1 Scope
This Part of GB/T 35789 specifies the requirements, test methods, quality assessment
procedures, markings, packaging, transportation and storage of motor vehicle
electronic identification based on UHF radio frequency identification technology
installed on automobiles.
This Part is applicable to the design, production, testing and use of motor vehicle
electronic identification based on UHF radio frequency identification technology
installed on automobiles.

The maximum horizontal distance BETWEEN the geometric center of the antenna unit
of the read-write device AND the geometric center of the motor vehicle electronic
identifier, when the read-write device effectively writes the electronic vehicle
identification.
4 requirements
4.1 Basic requirements
4.1.1 Air interface protocol
The air interface protocol shall meet the requirements of GB/T 29768-2013, except for
the "classification order" in Table 8. The working frequency is 920MHz~925MHz.
4.1.2 Read-write sensitivity
The data read sensitivity is less than or equal to -17dBm; while the data write sensitivity
is less than or equal to -14dBm.
4.1.3 Storage capacity
The storage capacity shall be greater than or equal to 2048 bits.
4.1.4 Storage partition
The electronic identification of motor vehicle shall include a chip identifier data bank, a
security data bank, a vehicle registration data bank and at least 5 user data banks, and
other storage partitions. The storage capacity of each storage partition is shown in
Table 1. Each storage partition shall meet the following requirements:
a) The information stored in the chip identifier data bank includes the chip identifier
(air interface protocol identification code, manufacturer identification code, serial
number) and redundant check bits.
b) The information stored in the security data bank includes the identity
authentication key, the read (write) authority and password information in the
vehicle registration data bank and the user data bank.
c) The information stored in the vehicle registration data bank includes vehicle
registration number (plate number), plate type, vehicle type, nature of use and
identification serial number. See Appendix A for coding method.
d) The information stored in the user data bank shall be determined by the
competent department of the application industry.

d) For the font style and appearance of the "Electronic Identification of Automobile"
on the front, see Figure B.1 in Appendix B.
e) The font of "Electronic Identification of Automobile" on the reverse side is 16-pt
bold and the color is white; the font of "Precautions" is 10-pt bold and the color
is black; the font of "No." and serial number is 10-pt bold and the color is black;
The font of other characters is 8-pt SimSun, and the color is black. The
appearance is shown in Figure B.2. in Appendix B.
f) It is composed of three layers of adhesive layer, substrate and shell. See Figure
B.3 in Appendix B for the structure diagram.
4.2.2 Materials
The materials for each layer of the electronic identification of motor vehicle shall meet
the following requirements:
a) The adhesive layer shall adopt acrylic adhesive with the thickness of
0.5mm±0.1mm, and the peeling strength of no less than 2N/mm.
b) The substrate shall be made of alumina ceramics with identification of A96-065-
Ⅱ-075, which meets the requirements of GB/T 14619. The antenna on the
substrate should be printed with silver paste and sintered.
c) The shell should be made of polycarbonate materials.
4.2.3 Outline dimension
Refer to Figure B.4 in Appendix B for the outline dimension of the electronic
identification of motor vehicle. The outline dimension of the substrate is shown in
Figure B.5 in Appendix B.
4.2.4 Peeling strength
The electronic identification of motor vehicle that is pasted on the glass shall not loosen
after applying a peeling force of 19.6N on the side edge and can work normally.
4.2.5 Anti-dismantling-moving-reuse performance
After installation, the electronic identification of motor vehicles shall have anti-
dismantling-moving-reuse performance; it shall not be dismantled completely, neither
the dismantled and incomplete electronic identification of motor vehicle can work
normally. Refer to Appendix C for the design for anti-dismantling-moving-reuse.
5.3.3 Storage capacity and partition
The test procedures for storage capacity and partition are as follows:
a) Connect the test system according to Figure 1;
b) The reference read-write device drives the electronic identification of the motor
vehicle to be tested in a conversation state; and records whether the electronic
identification of the motor vehicle successfully returns the chip identifier;
c) Write random numbers to the vehicle registration data bank and each user data
bank in cycle, respectively, until each partition memory is fully written;
d) Read the data from the vehicle registration data bank and each user data bank,
respectively, until the data is completely read;
e) Compare whether the written data and read data of each partition are consistent,
and record the comparison result.
Record the written data and read data from the vehicle registration data bank and each
user data bank; and judge whether it meets the requirements of 4.1.3 and 4.1.4
according to the test records.
5.3.4 Data retention time
Review the test report on the retention time of the embedded chip data for the
electronic identification of motor vehicle provided by the manufacturer to determine
whether it meets the requirements of 4.1.5. The test method in the test report shall
meet the requirements of Clause 4 in JESD22-A117C, the temperature is 150°C, and
the time is 1000h.
5.3.5 Data erasable times
The test procedures of data erasable times are as follows:
a) Connect the test system according to Figure 1;
b) The reference read-write device drives the electronic identification of the motor
vehicle to be tested in a conversation state;
c) Randomly select a continuous 16-bit storage area in the vehicle registration data
bank or user data bank as the read-write test area;
d) Write a 16-bit random number A to the test area;
e) Read 16-bit data B from the test area; compare whether A and B are consistent
and record the comparison result;
e) Read the 16-bit data B from the test partition; compare whether A and B are
consistent, and record the comparison result and the L1 value;
f) Repeat procedures c), d), and e) until the horizontal distance L1 from the
electronic identification of the motor vehicle to the antenna unit is 6m;
g) Repeat steps c) ~ f) for three times.
According to the test record, judge whether it meets the requirements of 4.1.8.
5.3.8 Dynamic read performance
The test procedures of dynamic read performance are as follows:
a) Connect the test system according to Figure 2;
b) The test vehicle passes from 20m in front of the gantry to the area directly under
the gantry at a speed of 150km/h±5km/h;
c) Read the data from the electronic identification of motor vehicle’s chip identifier
data bank and the vehicle registration data bank; and record the test results;
d) The test vehicle passes from 20m in front of the gantry to the area directly under
the gantry at a speed of 200km/h±5km/h;
e) Read the information from the electronic identification of motor vehicle’s chip
identifier data bank; and record the test results.
According to the test records, judge whether it meets the requirements of 4.1.9.
5.3.9 Appearance and structure
Use visual inspection to observe the appearance and structure for the electronic
identification of motor vehicle; and record the observation results. Judge whether it
meets the requirements of 4.2.1 according to the observation records.
5.3.10 Materials
The test procedures of materials are as follows:
a) Review the product technical specifications issued by the manufacturer, and
record materials such as the adhesive layer, substrate, and shell of the electronic
identification of motor vehicles;
b) Use a Vernier caliper to measure the thickness of the adhesive layer material for
the electronic identification of motor vehicle; and record the measurement result;
c) Determine the peeling strength test of the adhesive layer according to the method
b) Place the reference read-write device and the tested sample in the high and low
temperature test chamber according to the requirements of Figure 5.
c) Carry out the test according to the requirements of GB/T 2423.3 "Test Ca"; and
the degree of severity shall be the upper limit of relative humidity specified in
Table 2. Control the reference read-write device to continue to read the chip
identifier for the electronic identification of motor vehicle for 2h; and records the
test results.
According to the test results, judge whether it meets the requirements of 4.3.1.1.
5.3.14.3.2 Constant damp heat test under storage and transportation conditions
The test procedures of the constant damp heat test under storage and transportation
conditions are as follows:
a) Carry out the test according to the requirements of GB/T 2423.3 "Test Ca"; and
the degree of severity shall be the upper limit of relative humidity for storage and
transportation specified in Table 2. Store the tested samples for 16h under non-
working conditions, and the recovery time is 2h.
b) Test the read-write sensitivity according to the requirements of 5.3.2, and record
the test results.
According to the test results, judge whether it meets the requirements of 4.3.1.1.
5.3.15 Solar radiation
Paste the electronic identification of motor vehicle on a square glass with a side length
greater than 10cm; and perform the test according to GB/T 2423.24 "Test Procedure
A". The test time is 3 cycles. After the test, perform visual inspection to observe
whether the surface of the electronic identification of motor vehicle is wrinkled, cracked,
or faded; and then test the read-write sensitivity according to the requirements of 5.3.2;
judge whether it meets the requirements of 4.1.2 and make a record. According to the
test results, judge whether it meets the requirements of 4.3.1.2.
5.3.16 Salt spray
Paste the electronic identification of motor vehicle on the square glass with a side
length greater than 10cm; and test according to GB/T2423.17, thereof: the salt water
concentration is 5%; the PH value is 6.5~7.2; the temperature is 35°C; and the air
humidity is RH 85%; the test time is 16h. After the test, perform visual inspection to
observe whether the surface of the electronic identification of motor vehicle is wrinkled,
cracked, or faded; and then test the read-write sensitivity according to the requirements
of 5.3.2. According to the test results, judge whether it meets the requirements of
4.3.1.3.
inspection during delivery. Appearance and structure shall be totally inspected.
Other indicators shall be sampled according to GB/T 2828.1. The product
standard shall provide sampling methods and treatment methods that cannot be
passed according to the requirements of GB/T 2828.1.
c) During the test, if any item fails, the cause shall be analyzed and the test shall be
restarted. If any one of the unqualified items occurs again, the batch of products
shall be judged to have failed the delivery inspection.
d) If the batch of products fails the delivery inspection, a total inspection can be
adopted; thereof, the products that pass the inspection can be judged to pass
the delivery inspection.
6.4 Routine inspection
The routine inspection shall meet the following requirements:
a) The routine inspections are carried out by quality inspection agencies approved
by the China National Accreditation Service for Conformity Assessment.
b) Each batch of mass-produced products shall take the routine inspection; and
routinely inspected at least once a year.
c) The routine inspection samples shall be randomly selected from the delivery
inspection qualified products, generally there shall be 20 samples.
d) If there is a failure in the routine inspection or any item fails, the cause of the
failure shall be found out, a failure analysis report shall be submitted; the test
shall be repeated, and then the following inspections shall be done. If a failure
occurs or a certain item fails again, the cause of the failure shall be found out,
the failure analysis report shall be submitted; after repairing, repeat each item of
routine inspection. When a certain item fails in the re-inspection, the product is
judged to fail the routine inspection.
e) The samples that have undergone environmental test shall be marked; and shall
not leave the factory as genuine products.
f) The routine inspection report shall be submitted after inspection.
7 Marking, Packaging, Transportation and Storage
7.1 Marking
The packaging container shall be marked with the model, quantity, quality, trademark,
