This Standard replaces GB/T 3274-1998 “Hot-rolled Plates and Strips of Carbon Structural Steels and High Strength Low Alloy Structural Steels”. Compared with the previous standard, the main changes are as follows. - GB/T 14977 and GB/T 18253 are supplemented into the normative reference; - Ordering content is supplemented; - Provisions of surface quality are modified; - Provisions of weld repair are supplemented; - Group-batch provisions are modified. This Standard was proposed by China Iron and Steel Association. This Standard shall be under the jurisdiction of National Technical Standardization Committee. Hot-rolled Plates and Strips of Carbon Structural Steels and High Strength Low Alloy Structural Steels 1    Scope  This Standard specifies the content, size, form, weight, permissible tolerance, technical conditions, experiment, inspection rules, packaging, mark and quality certificate of hot-rolled steel plate and strip of carbon structural steel and low-alloy structural steel. This Standard is applicable to 3mm ~ 400mm thick hot-rolled steel plate or 3mm ~ 25.4mm thick hot-rolled steel strip of carbon structural steel and low-alloy structural steel. 2    Normative References  The following standards contain the provisions which, through reference in this text, constitute the provisions of this Standard. For those steel plate and steel strip roller with weight over 30t, they can be rolled into two batches of steel products. 7.3 If the minimum thickness in the same-steel plate batch exceeds 10mm, then the thickness difference of these steel plates shall not be more than 5mm; if the minimum thickness in the same-steel plate batch doesn't exceed 10 mm, then the thickness difference of these steel plates shall not be more than 2 mm. The sampling shall be conducted at the thickest steel plate of same-batch. 7.4 For mixed batch that is composed of steel plate and steel strip, which are smelt in smaller nominal-capacity furnace, it shall comply with relevant provisions in GB/T 700 and GB/T 1591. 7.5 The re-inspection and judgment of steel plate and steel strip shall comply with the provisions of GB/T 17505. 8    Packaging, Mark and Quality Certificate  The steel plate and steel strip’s packaging, mark and quality certificate shall comply with the provisions of GB/T 247. The steel plate and steel strip’s quality certificate can be in accordance with GB/T 18253. 9    Rounding‐off of Values    Rounding off of values shall comply with the provisions of YB/T 081. ......
