The network layer shall have backward compatibility to support systems such as electronic non-parking tolls and forward scalability. 6.3.2 The cooperative ITS communication application can fully utilize various network resources to meet the cooperative ITS application requirements under complex traffic scenarios, through business characteristics such as mobility, communication mode, authentication, processing mode, data rate, security, reliability, and interactivity. Its main technical requirements are as follows: a) Strong mobility support: the maximum speed of the supported terminal's movement is not less than 120 km/h; when the road side equipment coverage area is crossed, the business continuity can be guaranteed; b) Delay requirements: the end-to-end transmission delay of safety emergency shall be less than 50 ms; c) It can support multiple access technology requirements; the network layer and the application layer are relatively independent from the access layer technology. It can provide services to the network layer through multiple access technologies; for example, the electronic non-parking tolls and dedicated short range communication system can use the same network and application layer for information interaction with the business service platform; d) It supports the diversity of transmission technologies; the network layer is relatively independent from the data transmission technology. For example, the data transmission from the central subsystem to the RSU can be transmitted through fiber optic network or twisted-pair, and the network layer is not affected by the underlying transmission technology; e) Quality of service (QoS) guarantee, which can establish priorities for services and have QoS identification capabilities to support the network's QoS guarantee mechanism. 6.4 Technical requirements for the application layer The application layer mainly includes vehicle-to-vehicle communication applications, vehicle-to-road communication applications, and other general through the signal coverage that is defined by rules, and stop repetition or cancel event message sending through a special event; n) broadcast cooperation messages periodically and at a given frequency. 8 Security requirements 8.1 General security Cooperative intelligent transportation dedicated short range communication systems shall adopt the necessary information security technology to ensure that the system's data security and user privacy are not leaked. 8.2 Data security The data security of the cooperative intelligent transportation dedicated short range communication system mainly includes data storage security and data transmission security. The system shall take necessary access control, confidentiality control, and integrity verification measures to ensure that data is not be stolen, forged, tampered with or destroyed during storage and transmission. 8.3 Privacy protection The cooperative intelligent transportation short range communication system shall protect the privacy of all parties in the system on the premise of complying with relevant national laws and systems. 9 Time management 9.1 The time management support equipment maintains the global time reference for timestamps data elements. 9.2 The time management support equipment will extract Greenwich Mean Time from the receiver of the Global Navigation Satellite System, to synchronize the local real-time time, and add timestamps data at the end of the message formatting process. 9.3 The time management support equipment has the ability to maintain an accurate global clock. 9.4 The time management support equipment has the ability to calculate the maximum delay time during transmission. ......
