Announcement of State Administration for Environmental
Protection
Year-2007 No. 37
In order to implement The Law of the People’s Republic of China on Environmental
Protection and The Law of the People’s Republic of China on the Prevention and
Control of Environmental Pollution by Solid Waste, protect the environment and protect
human health, seven standards, including Identification Standards for Hazardous
Wastes - General Specification, are hereby approved to be national technical
standards on solid waste pollution and environmental control, which are jointly issued
by General Administration of Quality Supervision, Inspection and Quarantine, and our
administration.
The title and serial No. of the standards are as follows:
1. Identification Standards for Hazardous Wastes - General Specification (GB
5085.7-2007)
2. Identification Standards for Hazardous Wastes - Identification for Corrosivity
(GB 5085.1-2007)
3. Identification Standards for Hazardous Wastes - Screening Test for Acute
Toxicity (GB 5085.2-2007)
4. Identification Standards for Hazardous Wastes - Identification for Extraction
Toxicity (GB 5085.3-2007)
5. Identification Standards for Hazardous Wastes - Identification for Ignitability (GB
5085.4-2007)
6. Identification Standards for Hazardous Wastes - Identification for Reactivity (GB
5085.5-2007)
7. Identification Standards for Hazardous Wastes - Identification for Toxic
Substance Content (GB 5085.6-2007)
In accordance with relevant provisions by law, the above standards have the
effectiveness of enforcement.
The above standards, which shall be put into effect since October 1, 2007, are
published by China Environmental Science Press. The content of the standards may
be inquired through the website of the State Administration for Environmental
Protection (website: www.sepa.gov.cn/tech/hjbz/bzwb).
Foreword
In order to implement The Law of the People’s Republic of China on Environmental
Protection and The Law of the People’s Republic of China on the Prevention and
Control of Environmental Pollution by Solid Waste, prevent and control environmental
pollution caused by hazardous wastes, reinforce the management of hazardous
wastes, protect the environment and protect human health, this Standard is formulated.
This Standard is a constituent part of the national identification standards for
hazardous wastes. The national identification standards for hazardous wastes
stipulate the technical indicators of hazardous characteristics of solid wastes. Solid
wastes whose hazardous characteristics comply with the technical indicators
stipulated in this Standard belong to hazardous wastes and shall be managed as
hazardous wastes pursuant to law. The national identification standards for hazardous
wastes are constituted of the following seven standards:
1. Identification Standards for Hazardous Wastes - General Specification
2. Identification Standards for Hazardous Wastes - Identification for Corrosivity
3. Identification Standards for Hazardous Wastes - Screening Test for Acute
Toxicity
4. Identification Standards for Hazardous Wastes - Identification for Extraction
Toxicity
5. Identification Standards for Hazardous Wastes - Identification for Ignitability
6. Identification Standards for Hazardous Wastes - Identification for Reactivity
7. Identification Standards for Hazardous Wastes - Identification for Toxic
Substance Content
This Standard is an amendment of Identification Standard for Hazardous Wastes -
Identification for Corrosivity (GB 5085.1-1996). The main content adds identification
standard and test method for steel corrosion.
In accordance with relevant provisions by law, this standard has the effectiveness of
enforcement.
This Standard was proposed by the Science and Technology Standard Office of State
Administration for Environmental Protection.
The drafting organizations of this Standard: Solid Waste Pollution Control Technology
Research Institute of Chinese Research Academy of Environmental Sciences;
Environmental Standard Research Institute of Chinese Research Academy of
Environmental Sciences.
Identification Standards for Hazardous Wastes
Identification for Corrosivity
1 Scope
This Standard stipulates the identification standards for corrosive hazardous wastes.
This Standard is applicable to the identification for corrosivity of any solid wastes that
are generated in production, life and other activities.
2 Normative References
Through the reference in this part of GB 5085, the clauses in the following documents
become clauses of this Standard. In terms of references without a specified date, the
latest version is applicable to this Standard.
GB/T 699 Quality Carbon Structural Steels;
GB/T 15555.12-1995 Solid Waste - Glass Electrode Test - Method of Corrosivity;
HJ/T 298 Technical Specifications on Identification for Hazardous Waste;
JB/T 7901 Metals Materials - Uniform Corrosion - Methods of Laboratory Immersion
Testing
3 Identification Standard
Solid wastes that satisfy one of the following conditions belong to hazardous wastes.
3.1 Leaching agent, which is prepared in accordance with the stipulations in GB/T
15555.12-1995, pH 12.5, or pH ≤ 2.0.
3.2 Under the condition of 55 °C, corrosion rate of No. 20 steel stipulated in GB/T 699
6.35 mm/a.
4 Test Methods
4.1 Sampling point and sampling method shall comply with the stipulations in HJ/T 298.
4.2 The determination of pH value, which is listed in Clause 3.1, shall comply with the
stipulations in GB/T 15555.12-1995.
