Foreword
GB/T 34680 “Evaluation model and general evaluation indicator system for
smart cities” consists of 4 parts.
- Part 1. General framework and requirements for developing evaluation sub-
indicators;
- Part 2. Information infrastructure;
- Part 3. Information resources;
- Part 4. Construction management.
This Part is Part 4 of GB/T 34680.
This Part was drafted in accordance with the rules given in GB/T 1.1-2009.
Attention is drawn to the possibility that some of the elements of this document
may be the subject of patent rights. The issuing authority shall not be held
responsible for identifying any or all such patent rights.
This Part was proposed by Ministry of Housing and Urban-Rural Development
of the People’s Republic of China.

1 Scope
This Part of GB/T 34680 specifies the evaluation indicators of construction
management for smart cities.
This Part is applicable to the evaluation of construction management for smart
cities.

3 Terms and definitions
For the purposes of this document, the terms and definitions defined in GB/T
34680.1-2017 as well as the followings apply.
3.1 smart community
a residential area smart environment that, through new generation information
technology such as the Internet and the Internet of Things, realizes intelligent
security, intelligent monitoring, smart home and other fields
4 Evaluation indicator system of construction
management
4.1 General
4.1.1 According to the requirements of GB/T 34680.1-2017, the evaluation
indicator system of construction management is part of the primary indicators
“mechanism guarantee”, “infrastructure”, “social management” and “ecological
livability” in the overall framework of the evaluation indicator system for smart
cities. It uses secondary indicator structure. The overall framework of the
evaluation indicator system for smart cities is shown in Figure 1.

4.1.2 The evaluation indicators of construction management are shown as
Table 1. According to the requirements of GB/T 34680.1-2017, the indicators
are divided into core indicators and extended indicators. The evaluation
indicators of construction management correspond to 4 primary indicators, 6
secondary indicator evaluation elements, including 11 secondary indicators that
contain 5 core indicators, 6 extended indicators.

4.2 Indicators
4.2.1 Multi-integration information platform business integration
The indicator of multi-integration information platform business integration is
used to evaluate the integration level of multi-integration in the overall plan of
smart cities, as well as the ability to provide effective support for urban planning
management and decision making. The indicator of multi-integration
information platform business integration refers to the platform that multi-
integration information platform serves for planning business services such as
town planning, land division, space division, industry division, and division of
boundaries. The more services the platform can integrate, the better.
4.2.2 Planning data business support
The indicator of planning data business support is used to evaluate the
business support planning work that has been carried out by smart city planning
data and the effect of support of smart city; to reflect the development of
planning data. The indicator of planning data business support refers to the
percentage of the planned business accounting in all the business that require
planning in the city.
4.2.3 Green building coverage
The indicator of green building coverage is used to evaluate the construction of
green buildings in the city, to reflect the development level of building energy
efficiency. The indicator of green building coverage refers to the percentage of
total area of new green building accounting in the total area of new buildings in
the city.
4.2.4 Public building operating energy consumption rate
The indicator of public building operating energy consumption rate is used to
evaluate the energy consumption of public buildings in the city during the
operational phase, to reflect the development level of building energy efficiency.
The indicator of public building operating energy consumption rate refers to the
proportion of total energy consumption in operation to the total energy
consumption of the city in the case of normal operation of public buildings.
4.2.5 Building intelligent design utilization rate
The indicator of building intelligent design utilization rate is used to evaluate the
information development of the architectural design stage in the city, to reflect
the science and progress of building design. The indicator of building intelligent
design utilization rate refers to the proportion of the use of intelligent technology
for architectural design to all architectural designs.
4.2.6 Smart engineering management penetration rate
The indicator of smart engineering management penetration rate is used to
evaluate the level of informatization in urban construction project management.
The indicator of smart engineering management penetration rate refers to the
proportion of engineering management implemented with digital means and
intelligent technology to the urban construction project management.
4.2.7 Management rate of intelligent monitoring of municipal pipe network
pipeline
The indicator of management rate of intelligent monitoring of municipal pipe
network pipeline is used to evaluate the intelligent monitoring level of urban
municipal pipe network pipelines. The indicator of management rate of
intelligent monitoring of municipal pipe network pipeline refers to the proportion
of the length of city municipal pipe network pipeline that can be intelligently
monitored and managed by technologies such as the Internet of Things TO the
total length of urban municipal pipe network pipeline.
4.2.8 Closing rate of digital city management component
The indicator of closing rate of digital city management component is used to
evaluate the urban municipal management by the use of information technology,
to reflect the gridding, precise regulatory level of the city. The indicator of closing
rate of digital city management component refers to the proportion of events,
number of component closures, and number of filings in digital city
management.
4.2.9 Monitoring coverage of environmental quality information of
construction project
The indicator of monitoring coverage of environmental quality information of
construction project is used to evaluate the information level of environmental
quality monitoring of urban construction projects. The indicator of monitoring
coverage of environmental quality information of construction project refers to
the percentage of the environmental space that intelligent real-time monitoring
can be realized to urban construction environment through informatization
means such as information, communication, Internet of Things and the Internet
accounting in all urban environmental spaces that need to be monitored.
4.2.10 Proportion of renewable energy utilization
The indicator of proportion of renewable energy utilization is used to evaluate
the utilization of renewable energy such as wind energy, solar energy, tidal
energy and geothermal energy during urban development. The indicator of
proportion of renewable energy utilization refers to the proportion of the
utilization of renewable energy such as wind, solar, tidal and geothermal energy
TO total energy.
4.2.11 Percentage of population covered by smart community
The indicator of percentage of population benefited by smart community is used
to evaluate the level of development of the application of information technology
to provide services and management services within the residential area. The
indicator of percentage of population benefited by smart community refers to
the percentage of the total population covered by smart community accounting
in the total population of the city.
