Guideline of determining plasticized materials in toys
or parts of toys that can be placed in the mouth
1 Scope
This document provides guideline of determining plasticized materials in toys
or parts of toys that can be placed in the mouth.
This document applies to all products and materials, which are designed or
scheduled for use by children under the age of 14 when playing, as well as
packaging materials, which are scheduled to be retained.
Note: This document is the guideline of determining plasticized materials in toys or
parts of toys that can be placed in the mouth, which are covered in 5.3.7 of GB 6675.1-
2014 "Toys safety - Part 1: Basic code".
2 Normative references
The provisions in following documents become the provisions of this Standard
through reference in this Standard. For the dated references, the subsequent
amendments (excluding corrections) or revisions do not apply to this Standard;
however, parties who reach an agreement based on this Standard are
encouraged to study if the latest versions of these documents are applicable.

3 Terms and definitions
The terms and definitions as defined in GB 6675.1-2014 and GB 6675.4-2014,
as well as the following terms and definitions, apply to this document.
3.1
Toy
All products and materials, which are designed or scheduled to be used by
children under the age of 14 when playing.

3.2
Normal use
The obvious way of playing with toys, according to the operating instructions
of the toy (3.1), or according to the traditional or customary methods.

3.3
Reasonably foreseeable abuse
The way of use of the toy in a method not recommended by the supplier,
BUT may occur under normal circumstances, including the normal free
behavior of children such as combining toys.
Example: Disassemble, drop, or use the toy in a non-recommended way.

3.4
Accessible
Toys (3.1) parts or parts are touched by any part before the shoulder of the
touchable probe, as described in GB 6675.2.

3.5
Coating
All material layers, which are formed or attached to the base material of the
toy (3.1), including colored paint, varnish, raw lacquer, ink, polymer or other
substances of similar nature, regardless of whether it contains metal
particles OR through which method it attaches to the toy; it can be scraped
off with a sharp blade.

When considering possible exposure routes for toy products, it shall include
swallowing, licking, sucking, prolonged contact with human skin, etc. After
normal use according to GB 6675.2 or reasonably foreseeable abuse tests,
carry out judgement of the accessible, in accordance with GB 6675.2. If the part
is accessible OR can be touched by any part before the shoulder of the
touchable probe, it is considered to be accessible.
Note: GB 6675.2 stipulates that certain specific toy products need to be tested for
reasonably foreseeable abuse for all age groups.
Example:
There is a sticker on a toy; the glue on the sticker is a plasticized material. After passing
the reasonably foreseeable test of GB 6675.2, the glue is judged to be accessible.
Since the glue and the attached paper cannot be effectively separated physically, it
shall take sample as a whole.
5.2 Exemption
Taking into account the normal and predictable behavior of children, if certain
toys and toy parts can obviously exclude the possibility of swallowing, licking,
sucking, prolonged contact with the skin, etc., due to their accessibility, function,
mass, size or other characteristics, THEN, it is not considered accessible.
Example 1: The wires which play the role of charging adaptor OR connect the external
devices.
Example 2: The exposed wires at the bottom of electric baby stroller, which has not
been encapsulated.
Example 3: Coating on the beam of a rocking device, such as a shaker.
Example 4: The tires of baby carriages such as toy bicycles and electric baby stroller.
6 Judgment of toys or toy parts that can be placed in
the mouth
6.1 Designed to be placed in the mouth
Toys which are designed to be placed in the mouth, OR the toys or toy parts,
whose detachable parts can be placed in the mouth, such as mouth-moving
toys (such as harmonicas or whistles), inflatable toys, horns and other toy
mouthpieces (including non-removable and removable mouthpieces), as
shown in Table A.1 of Appendix A.
