It adds the achievements and experience in technical study and charging equipment production of electric vehicle charging in China; modifies the relevant contents unsuitable for the actual conditions in China, for example, contents that are inconsistent with the issued national standards; and appropriately adjusts the indexes and over-stringent requirements. This Standard also references to Japanese Standard JEVS G101-1993 and American standard SAE-J 1772-1996. The Appendix A and Appendix B of this Standard are informative. This standard was proposed by State Bureau of Machine Building Industry. This Standard shall be under the jurisdiction of the National Automotive Standardization Technical Committee. Qi Guoguang, Liu Zhongren, Sun Xiaomin, Zhou Xide, Wang Changqing, Qu Xiaohong, and Xu Changhong, etc. IEC Foreword 1) The IEC (International Electrotechnical Commission) is a worldwide organization for standardization comprising all national electrotechnical committees (IEC National Committees).The object of the IEC is to promote international co-operation on all questions concerning standardization in the electrical and electronic fields. To this end and in addition to other activities, the IEC publishes many international standards. Their preparation is entrusted to technical committees; any IEC National Committee interested in the subject dealt with may participate in this preparatory work. International, governmental and non-governmental organizations liaising with the IEC also participate in this preparation. The IEC collaborates closely with the International Organization for Standardization (ISO) in accordance with conditions determined by agreement between the two organizations. 2) The formal decisions or agreements of the IEC on technical matters express, as nearly as possible, an international consensus of opinion on the relevant subjects since each technical committee has representation from all interested National Committees. 3) The documents produced have the form of recommendations for international use and are published in the form of standards, technical reports or guides and they are accepted by the National Committees in that sense. 4) In order to promote international unification, IEC National Committees undertake to apply IEC International Standards transparently to the maximum extent possible in their national and regional standards. Any divergence between the IEC Standard and the corresponding national or regional standard shall be clearly indicated in the latter. 5) The IEC provides no marking procedure to indicate its approval and cannot be rendered responsible for any equipment declared to be in conformity with one of its standards. 6) Attention is drawn to the possibility that some of the elements of this International Standard may be the subject of patent rights. The IEC shall not be held responsible for identifying any or all such patent rights. International Standards IEC 61851-2-2 and IEC 61851-2-3 were proposed by IEC technical committee 7B. IEC 61851-2-2 and IEC 61851-2-3 are Subpart 2 and Subpart 3 of Part 2 of IEC 61851. This issued series standards are divided into the following parts. Part 1. General Requirements of Electric Vehicle Conductive Charging System Part 2. Requirements on the Structure, Electric and Performance of Equipment Used for Electric Vehicle Conductive Charging. Part 2 is subdivided into the following subsections and issued as independent International Standards. — Part 2-1. Electric Vehicle Requirements for Conductive Connection to an A.C./D.C. Supply. — Part 2-2. A.C. Electric Vehicle Charging Station. — Part 2-3. D.C. Electric Vehicle Charging Station. Part 3. Communication Protocols between Electric Vehicle Charging Station and Electric Vehicle. Electric Vehicle Conductive Charging System A.C./D.C. Electric Vehicle Charging Station 1 Scope This Standard, together with GB/T 18487.1, gives specific requirements (maximum A.C. voltage of 660V and maximum D.C. voltage of 1,000V in accordance with GB 156-1993) for conductive connection to A.C./D.C. electric vehicle charging station. For A.C. charging station, this Standard does not cover box type assemblies with socket-outlets, which is installed for the purpose of delivering energy to the vehicle and have no charging control functions. According to GB/T 18487.1, the charging mode of D.C. electric vehicle charging station shall be Mode 4. This Standard does not cover all other safety aspects related to maintenance. 2 Normative References The involved provisions in the following standards will become the provisions through reference in this Standard. When published, all the shown versions are valid. All the standards will be revised, and all parties using this Standard shall discuss the possibility of using the latest version.
