of inspection. 5.2.4 The application organization shall conduct targeted inspections and promptly deal with problems found in third-party inspections (including regular inspections, etc.), as well as known accidents or failures of the same category of equipment in China and foreign countries. 5.3 Modes of Inspection The modes of inspection include macro inspection, parameter measurement, non-destructive testing, performance verification and condition monitoring, etc. Among them, the specific detection methods involved in macro inspection, parameter measurement and performance verification shall be carried out with reference to the requirements of GB/T 20050. NOTE 1: macro inspection refers to the inspection personnel’s utilization of sense organs (if necessary, assisted by measuring tools and instruments) to inspect the surface corrosion, mechanical damage, deformation and cracking of the main structural parts of the equipment, the operating stability, noise and temperature rise of the main transmission components, and the effectiveness of safety protection devices, etc. NOTE 2: parameter measurement refers to the measurement of technical parameters, such as: operating time, structural geometric parameters, safety distance and temperature of amusement devices. NOTE 3: for non-destructive testing, select the corresponding testing method in accordance with the actual demands, and implement in accordance with the application principles, testing methods and process regulations specified in GB/T 34370 (all parts). NOTE 4: performance verification includes dynamic performance verification, safety function verification and necessary load test, etc. NOTE 5: for condition monitoring, select the corresponding monitoring method in accordance with the actual demands, and implement in accordance with the principles, methods and procedures specified in GB/T 36668 (all parts). 5.4 Inspection Result Evaluation For each inspection item, a result of compliance with the standard or specified requirements shall be provided, which is generally expressed as “qualified” / “disqualified”, “conforming” / “non-conforming”. In addition, in accordance with the criteria and methods specified in GB/T 39417, the health level of individual indicators shall be provided. 5.5 Comprehensive Health Evaluation The application organization shall conduct a comprehensive health evaluation of the entire amusement device in accordance with the evaluation results of the inspection items. The methods and requirements for the health evaluation shall comply with GB/T 39417. ......
