Security check for anti-explosives at key place -
Part 1: Foundations
1 Scope
This Part of GB/T 37521 specifies the basic requirements for the
implementation of security check for anti-explosives at key place and the
requirements such as scheme, agency, personnel, equipment and facilities, and
equipping for security check for anti-explosives.
This Part applies to the security check for anti-explosives at key place. It may
also be used for reference when other places need to be subjected to security
check for anti-explosives.
2 Normative references
The following documents are indispensable for the application of this document.

applicable to this document. For the undated references, the latest edition

4 Basic requirements
4.1 The responsibility main body of the key place shall be responsible for
security check for anti-explosives (“security check for anti-explosives”) at this
place; it shall, in accordance with the requirements of laws, regulations, and
rules, formulate the system and scheme of security check for anti-explosives at
key places.
4.2 The responsibility main body of the key place shall set up an agency for
security check for anti-explosives or entrust a qualified agency for security
check for anti-explosives to carry out security check for anti-explosives.
4.3 The capability of security check for anti-explosives at key place shall be
assessed in accordance with GB/T 37521.2.
4.4 The security check for anti-explosives at key place shall be carried out in
accordance with GB/T 37521.3.
5 Scheme of security check for anti-explosives
The scheme of security check for anti-explosives shall include but is not limited
to the following:
a) Analysis of the basic situation of key places;
b) Division and definition of areas for security check for anti-explosives;
c) Level and method of security check for anti-explosives;
d) Procedure of security check for anti-explosives;
e) Qualification of agency for security check for anti-explosives;
f) Information of person in charge of security check for anti-explosives;
g) Personnel for security check for anti-explosives;
h) Equipment and facility settings for security check for anti-explosives;
i) Emergency disposal scheme.
a) According to the scheme of security check for anti-explosives, CHECK the
site of the key place and the personnel, articles, and vehicles entering the
place;
b) Maintain the order of security check for anti-explosives;
c) Standardize the use of security check equipment for anti-explosives;
d) According to the procedure, dispose of unexpected situations;
e) Stay connected with other departments and submit information.
6.2.3 Safeguard
The agency for security check for anti-explosives shall set up relevant
departments to perform the safeguard duties of security check for anti-
explosives, mainly including:
a) Provide uniform clothing and uniform identity cards for personnel for
security check for anti-explosives;
b) Provide auxiliary equipment and facilities for security check for anti-
explosives;
c) Regularly maintain and guarantee the normal operation of on-site security
check equipment for anti-explosives;
d) GUARANTEE the on-site information transfer such as order transmission,
information transmission, and aid decision making;
e) Provide emergency supplies.
7 Personnel for security check for anti-explosives
7.1 General
The conditions which the personnel for security check for anti-explosives
(hereinafter referred to as security inspectors) shall meet include but are not
limited to the following:
a) 18 years of age or older;
b) Good health;
c) No record of public security or criminal punishment for acts of violence;
8 Equipment and facilities of security check for anti-
explosives
8.1 General
The equipment and facilities of security check for anti-explosives shall meet the
following requirements:
a) Have qualified report/certificate and equipment test report issued by a
nationally recognized inspection/certification agency;
b) Be subjected to periodic verification or calibration and have verification,
calibration identification and records;
c) Be subjected to regular maintenance, timely replacement of failed
component; have maintenance records.
8.2 Equipment classification
Equipment of security check for anti-explosives, according to their use, may be
divided into four categories. See Appendix A:
a) Check equipment: equipment used for security check for anti-explosives
of personnel, articles, vehicles, and sites; see Table A.1;
b) Disposal equipment: equipment used for on-site disposal or removal of
explosives; see Table A.2;
c) Protective equipment: equipment for protecting personnel and articles; see
Table A.3;
d) Storage and transportation equipment: equipment for the temporary
storage and transportation of explosives; see Table A.4.
8.3 Facility setting
8.3.1 Facilities of security check for anti-explosives shall be arranged in the
areas for security check for anti-explosives. A warning line shall be drawn on
the periphery.
8.3.2 The area for normal security check and related facilities shall be arranged
at the entrance of the place. It shall also set up an area for waiting for check.
9.1.1.1 Security inspector
The minimum unit for normal security check for anti-explosives for personal and
articles shall be equipped with not less than 4 security inspectors, no less than
1 guide, no less than 2 hand probe inspectors, and no less than 1 operator.
9.1.1.2 Equipment of security check for anti-explosives
The equipment of the minimum unit for normal security check for anti-
explosives for personal and articles shall mainly include but not limited to:
a) X-ray security inspection system;
b) Walk-through metal detector;
c) Hand-held metal detector;
d) Bomb suppression blanket/container (bin).
9.1.2 Sampling security check
9.1.2.1 Security inspector
The number of security inspectors responsible for further sampling security
check of personnel and articles with suspected explosive devices shall be no
less than 3.
9.1.2.2 Equipment of security check for anti-explosives
The equipment for sampling security check for anti-explosives for personal and
articles shall mainly include but not limited to:
a) Liquids security check instrument;
b) Trace narcotics/explosives detector;
c) Portable explosives testing box.
9.2 Security check for anti-explosives for vehicles
9.2.1 Normal security check
9.2.1.1 Security inspector
The security check post of minimum unit for normal security check for anti-
explosives for vehicles shall be equipped with not less than 3 security
inspectors.
