Foreword
This Part of GB 5296 is mandatory, except that Chapter 7 is a
recommended clause.
This Part replaces GB 5296.3-1995, Instruction for use of consumer products.
General labelling for cosmetics.
From the date of implementation of this Part, cosmetics that are manufactured
and imported and sold within the territory of the People's Republic of China shall
comply with the requirements of this Part.
Compared with GB 5296.3-1995, the main changes in this Part are as follows:
-- Add the quote of “Measures for the Metrological Supervision and
Administration of Quantitatively Packed Commodities”, Order No. 75 of
the General Administration of Quality Supervision, Inspection and
Quarantine of the People's Republic of China;
-- Add the quote of “Measures on Implementation of the Administrative
Regulations on Production License of Industrial Products of the People’s
Republic of China”, Order No. 80 of the General Administration of Quality
Supervision, Inspection and Quarantine of the People's Republic of China;
-- Delete the statement that the product can have a mitigating effect on the
part of use in the definition of cosmetics in 3.1;
-- Supplement the terms and definitions of 3.5, 3.6 and 3.7;
-- Add the labelling form of b) in Chapter 4;
-- Add requirements for labelling cosmetic ingredients;
-- Add terms that are exempted from labelling in 8.2;
-- Add the use of minority characters at the same time in the cosmetic
labelling in 9.3.
This Part was proposed by China National Light Industry Council.
This Part shall be under the jurisdiction of National Technical Committee 257
on Fragrance and Flavor Cosmetic of Standardization Administration of China.

1 Scope
This Part of GB 5296 specifies the forms, basic principles, labelling contents
and labelling requirements of the general labelling for cosmetic sales packaging.
This Part applies to cosmetics that are sold in the People's Republic of China.
2 Normative references
The terms in the following documents become the terms of this Part by
reference to this Part of GB 5296. For dated references, all subsequent
amendments (not including errata content) or revisions do not apply to this Part.
However, parties to agreements that are based on this Part are encouraged to
study whether the latest versions of these documents can be used. For undated
references, the latest edition applies to this Part.

(INCI) that is jointly complied by National Technical Committee 257 on
Fragrance and Flavor Cosmetic of Standardization Administration of China
and Committee for Health Standard for Cosmetics, Ministry of Health
3 Terms and definitions
The following terms and definitions are applicable to this Part of GB 5296.
3.1 Cosmetics
A product that is applied to any part of the human body surface (such as skin,
hair, nails, lips) by smearing, sprinkling, spraying or the like, so as to achieve
b) it is printed on a booklet or tape or card that is attached to the outside of
the sales packaging;
c) it is printed on the instruction that is placed in the sales packaging.
5 Basic principles
5.1 The contents that are marked on the cosmetics label shall be true. All texts,
numbers, symbols, and patterns shall be correct.
5.2 The contents that are marked on the cosmetics label shall comply with the
requirements of current national laws and regulations.
6 Contents that must be marked
6.1 Name of the cosmetics
6.1.1 The name of the cosmetics shall reflect the true nature of the cosmetics,
which is simple and easy to understand.
6.1.2 The name of the cosmetics shall be marked on the prominent position of
the display panels of the sales packaging. If it cannot be marked on the display
panels of the sales packaging due to the shape and/or volume of the sales
packaging of the cosmetics, it may be marked on its visible panels.
6.1.3 The serial number or color code of the series product is allowed to be
marked on the visible panels of the sales packaging.
6.2 Name and address of the producer
6.2.1 The name and address of the producer who is legally registered and bears
the responsibility for cosmetic quality shall be marked.
6.2.2 The name and address of the producer who is entrusted to produce or
process the cosmetics shall be marked in accordance with the provisions of the
Order No. 80 of the General Administration of Quality Supervision, Inspection
and Quarantine of the People's Republic of China.
6.2.3 Imported cosmetics shall be marked with the name of the country of origin
or region (refer to Hong Kong, Macao, Taiwan of China) and the name and
address of the agent, importer or distributor who is legally registered in China.
The name and address of the producer can be omitted.
6.2.4 The name and address of the producer, agent, importer or distributor shall
be marked on the visible panels of the sales packaging.
6.4.4.2 The fragrance, auxiliary ingredients and carrier in the essence may not
be marked with the respective ingredient names; instead, the word “essence”
can be listed in the ingredient list.
6.4.4.3 The name of the colorant is the abbreviation “CI” of the colorant index
number (dye index number) plus the colorant index number, such as “CI 12010”,
“CI 15630(3)”. If the colorant does not have an index number, the Chinese name
of the colorant can be used.
6.4.5 If the ingredient list cannot be marked due to the shape and/or volume of
the sales packaging of the cosmetics, the font may be appropriately reduced; it
can also be marked in the form of b) and c) of Chapter 4 of this Part of GB 2569.
For products whose net content is not more than 15 g or 15 mL, perform
according to 8.1.
6.5 Shelf life
6.5.1 The shelf life shall be marked in one of the following two ways:
a) date of manufacture and shelf life;
b) production batch number and expiry date.
6.5.2 Labelling method
-- Labelling of date of manufacture: use the guidance words such as “date of
manufacture” or “see the packaging for date of manufacture”; the date is
arranged in the order of 4-digit year, 2-digit month and 2-digit day. Such
as labelling: "date of manufacture 2001022" or "see the packaging for date
of manufacture" and "2020112” on the packaging, to indicate that it is
produced on January 12, 2002;
-- Labelling of shelf life: “shelf life of x year(s)” or “shelf life of xx month(s)”;
-- Labelling of production batch number: it is customized by the manufacturer;
-- Labelling of the expiry date: use the guideline words such as “please use
before the marked date” or “see the packaging for the expiry date.”; the
date is arranged in the order of 4-digit year, 2-digit month and 2-digit day.
Such as labelling: "20051105", to indicate that it should be used before
November 5, 2005. The date can also be arranged in the order of 4-digit
year and 2-digit month. Such as labelling: "200505", to indicate that it
should be used before May 1, 2005.
6.5.3 In addition to the production batch number, the expiry date or the date of
manufacture and the shelf life shall be indicated on the visible panels of the
sales packaging of the cosmetics.
