This Document replaced GB/T 33761-2017 General Principles for Green Product Assessment. This Document is applicable to the formulation and revision of green product evaluation standards and guides the design, development and evaluation of green products. 2 Normative References The provisions in following documents become the essential provisions of this Document through reference in this Document. For the dated documents, only the versions with the dates indicated are applicable to this Document; for the undated documents, only the latest version (including all the amendments) is applicable to this Document. GB/T 19001 Quality management systems - Requirements GB/T 23331 Energy management systems - Requirements with guidance for use GB/T 24001 Environmental management systems - Requirements with guidance for use 3 Terms and Definitions For the purposes of this Document, the following terms and definitions apply. 3.1 Green product During the life cycle, the products that meet the environmental protection requirements, are harmless or less harmful to the ecological environment and human health, consuming less resources and energy, having low carbon emissions and high quality. 4 Basic Principle 4.1 Determination of evaluation object Refer to GB/T 7635.1; and classify products with similar green and low-carbon characteristic indicators as evaluation objects. 4.2 Selection of evaluation indicators 4.2.1 Life cycle concept Select evaluation indicators based on the life cycle stages such as raw material acquisition, production, use, and waste treatment. 4.2.2 Operability Evaluation indicators are quantifiable, detectable, and verifiable. 4.2.3 Compatibility Evaluation indicators take into account product resources, energy, environment, low carbon, and quality attributes. 4.2.4 Advance The evaluation indicators are advanced, and products that meet the green product evaluation requirements shall be advanced among similar products. 4.3 Evaluation indicator classification The evaluation indicators are divided into two levels. In principle, green products shall not exceed 30% of similar products; and green benchmark products shall not exceed 5% of similar products. 5 Evaluation Indicators 5.1 Indicator system The indicator system includes basic requirements, evaluation indicators and encouraging requirements: --- Basic requirements include requirements in energy-saving and environmental protection laws and regulations, process technology, management system and related product standards that shall be met; --- Evaluation indicators include five Level-1 indicators: resource attribute indicators, energy attribute indicators, environmental attribute indicators, quality attribute indicators and low-carbon attribute indicators. Level-2 indicators are set under the Level-1 indicators; --- Other requirements that encourage production enterprises to meet. 5.2 Basic requirements The basic requirements that manufacturers and products meet include but are not limited to: --- The pollutant emission status of manufacturers shall comply with relevant environmental protection laws and regulations, and meet the requirements of national and local pollutant emission standards; and have no major or above safety accidents and major or above environmental pollution incidents in the past three years; --- The total amount of pollutants controlled by manufacturers shall comply with national and local pollutant emission total amount control indicators; --- The management of manufacturers shall establish and operate quality management systems, environmental management systems and/or energy management systems in accordance with GB/T 19001, GB/T 24001 and/or GB/T 23331; --- The product quality level shall meet the requirements of relevant national standards or industry standards for products. 5.3 Evaluation indicator requirements 5.3.1 Resource attribute indicators Focus on selecting indicators such as the reduction and recycling of raw materials, packaging materials and water resources. 5.3.2 Energy attribute indicators Focus on selecting indicators of energy conservation and energy efficiency in the production or use of products. 5.3.3 Environmental attribute indicators Focus on selecting indicators such as pollutant emissions and limited use of toxic and hazardous substances during production, and limited use of toxic and hazardous substances during use. 5.3.4 Quality attribute indicators Focus on selecting indicators such as product durability, upgradeability, comfort and safety, and intelligence that affect quality. 5.3.5 Low-carbon attribute indicators Focus on selecting indicators such as carbon footprint quantification, low-carbon raw materials, processes, technologies, and equipment. ......
