This Part is applicable to transaction processing process, which adopts non-cash payment card or implements automatic payment through dedicated short-range communication protocol in parking electric toll collection system and vehicle access management system. 2 Normative References The following documents are indispensable to the application of this Standard. In terms of references with a specified date, only versions with a specified date are applicable to this Standard. In terms of references without a specified date, the latest version (including all the modifications) is applicable to this Standard. GB/T 20135 Intelligent Transport Systems - Electronic Toll Collection - System Architecture GB/T 28421-2012 Electric Toll Collection - ETC Transaction for DSRC GB/T 28422-2012 Electric Toll Collection - Key Information Coding 3 Terms and Definitions Terms and definitions defined in GB/T 20135 and GB/T 28422-2012 are applicable to this Standard. In order to make it convenient for the application, certain terms and definitions in GB/T 28422-2012 are listed out repeatedly. 3.1 CPU Card CPU card refers to IC card which contains Central Processing Unit (CPU). In accordance with communication interface, CPU card may be divided into contact CPU card, contactless CPU card and dual-interface CPU card. [GB/T 28422-2012, Definition 3.1.1] 5 Transaction Equipment 5.1 CPU Subscriber Card CPU subscriber card is divided into two types, namely, prepaid card and account card. The two types adopt the same file format and transaction process: a) Prepaid card deducts money from wallet balance; b) Account card deducts money from virtual wallet (virtual wallet: e-wallet file in account card for the purpose of guaranteeing the completeness, reliability and non-repudiation during the transaction process; its balance has no practical meaning; the practically triggered charge may be deducted from subscriber’s associated account in accordance with the transaction record information). 5.2 Road-side Transaction Terminal Parking lot road-side transaction terminal includes two forms, namely, IC card read- write terminal and RSU: a) IC card read-write terminal and CPU subscriber card implement parking MTC transaction; b) RSU implements ETC transaction through vehicle-mounted OBU and CPU subscriber card, which is inserted into OBU. 5.3 SAM Road-side transaction terminal has two SAM forms, whose secure computation mode and data format are identical: a) PSAM: insert into road-side transaction terminal; adopt off-line mode for secure computation, such as data encryption and decryption; b) Background encryption machine: through wired or wireless mode, connect with the road-side transaction terminal; adopt online mode for secure computation, such as data encryption and decryption. Road-side terminal transaction shall at least support one SAM form. 6 Transaction Process 6.1 MTC Transaction Process 6.1.1 Entry transaction Please refer to Figure 1 for the entry transaction process when a vehicle enters a calculated by CPU subscriber card is different from the data sent out by the road-side transaction terminal, or the wallet balance in the CPU subscriber card is insufficient, the information of failed consumption will be returned to the road- side transaction terminal, then, carry out Step s); q) Road-side transaction terminal forwards MAC2 in the response data returned by CPU subscriber card to SAM for verification; r) SAM verifies MAC2, then, returns the verification result to the road-side transaction terminal for storage; s) Road-side transaction terminal gives card reset instruction to CPU subscriber card; t) CPU subscriber card receives the reset instruction, then, resets; the transaction ends. 6.1.2 Exit transaction Please refer to Figure 1 for the exit transaction process when a vehicle exits a parking lot. Please see the specific steps below: a) Proceed in accordance with Step a) ~ Step f) in 6.1.1; b) Road-side transaction terminal calculates parking charge; c) Proceed in accordance with Step g) ~ Step h) in 6.1.1; d) Road-side transaction terminal gives compound consumption initialization instruction to CPU subscriber card; the amount of transaction in the instruction is the parking charge calculated by the road-side transaction terminal; e) Proceed in accordance with Step j) ~ Step t) in 6.1.1. 6.2 ETC Transaction Process 6.2.1 Entry transaction The entry transaction process when a vehicle enters a parking lot is listed below: a) Proceed in accordance with B.2.1 ~ B.2.4 in GB/T 28421-2012; b) Proceed in accordance with Step e) ~ Step t) in 6.1.1; OBU serves as data transmission channel in the transparent transmission of information between CPU card and RSU. If ETC entry transaction is not successful, it may be transferred to MTC transaction process treatment. The exit transaction process when a vehicle exits a parking lot is as follows: a) Proceed in accordance with B.2.1 ~ B.2.4 in GB/T 28421-2012; b) Proceed in accordance with Step e) ~ Step f) in 6.1.1; c) Road-side transaction terminal calculates parking charge; d) Proceed in accordance with Step g) ~ Step h) in 6.1.1; e) Road-side transaction terminal gives compound consumption initialization instruction to CPU subscriber card; the amount of transaction in the instruction is the parking charge calculated by the road-side transaction terminal; f) Proceed in accordance with Step j) ~ Step t) in 6.1.1; OBU serves as data transmission channel in the transparent transmission of information between CPU card and RSU. If ETC exit transaction is not successful, it may be transferred to MTC transaction process treatment. 7 Special Application Occasion 7.1 Variable Rate Application In terms of the midfield circumstance (namely, different fees are charged in different parking areas in a parking lot), and the circumstance of time-based billing in different parking areas, the background management system of the parking lot shall calculate and handle the rate. Please refer to Chapter 6 for the transaction process. 7.2 Preferential Processing When there is a discount or preferential billing for the parking charge, the background management system of the parking lot shall calculate the discount and preferential billing. Please refer to Chapter 6 for the transaction process. 7.3 Model Processing When parking lot charges by vehicle model, the background management system of the parking lot shall define the billing criteria and billing process of corresponding vehicle models. 7.4 Subscriber List Management The background management system of the parking lot shall regularly issue subscriber information (for example, blacklist, whitelist and gray list) to the road-side transaction terminal.
