GB/T 20000 "Guidelines for standardization" is divided into the following parts: - Part 1: Standardization and related actives - General vocabulary; - Part 2: Adoption of international standards; - Part 3: Reference to documents; - Part 4: Safety aspects for their inclusion in standards; - Part 5: Environmental aspects for their inclusion in product standards; - Part 6: Code of good practice for standardization; - Part 7: Guidelines for the justification and development of management system standards. This part is Part 2 of GB/T 20000. This part was drafted in accordance with the rules given in GB/T 1.1-2009. This part replaces GB/T 20000.2-2001 "Guides for standardization - Part 2: Adoption for International standards". Compared with GB/T 20000.2-2001, the main technical changes are as follows: - DELETE the scope of application of other types of international normative documents other than international standards; DELETE the scope of application of regional and other national standards; ADD that the Chapter 7 of this part does not apply to other international standards as published by ISO and issued the other international standardization organizations (see Chapter 1; Chapter 1 of the 2001 edition); - ADD the terms and definitions of "international standards" (see 3.1); - MODIFY the definition of the term "adoption" (see 3.2; 3.1 of the 2001 edition); - DELETE the first condition of the "equivalent" optional condition [see 4.2a of the 2001 edition]; Guidelines for standardization - Part 2: Adoption of international standards 1 Scope This part of GB/T 20000 stipulates: - Judgment method of the degree of consistency between national standards and corresponding international standards; - Method of adoption of international standard; - Methods of identifying and expressing technical deviations and editorial changes; - Methods of numbering the national standard which identically adopts ISO standard and IEC standard; - The marking method of the degree of consistency between the national standard and the corresponding international standard. This part is used for reference when the national standards identically adopt international standards, or when other standards adopt international standards. The numbering method of national standards which identically adopt the ISO standards and/or IEC standards as specified in Chapter 7 of this part does not apply to standards issued by other international standardization bodies published by ISO. 2 Normative references The following documents are essential to the application of this document. For the dated documents, only the versions with the dates indicated are applicable to this document; for the undated documents, only the latest version (including all the amendments) are applicable to this standard. GB/T 1.1 Directives for standardization - Part 1: Structure and drafting of standards (GB/T 1.1-2009, ISO/IEC Directives - Part 2:2004, NEQ) GB/T 20000.1 Guide for standardization - Part 1: Standardization and related activities - General vocabulary (GB/T 20000.1-2002, ISO/IEC Guide 5 Method of adoption of international standard 5.1 General 5.1.1 In case of adoption of standards or other publications issued by ISO, IEC, and other international standardization bodies published by ISO, it needs to pay attention to the provisions of the policy documents regarding the publication copyrights, copyright usage rights and sales as issued by ISO, IEC, and other international standardization bodies published by ISO. 5.1.2 For different types of documents issued by the International Standardization Organizations, including international standards, it should adopt Chinese documents of similar types to international documents. 5.1.3 National standards shall identically adopt international standards as much as possible. If the international standards are modified due to climatic, geographic or basic technical reasons, the differences from the international standards shall be minimized; these differences shall be clearly marked and the reasons for these differences shall be explained. 5.1.4 National standards that have a consistent correspondence relationship with international standards shall be compiled in accordance with the provisions of GB/T 1.1. Note: The structure of standards as issued by other international standardization bodies published by ISO is often different from the standard structure as specified in GB/T 1.1. National standards that have a consistent correspondence relationship with international standards shall be marked on the cover with the degree of consistency identification with the international standard (see 8.3.1); the adoption of the international standard method, the consistency with the adopted international standard, the international standard number, the Chinese translation of the international standard name (see Appendix D) shall be stated in the foreword. In the foreword, the minimum editorial changes (see 6.1.3) shall be stated in case of identical adoption; technical deviations (see 6.1.1) and editorial changes (see 6.1.3) as well as structural changes (see 6.1.2) shall be stated in case of adoption after modification. When it is not equivalent to international standards, it is not necessary to explain the technical deviations, editorial modifications and structural changes. National standards that have consistent correspondence with international standards shall not retain the foreword of international standards. The content of the introduction of the international standard can be transformed into the 6.2.2 For the national standards that adopt international standards after modification, the international documents that are normatively quoted by international standards can be replaced by applicable Chinese documents. In this case, these applicable Chinese documents shall be listed in the Chapter "Normative References" of the national standard. For Chinese documents that have a consistent correspondence with international documents, it shall indicate the degree of consistency with international documents (see 8.3.3). If Chinese documents that are not equivalent to international documents are used, or Chinese documents that are not consistently corresponded with international documents are used instead of international documents referenced by international standards, then when the technical deviations are stated in the national standard, it shall briefly describe the technical deviations between the Chinese documents and the corresponding international documents which are not equivalent or have no consistent correspondence relationship in terms of the referenced contents. For international documents that retain the normative references of international standards that are quoted, these retained international documents shall be listed in the Chapter "Normative References" of the national standard (if it is a standard, include the international standard number, the Chinese translation of the international standard name, the original name enclosed in brackets). 6.2.3 For national standards that are not equivalent to international standards, the international documents that are normatively quoted by international standards can be replaced by applicable Chinese documents. In this case, these applicable Chinese documents shall be listed in the Chapter "Normative References" of the national standard. For Chinese documents that have a consistent correspondence with international documents, the degree of consistency with international documents may not be marked; or it can also only indicate the code and sequence number of the corresponding international document. For international documents that retain the normative references of international standards that are quoted, these retained international documents shall be listed in the Chapter "Normative References" of the national standard (if it is a standard, include the international standard number, the Chinese translation of the international standard name, the original name enclosed in brackets). 6.2.4 The references mentioned in international standards can be replaced by applicable Chinese documents. In this case, these applicable Chinese documents can be listed in the "References" of the national standards. For Chinese documents that have a consistent correspondence relationship with international documents, it is not necessary to mark the degree of consistency - For the replacement between dated reference documents, the identification of degree of consistency is as shown in Example 1 and Example 2; - For the replacement between undated references, the number of the current latest version of Chinese document shall be added before its subsequent marking of the degree of consistency (see Example 3); - For the replacement of all parts of international documents through undated quoting, the code and sequence number of the international documents and "(all parts)" are indicated (see Example 4). At the same time, when the technical deviations are stated in the foreword, the degree of consistency between the parts of the current latest version of Chinese documents and the parts of international documents is listed. When there are few parts of Chinese documents or international documents, they are listed directly below the list of technical deviations (see Example 5). When there are many parts of Chinese or international documents, it should compile an appendix and list them in the form of an appendix under the list of technical deviations (see Example 6).
