This document applies to the echelon use of retired lithium-ion power battery cells, modules and battery packs or systems for vehicles; for the echelon use of retired nickel-hydrogen power battery cells, modules and battery packs or systems for vehicles, it can be implemented by reference. 2 Normative references The contents of the following documents constitute the indispensable clauses of this document through normative references in the text. For dated references, only the version corresponding to that date is applicable to this document; for undated references, the latest version (including all amendments) is applicable to this document. GB 190, Packing symbol of dangerous goods GB 12463, General specifications for transport packages of dangerous goods GB/T 19596, Terminology of electric vehicles GB/T 32960, Technical specifications of remote service and management system for electric vehicles GB/T 33598, Recycling of traction battery used in electric vehicle - Dismantling specification GB/T 34014, Coding regulation for automotive traction battery GB/T 34015.4, Recovery of traction battery used in electric vehicle - Echelon use - Part 4: Labels for echelon used battery products laws and regulations for recycling, and shall not be discarded or disposed of at will. 4.2 Enterprise requirements 4.2.1 Prior to production, the manufacturer of echelon used battery products shall obtain technical information support from the battery manufacturer or vehicle manufacturer, and obtain the factory technical specification information of the traction battery used in electric vehicle and the monitoring data that meets the requirements of GB/T 32960 (all parts), which shall include but not limited to voltage, temperature, state of charge. 4.2.2 Manufacturers of echelon used battery products shall formulate safety evaluation specifications and performance evaluation specifications for retired traction battery used in electric vehicle according to the technical information in 4.2.1 and the application requirements of the echelon use scenario, and determine the safety and performance evaluation methods and judgment conditions of retired traction battery used in electric vehicle. 4.2.3 Manufacturers of echelon used battery products shall track the source of the battery and the destination of the product. 4.3 Basic information inspection and registration requirements 4.3.1 Check and register the manufacturer, model, and date of delivery of retired traction batteries used in electric vehicle. 4.3.2 Verify and register the manufacturer, model, mileage, service life, and reason for scrapping of the retired traction battery used in electric vehicle. 4.3.3 Check and register the nominal voltage, nominal capacity, battery type, series and parallel mode of the retired traction battery used in electric vehicle. 5 Appearance and performance requirements 5.1 Appearance requirements 5.1.1 The retired traction battery packs or modules used in electric vehicle shall have a good outer shell; there shall be no cracks, liquid leakage or fire marks on the appearance; the surface shall be flat, dry, free of external injuries; they shall be neatly arranged and well connected. 5.1.2 There shall be no leakage, damage, or corrosion of the retired traction battery cell used in electric vehicle; the surface shall be smooth, free from trauma, and dirt, and the markings shall be clear and correct. 5.3.1 A method for evaluating and verifying the remaining cycle life of the battery of the echelon used battery product shall be established according to different application scenarios. 5.3.2 The cycle life of the battery of the echelon used battery product shall meet the relevant standards and regulations of the industry in which the echelon used battery product is located. If there is no relevant standard, it shall meet the requirements negotiated by the supplier and the buyer. 5.3.3 Confirm the remaining cycle life through the evaluation method of the life prediction model; verify the cycle life according to the relevant standards of the industry in which the echelon used battery product is located. If there is no relevant standard, the cycle life verification can be carried out according to the test method that is negotiated by the supplier and the buyer. 5.4 Safety requirements 5.4.1 Safety assessment specifications for retired traction battery used in electric vehicle shall be formulated to evaluate the safety of retired power batteries. Retired power batteries of safety risks shall not be used for echelon use. 5.4.2 The safety assessment specifications for retired traction battery used in electric vehicle shall include, but are not limited to, battery temperature, voltage, appearance, high and low voltage connections, insulation performance. 5.4.3 The safety of the battery of the echelon used battery product shall meet the relevant standard requirements of the industry in which the echelon used battery product is located. If there is no relevant standard, it shall meet the requirements determined by the supplier and the buyer through consultation or refer to GB 38031. 5.5 Other performance requirements Other performances of the battery of the echelon used battery product shall meet the requirements of the relevant standards of the industry in which the echelon used battery product is located and the requirements negotiated by the supplier and the buyer. 6 Requirements for echelon used battery products 6.1 Echelon used battery products shall be uniformly coded in accordance with GB/T 34014, and shall be affixed with labels for echelon used battery products in accordance with GB/T 34015.4. ......
