Part 3: Procedure
1 Scope
This Part of GB/T 37521 specifies the basic requirements, flow, procedures and
methods, preparation, implementation, and disposal of explosive devices for
security check for anti-explosives at key place.
This Part applies to the process of security check for anti-explosives at key
place.
2 Normative references
The following documents are indispensable for the application of this document.
For the dated references, only the editions with the dates indicated are
applicable to this document. For the undated references, the latest edition
(including all the amendments) are applicable to this document.

3 Terms and definitions
The terms and definitions defined in GB/T 37521.1 and GB/T 37521.2 and the
following ones apply to this document.
3.1 Intuitive check
The search by means of anti-explosives security inspectors’ senses (listening,
watching, smelling, touching) and empirical judgment without the aid of
equipment and animal for security check for anti-explosives.
6 Procedures and methods
6.1 Security check for anti-explosives for personnel and articles
6.1.1 Procedures
6.1.1.1 For security check for anti-explosives for personnel and articles, it shall
carry out normal security check first.
6.1.1.2 After the normal security check, if it is found that a person holds or article
contains an explosive device, it shall be disposed of. After the normal security
check, if it is found that a person holds or article contains a suspected explosive
device, it shall carry out a sampling security check.
6.1.1.3 If the explosive device is found through the sampling security check, it
shall be disposed of.
6.1.2 Methods
6.1.2.1 The normal security check shall combine the methods of intuitive check
and instrument check.
6.1.2.2 Sampling security check shall be carried out using the equipment
required by GB/T 37521.1, animal check if necessary.
6.2 Security check for anti-explosives for vehicles
6.2.1 Procedures
6.2.1.1 For security check for anti-explosives for vehicles, it shall carry out
normal security check first.
6.2.1.2 After the normal security check, if it is found that the vehicle or the
contents of the vehicle contain an explosive device, it shall be disposed of. After
the normal security check, if it is found that the vehicle or the contents of the
vehicle contain a suspected explosive device, it shall carry out a sampling
security check.
6.2.1.3 If the explosive device is found through the sampling security check, it
shall be disposed of.
6.2.2 Methods
6.2.2.1 The normal security check shall combine the methods of intuitive check
and instrument check.
8.1.1.2 The check of the disabled shall not touch the disabled parts of the
disabled. The blind shall be regarded as a normal person for security check.
8.1.2 Sampling security check
After the normal security check, if the personnel and articles are found to hold
(contain) suspected explosive devices, the security inspectors shall conduct a
sampling security check on them. The sampling security check shall be carried
out in the sampling security check area using dedicated instruments or animals.
When conducting a personnel sampling security check, two security inspectors
of the same sex as the examinee shall be present at the same time.
8.2 Security check of vehicles
8.2.1 Normal security check
8.2.1.1 USE the inspector’s senses (listening, watching, smelling, touching) for
intuitive check of parts such as the appearance, cockpit, engine compartment,
luggage compartment (cargo compartment) of vehicle.
8.2.1.2 USE equipment such as a sight glass, vehicle chassis inspection-mirror,
roof inspection-mirror to check parts such as fuel tank, chassis, roof, wheel gap
of the vehicle. If necessary, animal may be used to check the vehicle.
8.2.1.3 If necessary, security check for anti-explosives shall be conducted on
personnel and articles in the vehicle. See 8.1 for procedures.
8.2.2 Sampling security check
After the normal security check, if the vehicle is found to contain suspected
explosive devices, the security inspector shall, in the sampling security check
area, use professional instruments or animals for sampling security check of
the suspicious vehicles.
8.3 Security check of sites
8.3.1 Survey before patrolling security check
VIEW the structure inside and outside the site to be checked and its
environmental characteristics in detail.
8.3.2 Identify key parts
Key parts for security check of sites include but are not limited to:
