This Standard is applicable to any organization or individual submitting defect clue reports, technical agency of defective product recall’s processing defect clue reports, and auto product manufacturers' analysis and feedback on defect clue reports. 2 Normative References The following documents are essential to the application of this document. For the dated documents, only the versions with the dates indicated are applicable to this document; for the undated documents, only the latest version (including all the amendments) is applicable to this document. GB 16735 Road Vehicle - Vehicle Identification Number (VIN) GB 16737 Road Vehicle - World Manufacturer Identifier (WMI) Code 3 Terms and Definitions For the purposes of this document, the terms and definitions given in GB 16735 and GB 16737, and the following apply. 3.1 Motor vehicle product defect Circumstances that generally do not meet the national standards and industry standards for the protection of personal and property safety in the same batch, model or category of automotive products due to design, manufacturing, marking, etc., or other unreasonable threats to personal and property safety danger. 3.2 Defect clue report The information that the products may have possible defects, which is submitted to the technical agency of defective product recall by any organization or individual. a) Timeliness principle: The defect clue report shall be submitted in time after the failure of the motor vehicle product; b) Objectivity principle: The defect clue report shall objectively and truly reflect the failure of the motor vehicle product; c) Integrity principle: The content of defect clue report shall be complete, accurate, comprehensive and standardized. 5.2 Information of motor vehicle product 5.2.1 Information content of motor vehicle product The information of motor vehicle product shall include vehicle identification number (VIN), manufacturer name, vehicle brand, model series, purchase date and driving mileage. 5.2.2 Information requirement of motor vehicle product The information of motor vehicle product shall meet the following requirements: a) VIN shall be consistent with the motor vehicle exit-factory certificate or motor vehicle driving certificate; b) The manufacturer's name, vehicle brand, and model series of motor vehicle products shall be consistent with the motor vehicle exit-factory certificate, imported motor vehicle inspection form or motor vehicle registration certificate; c) The purchase date shall be consistent with the date of issuance of the unified invoice for motor vehicle sales; d) The driving mileage shall be consistent with the vehicle's odometer. 5.3 Failure information The failure information shall include: the location of the failure, description of the failure, traffic accident information, and failure maintenance measures. The detailed content of each information is as follows: a) The location of the failure is usually divided into engine, fuel system, transmission system, braking system, steering system, suspension system, wheels and tires, body and interior trim, airbags and seat belts, instrumentation/lighting/electronic and electrical systems, advanced driving assistance systems, special devices for new energy vehicles and others; b) The description of the failure shall include: the occurrence time of the failure, weather conditions, road conditions, vehicle speed, driving status (such as going straight, turning, accelerating or braking, etc.), failure phenomenon, frequency of The validity check of the defect clue report shall include the VIN, failure description, and the mobile phone number of the reporter, etc. The defect clue report that does not meet the validity requirements shall be notified to the defect clue reporter to correct it; and those that still do not meet the requirements after the correction shall be eliminated. The situations that should be eliminated are as follows: a) VIN does not meet numbering requirements specified in GB 16735 and GB 16737; b) The failure description only reflects issues such as consumer disputes, service quality, and suspected speculation; c) The reporter's mobile phone number is invalid. 6.2.2 Uniqueness check The uniqueness check of the defect clue report shall include VIN, failure description, etc. The defect clue report that does not meet the uniqueness requirement shall be eliminated. For the same motor vehicle product (with the same VIN), defect clue reports of identical failure descriptions or similar failure descriptions with no substantial differences are regarded as duplicate information and shall be eliminated. 6.3 Forwarding of defect clue report Technical agency of defective product recall shall promptly forward the information that meets the content requirements of the defect clue report to the motor vehicle product manufacturer for feedback of defect clue report; and keep the transferring record of the motor vehicle product defect clue report. 7 Feedback of Defect Clue Report After receiving the defect clue report from the technical agency of defective product recall, the motor vehicle product manufacturer shall carry out technical analysis and feedback on the cause of the failure. The feedback of defect clue report shall include but not limited to the following: a) Verify the accuracy of the VIN, purchase date, driving mileage, location of failure, failure description, and traffic accident information in the defect clue report; b) Use user return visits, on-site inspections, etc., to confirm whether the failure phenomenon is recurring, evaluate the frequency of the failure, find the cause of the failure, and formulate failure maintenance measures, etc.; c) Confirm the accurate failure mode corresponding to the failure description in the defect clue report and whether a defective motor vehicle product recall bulletin ......
