Foreword
This Standard is not equivalent to ISO 630.1995 “Structural Steel and ISO
13976.2005 Hot-rolled Steel Sheet in Coils of Structural Quality and Heavy
Thickness”.
This Standard replaces GB/T 3274-1998 “Hot-rolled Plates and Strips of
Carbon Structural Steels and High Strength Low Alloy Structural Steels”.
Compared with the previous standard, the main changes are as follows.
- GB/T 14977 and GB/T 18253 are supplemented into the normative
reference;
- Ordering content is supplemented;
- Provisions of surface quality are modified;
- Provisions of weld repair are supplemented;
- Group-batch provisions are modified.
This Standard was proposed by China Iron and Steel Association.
This Standard shall be under the jurisdiction of National Technical
Standardization Committee.

Hot-rolled Plates and Strips of Carbon Structural
Steels and High Strength Low Alloy Structural Steels
1 Scope
This Standard specifies the content, size, form, weight, permissible tolerance,
technical conditions, experiment, inspection rules, packaging, mark and quality
certificate of hot-rolled steel plate and strip of carbon structural steel and
low-alloy structural steel.
This Standard is applicable to 3mm ~ 400mm thick hot-rolled steel plate or
3mm ~ 25.4mm thick hot-rolled steel strip of carbon structural steel and
low-alloy structural steel.

6.2 The surface quality of steel plate and steel strip can be inspected with
naked eye.
7 Inspection Rules
7.1 The steel plate and steel strip can be checked or confirmed by the
supplier's quality supervision department; the purchaser is entitled to
implement the inspection and acceptance according to this Standard
provisions and the contract’s clauses.
7.2 The steel plate and steel strip shall be accepted in batch; each batch is
composed of those steel plates and steel strips with same-designation,
same-furnace number, same-quality grade and same-delivery condition; each
batch weight shall not exceed 60t. For those steel plate and steel strip roller
with weight over 30t, they can be rolled into two batches of steel products.
7.3 If the minimum thickness in the same-steel plate batch exceeds 10mm,
then the thickness difference of these steel plates shall not be more than 5mm;
if the minimum thickness in the same-steel plate batch doesn't exceed 10 mm,
then the thickness difference of these steel plates shall not be more than 2 mm.
The sampling shall be conducted at the thickest steel plate of same-batch.
7.4 For mixed batch that is composed of steel plate and steel strip, which
are smelt in smaller nominal-capacity furnace, it shall comply with relevant
provisions in GB/T 700 and GB/T 1591.
7.5 The re-inspection and judgment of steel plate and steel strip shall
comply with the provisions of GB/T 17505.
8 Packaging, Mark and Quality Certificate
The steel plate and steel strip’s packaging, mark and quality certificate shall
comply with the provisions of GB/T 247. The steel plate and steel strip’s quality
certificate can be in accordance with GB/T 18253.
9 Rounding‐off of Values
Rounding off of values shall comply with the provisions of YB/T 081.
