Management specification - Part 1: Packing and
transporting
1 Scope
This Part of GB/T 38698 specifies the terms and definitions, classification
requirements, general requirements, packaging requirements, transportation
requirements and marking requirements for packing and transporting of
recycling of retired traction battery used in electric vehicle.
This Part applies to the packing and road transporting of retired lithium-ion
power storage battery packs, modules and monomers of traction battery used
in electric vehicle. Other types of traction battery used in electric vehicle and
other transport ways (such as rail transportation, water transportation, etc.) can
be implemented by reference.
This Part does not apply to lead-acid battery.

3 Terms and definitions
Terms and definitions determined by GB/T 19596 and GB/T 8226 are applicable
to this document.
4 Classification requirements
4.1 Before packing and transporting, perform a safety judgment of retired
traction batteries; perform a classification according to their safety
characteristics. The classification process is shown in Figure 1.
4.2 The consignee and the shipper shall jointly perform the safety judgment of
the various indicators of the retired traction batteries in accordance with the test
items that are given in Appendix A. If there are traces of man-made remove and
there is no corresponding maintenance or unpacking record, the package shall
be opened for inspection to release risk.
4.3 Judge the battery whose inspection results of all the clauses are "No" in
accordance with Appendix A to pass; judge the battery, of which one or more
inspection result(s) of the clauses is (are) "Yes" to fail.
4.4 If it is judged to fail, do not carry out packing and transporting directly. Before
packing, perform a pretreatment according to the treatment and protection
measures that are recommended in Appendix A or according to the actual
situation; make the records; perform classified packing and transporting after it
meets the technical requirements that are agreed by the consignee and the
shipper.
4.5 Classify retired traction batteries that are judged to pass AND those that are
judged to fail but have been pretreated:
-- Class-A batteries: retired traction batteries with intact structure and
function; inspection results of all items that are tested in accordance with
Appendix A are “No”, or inspection results in the re-inspection after
protective treatment are "No";
-- Class-B batteries: retired traction batteries, of which one or more
inspection results of all items that are tested in accordance with Appendix
A are "yes", and the national laws and regulations have no special
requirements for their packing and transporting;
5.4 In the process of packing and transporting of retired traction batteries, they
shall be lightly loaded and unloaded, and stacked neatly to prevent mixing,
leakage and damage.
6 Packing requirements
6.1 Class-A battery
The packing of Class-A batteries shall be determined in accordance with GB
12268. The transport package whose net weight is no more than 400 kg shall
meet the requirements of GB 12463; the transport package whose net weight
is more than 400 kg shall meet the requirements of GB 19432.
6.2 Class-B battery
6.2.1 The packing of Class-B batteries shall meet the requirements of 6.2.2 ~
6.2.7 on the basis of meeting the packing requirements of Class-A batteries.
6.2.2 Appropriate protection methods shall be selected according to the
different class characteristics of retired traction batteries, including but not
limited to leak-proof packing, insulating packing, fire-proof packing, shock-proof
packing, cushioning packing, etc.
6.2.3 The packaging container shall have sufficient strength. According to the
quality and characteristics of the packaging container, the material, type,
specification, method and quality of the traction battery shall be compatible with
the nature and purpose of the loaded dangerous goods, so as to be convenient
for loading, unloading, transporting and storage.
6.2.4 The structure and closed form of the packaging container shall be able to
withstand various operational risks under normal transportation conditions. If
the packaging container has an inner packaging, the inner packaging shall be
protected with a flame-retardant, heat-insulating and leak-proof filling material.
6.2.5 The packaging container shall avoid leakage due to changes in
temperature, humidity or pressure; the surface shall be clean, and shall be
avoided from adhesion of harmful and dangerous substances.
6.2.6 The part of the packaging container in direct contact with the traction
battery shall be insulated or protected by insulation materials.
6.2.7 When the battery and packaging container cannot be fixed, it shall be
equipped with protective materials for support, reinforcement, cushioning,
buffering and adsorption of the packaging container. The used protective
materials and protection methods shall be compatible with the performance of
the traction battery, meet the overall performance requirements of packing and
