Qualified Certificate of Vehicle
1 Scope
This Standard specifies the format and item content of qualified certificate of vehicle.
This Standard is applicable to qualified certificate of vehicles and incomplete vehicles,
motorcycles (including mopeds), trailers, trolleybuses, tractors that constitute a tractor
towing trailer for transportation, wheeled special-purpose machinery vehicles and
special-type motor vehicles that is issued with the vehicles after they are manufactured,
qualified in the inspection and allowed to exit the factory.

Qualified certificate of completed vehicle is issued with the vehicle by the manufacturer
after the completed vehicle is manufactured, qualified in the inspection and allowed to
exit the factory.
3.2.2 Qualified certificate of incomplete vehicle
Qualified certificate of incomplete vehicle is issued with the vehicle by the manufacturer
after the incomplete vehicle is manufactured, qualified in the inspection and allowed to
exit the factory.
3.3 Technology Parameter Table of Vehicle
Technology parameter table of vehicle is a constituent part of Qualified Certificate of
Vehicle and a normative technical document used to describe the main technical
characteristics of a vehicle.
NOTE: technology parameter table of vehicle is divided into technology parameter table
of completed vehicle and technology parameter table of incomplete vehicle.
3.3.1 Technology parameter table of completed vehicle
Technology parameter table of completed vehicle is a constituent part of Qualified
Certificate of Completed Vehicle and a normative technical document used to describe
the main technical characteristics of a power-driven vehicle.
3.3.2 Technology parameter table of incomplete vehicle
Technology parameter table of incomplete vehicle is a constituent part of Qualified
Certificate of Incomplete Vehicle and a normative technical document used to describe
the main technical characteristics of an incomplete vehicle.
3.4 Authorized Organization
Authorized organization refers to an organization authorized by the national automobile
authority to undertake the management of qualified certificate of vehicle.
4 Requirements for the Issuance of Certificates
4.1 Vehicles manufactured and sold within the territory of the People’s Republic of
China shall have an accompanying Qualified Certificate of Vehicle after they are
manufactured, qualified in the inspection and allowed to exit the factory. Specifically
speaking:
a) Power-driven vehicles shall have an accompanying Qualified Certificate of
Completed Vehicle;
b) Incomplete vehicles shall have an accompanying Qualified Certificate of
manufacturer shall designate a set of characters for the Qualified Certificate of
Completed Vehicle.
The serial number of the qualified certificate of completed vehicle is composed of 15-
digit character codes. The 1st to the 4th digit is the enterprise or group code. The 5th
digit is the check digit. The 6th to the 15th digit is the sequence number of the qualified
certificate. The serial number of the qualified certificate of completed vehicle cannot
be repeated within 30 years. The letters “I, O, Q” cannot be used in the serial number,
in which:
---The enterprise or group code is used to identify any vehicle manufacturer; it is
uniformly assigned by an authorized organization;
---The check digit is used to verify the accuracy of the transcription of serial
number of the qualified certificate of completed vehicle;
---The sequence number of the qualified certificate of completed vehicle is the
serial number of Qualified Certificate of Completed Vehicle issued by the
vehicle manufacturer for the power-driven vehicles that are manufactured,
qualified in the inspection and allowed to exit the factory.
7.2.2 Date of issuance
The time that the vehicle manufacturer issues Qualified Certificate of Vehicle to the
vehicles that are manufactured, qualified in the inspection and allowed to exit the
factory.
The date of issuance shall be in the format of MM, DD, YYYY, for example, “May 25,
2018”.
7.2.3 Name of vehicle manufacturer
Fill in the full name of the vehicle manufacturer, for example, “China FAW Group
Corporation”.
7.2.4 Vehicle brand
The vehicle brand shall be filled in the format: Chinese and English vehicle brands (use
“/” to separate Chinese and English vehicle brands) or Chinese vehicle brand. The
Chinese vehicle brand shall be followed by the word “brand”; the English vehicle brand
is not required, for example, “红旗牌 / HONGQI”, “王牌牌”.
If the vehicle only has English brand, then, fill in only the English vehicle brand.
7.2.5 Name of vehicle
Fill in the name of vehicle used to describe the type of vehicle and its use
Fill in the Chinese characters describing the color of the vehicle body. For single-color
vehicles, the color of the vehicle body shall be filled out in accordance with the color
classification of “white, gray, yellow, pink, red, purple, green, blue, brown and black”.
For multi-color vehicles, the color of the vehicle body shall be filled out in accordance
with the sequence “firstly, front and back, secondly, up and down” in three colors with
the larger area; when the color is a front-to-back structure, fill in from the front to the
back; when the color is an up-to-down structure, fill in from the top to the bottom. Use
“/” to separate the colors. The color of decorative lines and decorative strips installed
on the vehicle body is not included in the vehicle body.
For the third type of chassis in incomplete vehicles, it is unnecessary to fill in the vehicle
color.
7.2.13 Chassis model, chassis ID, chassis batch / product number
For completed vehicles manufactured in one stage, DO NOT fill in the chassis model,
chassis ID, chassis batch / product number.
For vehicles that are manufactured by incomplete vehicles or in multiple stages formed
by the subsequent manufacturing of completed vehicles, if the previous stage is
incomplete vehicle, then, respectively fill in the chassis model, chassis ID, chassis
batch / product number of the original incomplete vehicle; if the previous stage is
completed vehicle, then, respectively fill in the vehicle model and batch / product
number of the original completed vehicle.
For vehicles that are manufactured by imported incomplete vehicles or in multiple
stages formed by the subsequent manufacturing of completed vehicles, if the previous
stage is incomplete vehicle, then, fill in the chassis model of the original imported
incomplete vehicle; if the previous stage is completed vehicle, then, fill in the vehicle
model of the original imported completed vehicle.
For incomplete vehicles, fill in the chassis ID, chassis batch / product number.
7.2.14 Serial number of the qualified certificate of incomplete vehicle
In order to identify any Qualified Certificate of Incomplete Vehicle, the vehicle
manufacturer shall designate a set of characters for the Qualified Certificate of
Incomplete Vehicle.
The serial number of the qualified certificate of incomplete vehicle is composed of 15-
digit character codes. The 1st to the 4th digit is the enterprise or group code. The 5th
digit is the check digit. The 6th to the 15th digit is the sequence number of the qualified
certificate. The serial number of the qualified certificate of incomplete vehicle cannot
be repeated within 30 years. The letters “I, O, Q” cannot be used in the serial number,
in which:
7.2.16 Engine sequence number (excluding engine model) / drive motor
sequence number (excluding drive motor model)
For only engine-driven vehicles, hybrid electric vehicles [other than pure electric plug-
in hybrid (including extended range) electric vehicles with a driving range greater than
or equal to 50 km] and their incomplete vehicles, only fill in the engine sequence
number.
For pure electric vehicles and their incomplete vehicles, fuel cell electric vehicles and
their incomplete vehicles, and electric motorcycles, only fill in the drive motor sequence
number.
For pure electric plug-in hybrid (including extended range) electric vehicles with a
driving range greater than or equal to 50 km, and their incomplete vehicles,
respectively fill in the engine sequence number and drive motor sequence number.
Use “/” to separate the engine sequence number and the drive motor sequence number.
If the vehicle is equipped with multiple drive motors, in accordance with the sequence
“firstly, front and back, secondly, left and right” (for example, “first axle left / first axle
right / second axle left / second axle right / ……”), fill in the drive motor sequence
number of the first drive motor; the drive motor sequence number of the other drive
motors shall be filled in the remarks in 7.2.42.
If the vehicle uses wheeled motor or hub motor as the drive motor, it is unnecessary to
fill in the drive motor sequence number.
7.2.17 Engine displacement and maximum net power (mL/kW), drive motor peak
power (kW)
For only engine-driven vehicles and their incomplete vehicles, and motorcycles, hybrid
electric vehicles [other than pure electric plug-in hybrid (including extended range)
electric vehicles with a driving range greater than or equal to 50 km] and their
incomplete vehicles, only fill in the displacement and maximum net power of the engine,
which is respectively expressed in (mL) and (kW).
For three-wheeled vehicles, only fill in the displacement and rated power of the engine,
which is respectively expressed in (mL) and (kW).
For pure electric vehicles and their incomplete vehicles, fuel cell electric vehicles and
their incomplete vehicles, only fill in the peak power of the drive motor, which is
expressed in (kW).
For pure electric plug-in hybrid (including extended range) electric vehicles with a
driving range greater than or equal to 50 km, and their incomplete vehicles,
respectively fill in the displacement of the engine, which is expressed in (mL); the
maximum net power of the engine, which is expressed in (kW); the peak power of the
For motorcycles, trailers, three-wheeled vehicles, incomplete vehicles, pure electric
vehicles and fuel cell electric vehicles, it is unnecessary to fill in. For special-purpose
vehicles (including compartment-type special-purpose vehicles, tank-type special-
purpose vehicles, special-purpose self-discharging vehicles, warehouse-type special-
purpose vehicles, special lifting vehicles and special-structure special-purpose
vehicles, etc.), it is unnecessary to fill in. For vehicles that cannot use gasoline or diesel,
it is unnecessary to fill in.
7.2.21 Emission standard / emission level
Fill in the standard No. and year No. of the national standard, on which, the vehicle
test is based. If it is based on multiple national standards, then, use “,” to separate the
multiple national standards, and leave no spaces in-between. If the standard is
implemented in stages, in accordance with the expression of the standard, indicate the
stage, for example, GB 17691-2018 National V.
For pure electric vehicles and their incomplete vehicles, fuel cell electric vehicles and
their incomplete vehicles, dimethyl ether vehicles and their incomplete vehicles, and
electric motorcycles, it is unnecessary to fill in.
7.2.22 Overall dimensions (mm)
Fill in the overall dimensions (length, width and height) of the vehicle in (mm).
For special-purpose vehicles, the outer length shall include the front and back
extension dimensions.
The outer height of the vehicle in its curb weight state shall be filled in. For the third
type chassis of incomplete vehicles, it is unnecessary to fill in the outer height.
7.2.23 Inner dimensions of cargo compartment (mm)
Fill in the maximum inner dimensions (length, width and height) of the cargo
compartment, expressed in (mm).
For vehicles with requirements towards the height of breast board (including ordinary
breast board vehicles, warehouse-type vehicles, self-discharging vehicles, trucks
mounted with cranes, etc.), fill in the dimensions (length, width and height) of the breast
board part, which are expressed in (mm).
For goods vehicles and trailers, the height of the breast board of the cargo tank is the
height with the cover, which is rounded off in accordance with 5 and 0.
For passenger compartment-type goods vehicles and self-loading and self-unloading
vehicles manufactured in multiple stages on the basis of completed vehicles, it is
unnecessary to fill in.
For the front axle track of the trailers, use “-” to occupy the blank.
For the front axle track of side-tricycle motorcycles, use “-” to occupy the blank. The
rear axle track refers to distance from the center plane of the side wheel to the center
plane of the vehicle.
For regular three-wheeled motorcycles equipped with two rear wheels symmetrically
distributed with the front wheels, the front axle track shall use “-” to occupy the blank;
the rear axle track refers to the distance between the center planes of the two rear
wheels.
For regular three-wheeled motorcycles equipped with two front wheels symmetrically
distributed with the rear wheels, the front axle track refers to the distance between the
center planes of the two front wheels; the rear axle track shall use “-” to occupy the
blank.
7.2.28 Wheelbase (mm)
Fill in the wheelbase of the vehicle. For multi-axle vehicles, respectively fill in the
wheelbase between two adjacent axles; use “+” for separation; it shall be expressed
in (mm).
For trailers, the value of the first wheelbase is the distance between the trailer pin and
the first axle.
For motorcycles, fill in the center distance between the front and the rear wheels.
7.2.29 Axle load (kg)
Fill in the axle load when the vehicle is full loaded, expressed in (kg). In addition, the
axle load shall correspond to the number of axles; use “/” for separation.
When it is an axle group, the total axle load of each axle of the axle group shall be filled
in. In addition, after the value, indicate the second or third axle group, for example,
17,500 (second axle group). The axle load of the dual steering axles shall be
respectively filled in.
For semi-trailers and mid-axle trailers, the axle load of the front axle (king pin / traction
bar) shall use “-” to occupy the blank. When only the full load is filled in, the axle load
of the rear axle corresponds to the number of axles. When it is an axle group, the total
axle load of each axle of the axle group shall be filled in. In addition, after the value,
indicate the second or third axle group, for example, -/17,500 (second axle group).
One-axis two-axle, two-axis four-axle, three-axis six-axle low-flatbed semi-trailers shall
be filled in in accordance with the axis and axle, for example, “two-axis four-axle: -
/12,000 / 12,000”.
Truck cranes, firefighting trucks, concrete pump trucks, wreckers and oilfield special
number of passengers in the driver’s cab (calculated by 65 kg / person), the lifted mass
and the rated load (if possible).
For two-wheeled motorcycles, the maximum allowable total mass is the sum of the
rated number of passengers (calculated by 75 kg / person) and the curb weight.
For regular three-wheeled motorcycles for goods transportation, the maximum
allowable total mass is the sum of the curb weight, rated load and the number of
passengers in the driver’s cab (calculated by 75 kg / person). For electric regular three-
wheeled motorcycles for goods transportation, the maximum allowable total mass is
the sum of the curb weight, rated load, battery mass and the number of passengers in
the driver’s cab (calculated by 75 kg / person).
For regular three-wheeled motorcycles for passenger transportation, the maximum
allowable total mass is the sum of the curb weight and the rated number of passengers
(calculated by 65 kg / person). For electric regular three-wheeled motorcycles for
passenger transportation, the maximum allowable total mass is the sum of the curb
weight, battery mass and the rated number of passengers (calculated by 65 kg /
person).
For incomplete vehicles, the maximum allowable total mass needs to be filled in.
7.2.33 Curb weight (kg)
Fill in the curb weight of completed vehicles, which is expressed in (kg).
7.2.34 Rated load (kg)
Fill in the maximum allowable load of the vehicles, which is expressed in (kg).
In terms of vehicles for goods transportation, fill in the mass of the goods (excluding
passengers).
For regular three-wheeled motorcycles for goods transportation, the rated load needs
to be filled in; other motorcycles are not required.
7.2.35 Maximum allowable traction mass (kg)
For semi-trailer tractors, cargo vehicles allowed to tow central-axle trailers, and other
vehicles with towing function, the maximum allowable traction mass shall be filled in
and expressed in (kg).
7.2.36 Maximum allowable static load of semi-trailer saddle (kg)
For semi-trailer tractors, the maximum allowable vertical static load of the saddle needs
to be filled in. For semi-trailers, fill in the maximum allowable vertical static load at the
traction pin when it is fully loaded, expressed in (kg).
For pure electric vehicles and their incomplete vehicles, fill in the maximum speed (1
km). For hybrid electric vehicles and their incomplete vehicles, and fuel cell electric
vehicles and their incomplete vehicles, fill in the maximum speed (1 km) in the hybrid
power mode.
For trailers, this is not required.
7.2.40 Date of manufacturing
The date when the manufacturing of the vehicle is completed.
The date of manufacturing shall be filled in in the format of MM, DD, YYYY, for example,
“May 25, 2018”.
7.2.41 QR code
The QR code used in Technology Parameter Table of Vehicle shall comply with the
stipulations of GB/T 18284.
7.2.42 Remarks
For the same vehicle model of vehicles and their incomplete vehicles, motorcycles and
trailers, if the approved vehicle manufacturer and product access permit have optional
configurations, then, the vehicle manufacturer shall explain the actual status of
configuration of the vehicle product in the remarks. When filling in the remarks, if the
space is limited, the vehicle manufacturer may fill in the blank area of 7.2.43 with the
remarks. The remarks include, but are not limited to the following content:
a) Corresponding to 7.2.10, if the model-year is used in the 10th digit of the
vehicle identification number, then, fill in “VIN the 10th digit of the year-code
adopts the model-year”;
b) Corresponding to 7.2.15, 7.2.16 and 7.2.17, if the vehicle is equipped with
multiple drive motors, in accordance with the sequence “firstly, front and back,
secondly, left and right”, respectively fill in the drive motor model, drive motor
sequence number (excluding drive motor model) and drive motor peak power
(kW) of other drive motors, except the first drive motor. Use “/” for separation;
the sequence of arrangement shall be the same;
c) Corresponding to 7.2.18, fill in the name of the manufacturer of the
corresponding energy storage device. Use “/” to separate the names of
manufacturers of various energy storage devices;
d) For tank-type vehicles and tank-type three-wheeled vehicles, fill in the overall
dimensions of the tank and the diameter of the head (mm);
e) For warehouse-type vehicles, fill in the height from the bottom of the
format is: this product conforms to the approved vehicle manufacturer and
product access permit; it is qualified in the inspection and allowed to exit the
factory. It is hereby certified.
b) For other types of vehicles, the format is: this product is qualified in the
inspection and allowed to exit the factory. It is hereby certified.
7.2.43.2 Address of vehicle manufacturer
For vehicles and their incomplete vehicles, motorcycles and trailers, the filled address
of vehicle manufacturer shall be consistent with the approved vehicle manufacturer
and product access permit.
7.2.43.3 Name of entrusted manufacturer
For vehicles entrusted for processing and manufacturing, fill in the full name of the
entrusted manufacturer.
7.2.43.4 Address of entrusted manufacturer
For vehicles entrusted for processing and manufacturing, fill in the address of the
entrusted manufacturer.
7.2.43.5 Contact information of vehicle manufacturer
Fill in the contact information of the vehicle manufacturer for certification matters.
7.2.43.6 Other information of vehicle manufacturer
In terms of the vehicle manufacturer, other information may also be filled in. The
specific content shall be determined by the vehicle manufacturer.
7.3 Vehicle Classification and Filled Items
See Appendix D for the correspondence between vehicle classification and filled items.
8 Requirements for Certificate Management
8.1 The vehicle manufacturer shall submit the format of the front of Qualified Certificate
of Vehicle to the organized organization for archiving. After verification, it may be put
into use.
8.2 After a vehicle is manufactured, qualified in the inspection and allowed to exit the
factory, the vehicle manufacturer shall submit the electronic data2 of Technology
Parameter Table of Vehicle to the organized organization for archiving. After verification,
