General rules 1 Scope This Part of GB/T 24612 specifies the basic safety requirements that the application site of electrical equipment shall meet. Note. The application of electrical equipment refers to the safety requirements which shall be noticed during the use and maintenance periods after the electrical equipment is manufactured according to the electrical safety requirements. The application is closely linked with the site, so the safety requirements may be involved with the necessary requirements of site. Generally, the person who works on or near the exposed live parts or circuit parts shall be restricted. Regardless whatever conditions, the safety of person shall be ensured when he/she approaches or touches the exposed live parts or circuit parts. This Part mainly specifies the relevant requirements and regulations. This Part is applicable to the electrical equipment which is used or maintained during its life cycle after it is manufactured according to the electrical safety requirements . This Part is aimed to provide the safety assurance related to electrical hazards for the person who works on or near the exposed live parts or circuit parts. Note. Most of the requirements in this Part are based on the view of manufacturing to assure the safety of application of electrical equipment. 2 Normative references The articles contained in the following documents have become the articles of this Part when they are quoted in this Part of GB/T 24612. For the dated documents so quoted, all the subsequent modifications (including all corrections) or revisions made thereafter do not apply to this Part. However, the parties who reach an agreement according to this Part are encouraged to study whether the latest versions of these documents may be used. For the undated documents so quoted, the latest versions (including all modification sheets) apply to this Part. Safety measure of operation on power off 3 Terms and definitions 3.1 skilled person Person who has received professional education and has experiences, and is able to recognize risks and avoid electrical hazards Note. To evaluate the professional education degree, multiple-years’ practical activities in the technical fields may be counted. [GB 19517-2009, Annex B, B.14]. 3.2 instructed person (electrically) Be able to recognize the risks and avoid electrical hazards under the suggestion or supervision of skilled electrical technicians [GB 19517-2009, Annex B, B.15]. 3.3 unskilled person Neither skilled person nor the person who has received the primary training [GB 19517-2009, Annex B, B.16]. 3.4 electrical safety work condition A status where the energized parts at or near the installation sites of conductor or electrically conductive parts are isolated, the locking and labeling are at the regulated status, and the site is tested as no voltage and grounded as regulated. 3.5 limited approach boundary Limitation on the distance to approach the exposed live parts, within such distance boundary there exists electric shock hazards. 3.6 energized part The electrical safety procedure shall determine the contents of works on the live parts with the working voltage equal to or above voltage limit or the contents of works in the environment where there possibly occurred electrical hazards before official working. 7.6 Electrical hazard/risk evaluation procedure The evaluation steps for electrical hazards/risks shall be determined in the electrical safety procedure. These steps shall be used in the environment where a person works on or near the live parts of which the working voltage is voltage limit or above, OR there exists electrical hazards before work is started. 7.7 Working procedure 7.7.1 General Before each-item work, the responsible-person shall give a brief introduction on the working contents to the relevant personnel. The brief introduction on the work shall include the following contents. electrical hazards related to the work, working procedure, special preventive measures, energy control and materials required for personal protection. 7.7.2 Repeated or similar working tasks If works or operations are repeated or similar on the working day or at the working shift, before the working day or before the first work of the shift, it shall at least give a brief introduction to the working contents. If there are significant changes occurred during working that may influence the personnel safety, additional introduction shall be given. 7.7.3 Routine work If executing routine works, and the relevant staffs may identify and avoid the danger related to the work through training and experiences, then a brief discussion before work may satisfy it. In case of one of the following conditions, more detailed discussion shall be held. — Work that is complicated or has special hazards; — It is predicted that hazards cannot be recognized and avoided by the relevant staffs. 8 Working on live conductor or circuit part or near 8.1 General When the staff works on or near the exposed live or energized conductors or circuit parts, he/she shall follow the electrical safety standard to protect him/her from hurting. The detailed safety standard shall be adaptive to the corresponding nature and degree of 8.2.2 Electrical work permit for live parts When the live parts are not under the electrical safety work conditions, the ongoing works shall be considered as the electrical works for the live parts. Only the skilled staff with the written permit can conduct such operation. Note. Due to the additional hazards or other conditions (e.g. additional hazards caused by power-off, or power cannot be cut off due to the design of equipment or operation limitation etc. shall be specified), the live parts may be possibly not under the electrical safety work conditions. 8.2.3 Restriction of the unskilled staff The unskilled staff is not allowed to enter the places where only the skilled person can enter, unless electric conductor and equipment are at the electrical safety work conditions. 8.2.4 Safety interlock Only when the skilled person works on the electrical equipment conforming to the following requirements, it is allowed to undo or bypass the independently controlled safety interlock device of electrical equipment. After the completion of work, the safety interlock system of electrical equipment shall return to its working status. a) People shall insulate or isolate the live parts of which the working voltage is voltage limit or above. Any part of the body of person shall not pass the limited boundary of working area. Note. When measures are taken for the energized parts under working status, insulating gloves and casings shall be used. b) The live parts of which the working voltage is voltage limit or above shall be isolated from human body or other conductors with different electrical potentials. c) When the person conducts phase-line work with bare-hands, he/she shall be isolated from other conductors. 9 Application of electrical equipment The detailed safety measures for the operations under power-off condition shall comply with the relevant regulations in GB/T 24612.2-2009. The detailed safety measures for the operations under power-on condition are under consideration. 10 Application of other electrical equipment 10.1 Testing instruments and equipment 10.1.1 Adjustment Testing instruments, equipment and accessories shall be able to be adjusted to the rated values based on their connected circuits and equipment. 10.1.2 Design Testing instruments, equipment and accessories shall be designed according to their working environment and use methods. 10.1.3 Visual inspection Before using testing instruments, equipment AND all testing conductors, wires, pow... ......
