Foreword
GB/T 16739 “Certification requirements for motor vehicle maintenance and
repair enterprise” is divided into two parts.
- Part 1. Motor vehicle maintenance and repair;
- Part 2. Motor vehicle comprehensive current repair and maintenance and
repair of special items.
This part is the first part of GB/T 16739.
This part was drafted in accordance with the rules given in GB/T 1.1-2009.
This part replaces GB/T 16739.1-2004 “Certification requirements for motor
vehicle maintenance and repair enterprise - Part 1. for motor vehicle
maintenance and repair”. As compared with GB/T 16739.1-2004, the main
technical changes are as follows.
- About personnel qualifications.
1) DELETE the specific requirements for the qualifications of employees,
MODIFY to refer to the provisions of GB/T 21338 (see 4.1; 4.2, 4.3, 4.5,
4.6 of 2004 version);
2) ADD the requirements for the number of relevant practitioners and
additional requirements for gas vehicle maintenance companies (see
clause4).
- About organizational management conditions.
1) ADD the “basic requirements” (see 5.1);
2) ADD the requirements for express business licenses, signs,
accessories prices, working hours quotas, price criteria, etc. (see 5.2.1);
3) ADD the requirements for establishing and implementing price filing and
publicity, automobile maintenance contracts, vehicle maintenance fee
settlement lists, vehicle maintenance records, statistical information
submission, and safety production management system (see 5.2.2);
4) ADD the requirements for establishing and implementing systems for
the management of parts and effective control of documents (see 5.3.1);
5) ADD the relevant content requirements for the parts management
system (see 5.3.3).

Part 1. Motor vehicle maintenance and repair
1 Scope
This part of GB/T 16739 specifies the conditions, such as personnel,
organization management, safety production, environmental protection,
facilities and equipment, which shall be possessed by the vehicle maintenance
enterprise.
This part is applicable to automobile vehicle maintenance enterprises (grade I
and grade II), and is the basis for the implementation of administrative licensing
and management of automobile vehicle maintenance enterprises by road
transportation management agencies.
2 Normative references
The following documents are essential to the application of this document. For
the dated documents, only the versions with the dates indicated are applicable
to this document; for the undated documents, only the latest version (including
all the amendments) are applicable to this standard.

3 Terms and definitions
The terms and definitions as defined in GB/T 5624 as well as the following terms
and definitions apply to this document.
5.3.1 It shall establish and implement the systems such as vehicle maintenance
quality commitment, in-factory and exit-factory registration, inspection,
completion exit-factory certificate management, vehicle maintenance file
management, standard and measurement management, equipment
management, parts management, effective document control and personnel
training.
5.3.2 The vehicle maintenance file shall include the maintenance contract, the
in-factory, the process, the completion inspection record, the finished exit-
factory certificate stub, the maintenance settlement list, and the bill of materials.
5.3.3 The parts management system shall specify the requirements for parts
procurement, inspection and acceptance, warehouse management,
information traceability, parts registration, ledger, and claims.
5.3.4 It shall have the maintenance technical data and technical documents of
the repaired vehicle, to ensure complete, effective and timely updating.
6 Safe production conditions
6.1 It shall establish and implement the safety management systems and safety
protection measures appropriate to the contents of their maintenance
operations.
6.2 It shall establish the safety operating procedures for all types of
electromechanical equipment, and indicate such procedures at the appropriate
station or equipment.
6.3 The use and storage of toxic, flammable, explosive materials and dust,
corrosive agents, pollutants, pressure vessels, etc., shall have appropriate
safety precautions and facilities. Safety protection facilities shall have obvious
warning and prohibition signs.
6.4 The production workshop and parking lot shall comply with the requirements
of safe production, fire protection, etc. The installation location of safety and fire
protection facilities shall clearly indicate the management requirements and
operating procedures.
6.5 It shall have emergency plans for safety production accidents.
7 Environmental protection conditions
7.1 It shall have an environmental protection management system that collects,
effectively treats and keeps the environment clean and tidy, such as waste oil,
waste liquid, waste gas, waste water (hereinafter referred to as “four wastes”),
Tables 1 ~ 4, and be compatible with its business operations. The production
workshop area of the grade I enterprise is not less than 800 m2, the production
plant area of the grade II enterprise is not less than 200 m2.
8.3.2 There shall be an assembly maintenance room in the production
workshop. The maintenance area of the grade I enterprise assembly workshop
is not less than 30 m2, and the area of the grade II enterprise assembly
workshop is not less than 20 m2, it shall provide the workbench, disassembly
tools and measuring instruments required for assembly maintenance.
8.3.3 There shall be a pre-checking station in the production workshop. The
pre-inspection station shall have corresponding fault diagnosis and testing
equipment.
8.3.4 The leased production workshop shall have a legal written contract with a
lease term of not less than one year.
8.3.5 The floor of the production workshop shall be flat and solid.
8.3.6 Enterprises engaged in the maintenance of gas vehicles shall have
special maintenance workshops. The workshops shall be permanent buildings,
and flammable building materials shall not be used. The area shall be
compatible with the scale of production. The workshop is well ventilated and
must not be stacked with items that may endanger safety. There shall be no
facilities that may endanger safety within 5 m of the workshop.
8.3.7 Enterprises engaged in the maintenance of gas vehicles shall also have
special sites for sealing inspection and pressure relief operations, which may
be located outdoors. It shall be kept away from fire sources, and clearly
indicated of anti-open fire and anti-static signs.
9 Equipment conditions
9.1 It shall be equipped with the metering tools, special equipment, testing
equipment and general equipment required by Tables 1 ~ 4. The specifications
and quantity shall be compatible with the production scale and production
process.
9.2 Enterprises engaged in grade II maintenance of operating vehicles shall be
equipped with testing equipment that meets all exit-factory inspection items
specified in GB/T 18344.
9.3 All kinds of equipment shall meet the requirements of processing, inspection
accuracy and use, and shall meet the requirements of relevant national
standards and industry standards. The measuring instruments and the testing
