management system of chemicals and material
1 Scope
This Standard specifies the principles and related requirements for the
establishment of safety assessment management system of chemicals and
material for tissue paper and products.
This Standard is applicable to management control of chemicals and raw
materials for tissue paper and product manufacturers.
2 Terms and definitions
For the purposes of this document, the following terms and definitions apply.
2.1 safety assessment
to assess the impact of chemicals and raw materials used by tissue paper and
product manufacturers on consumers for the purpose of achieving product
health and safety
3 Requirements
3.1 Supplier evaluation of chemicals and raw materials
3.1.1 Basic requirements
3.1.1.1 Suppliers of tissue paper and product chemicals shall meet the following
requirements.
- provide quality certification information for chemicals;
- provide chemical safety data sheet (MSDS); if the supplier is unable to
provide the MSDS, a chemical ingredient list and safety certificate shall
be provided, the list shall contain information on the chemical composition,
such as the name of the chemical, the CAS number, etc.
3.1.1.2 Suppliers of raw materials for tissue paper and products shall meet the
following requirements.
- provide quality certification information for raw materials;
- provide proof of safety for raw materials.
3.1.2 Comprehensive assessment
Enterprise shall conduct comprehensive assessment of suppliers from the
aspects of product quality, delivery ability, technical level, and product
qualification rate. For suppliers that fail to evaluate, a phase-out or improvement
mechanism shall be adopted. For qualified suppliers, they should be included
in the list of qualified suppliers.
3.2 Safety assessment of chemicals and raw materials
3.2.1 Establish a safety assessment team
Enterprise shall establish a safety assessment team. The team shall be
composed of middle and senior managers and relevant technical personnel.
The assessment team members shall be familiar with the contents of the safety
management system, understand the safety risks of chemicals, and be familiar
with the production process of the company.
3.2.2 Safety assessment
3.2.2.1 Chemical safety assessment
3.2.2.1.1 Enterprise shall use chemicals that have low safety risks and do not
cause harm to human health within the foreseeable range. Safety assessment
team shall conduct safety assessment for each chemical used in household
tissue paper and products.
3.2.2.1.2 The safety assessment team may refer to Annexes A, A.1, A.2 and
Annexes B, B.1 for safety evaluation of chemicals and form an evaluation report.
3.2.2.1.3 For chemicals that can be used for production after safety assessment,
a chemical use list and chemical use process documents shall be developed.
3.2.2.1.4 The safety assessment team may refer to A.3 and B.2 to develop
product quality specifications.
3.2.2.2 Safety assessment of raw materials
3.2.2.2.1 Enterprise shall not use toxic and hazardous materials to produce
household tissue paper and products. Tissue paper, kitchen paper towels,
sanitary napkins (pads), diapers (sheets, pads) and wipes shall not use
recycling raw materials. Toilet paper, paper towels can use recycled fiber raw
materials, but shall not use discarded household paper, medical paper and
packaging paper. Deinking shall be carried out on recycled paper prints.

3.6 Use of chemicals and raw materials
3.6.1 Use of chemicals
Each chemical shall have a corresponding use of the process documentation
(see 3.2.2.1.3). Staff shall be familiar with these documents and use them in
strict accordance with the requirements of the documents, and record the
amount of chemicals used in each batch according to the production situation.
3.6.2 Use of raw materials
The use of raw materials shall be based on the assessment results of 3.2.2.2.2.
Use safe raw materials.
3.7 Product inspection
The enterprise shall inspect the product at least once a year to ensure that the
product meets the product quality specifications (see 3.2.2.1.4).
3.8 Traceability
The enterprise shall establish an auditing procedure and traceability
mechanism for the use of chemicals and raw materials to ensure that the
chemicals and raw materials used in the products are traceable from
procurement and use to products.
4 Supervision and check
The team leader of the safety assessment team shall conduct annual
assessment of relevant departments involved in safety assessment. And review
the records of procurement, acceptance, storage, use and product inspection
of chemicals and raw materials to form an assessment report.
5 Corrective action and problem shooting
Enterprise shall establish product safety tracking procedures. In the event of
chemical and material safety issues, safety reviews shall be re-evaluated,
corrective actions taken, and relevant records maintained.
