GB 4943 Safety of Information Technology Equipment is currently divided into 4 parts: — Part 1: general requirements; — Part 21: remote feeding; — Part 22: equipment installed outdoors; — Part 23: large data storage equipment. This part is Part1 of GB 4943. This part was drafted according to the given rules of GB/T 1.1-2009. This part uses redrafting rules to modify and adopt the second edition (English edition) of international standard IEC 609501:2005 Safety of Information Technology Equipment Part 1: General Requirements. The technical differences between this part and IEC 60950-1:2005 are: [Translator: The major differences between GB 4943.1-2011 and IEC 60950-1:2005 are highlighted in BLUE color]. a) Power tolerance Provision 1.4.5 in IEC 60950-1:2005 specifies that the tolerance of rated voltage is +6% and -10%. According to the real situation of Chinese power supply voltage, GB 4943.1-2001 specifies the tolerance to be +10% and -10%. DELETE the content of the first dash. b) Marking of power rated value Provision 1.7.1 in IEC 60950-1:2005 does not clearly specify a specific values for rated voltage and frequency. It only expresses in example. And the voltage in the example does not include the Chinese power supply voltage. According to the requirements of Chinese mains power supply voltage, the supply voltage is 220V, 50Hz or the 3-phase 380V, 50Hz. So this Part clearly specifies the rated value of the mains. For the range of rated voltage, it shall include 220V or 3-phase 380V. For multiple rated voltages, one of them must be 220V or 3-phase 380V. And it must be set as 220V or 3-phase 380V when leaving factory. For multiple ranges of rated voltage, they must include 220V or 3-phase 380V. And the range must be set as 220V or 3-phase 380V when leaving factory. Rated frequency or range of rated frequency shall be 50Hz or include 50Hz. c) Safety instructions It clearly specifies the safety instructions in words. ADD a paragraph to 1.7: If there is no other provision, all the required marks and the words in the instructions shall use normative Chinese. In 1.7.2.1, ADD the safety warning requirements and warning marks of using conditions related to altitude and tropical climate. For equipment which only apply to the area at altitude below 2 000 meter, they shall be marked with “only apply to the area at altitude below 2 000 meter”, or similar warning sentences, or identification symbols at obvious position. For equipment which only apply to the condition of non-tropical climate, they shall be marked with “only apply to the condition of non-tropical climate”, or similar warning sentences, or identification symbols at obvious position. If using the mark alone, it shall provide the content explanation of the mark in the instructions. Safety warning sentences (for example, warning sentences of USE under the conditions of altitude below 2000 meter and USE in non-tropical climate) shall use the acceptable language at where the equipment is prescribed for marketing. ADD normative annex DD. PROVIDE the instructions of new safety warning mark. ADD informative annex EE. PROVIDE the comparison table in Chinese, Tibetan, Mongolian, Zhuang and Uyghur which are related to safety in this Part. d) Power plugs According to Chinese dedicated standard of power plugs, ADD “The plug connecting the equipment with AC mains supply shall comply with the requirements of GB 1002 or GB 1003 or GB/T 11918”. e) Scope IEC 60959-1:2005 applies to the equipment which is prescribed to use under the condition of altitude below 2000 meter and non-tropical climate. And the equipment which are used under the condition of altitude above 2000 meter or tropical climate REQUIRE additional requirements, as defined in provision 1.1.2. Due to the particularity of geographical and climatic conditions of China, and the minority population distribution, after revising some clauses in IEC 60950-1:2005, this Part applies to the equipment which can be used under the conditions of altitude below 5000 meter (including 5000 meter) and tropical climate. For the equipment which is prescribed to only use at the altitude below 2000 meter and only use in non-tropical climate, the requirements may be reduced correspondingly, however, it shall have warning description. The third item of 1.1.2 in GB 4943 is modified as: — equipment intended to be used in vehicles, on board ships or aircraft, at the plateau of altitude greater than 5000 m; f) Required value of electric clearance At different altitude, there is different required value of clearance. To the INFORMATION TECHNOLOGY EQUIPMENT - SAFETY - Part 1: General requirements 1 General  1.1 Scope 1.1.1 Equipment covered by this Part This part of GB 4943 is applicable to mains-powered or battery-powered information technology equipment, including electrical business equipment and associated equipment, with a RATED VOLTAGE not exceeding 600 V. This Part is also applicable to such information technology equipment: − designed for use as telecommunication terminal equipment and TELECOMMUNICATION NETWORK infrastructure equipment, regardless of the source of power; − designed and intended to be connected directly to, or used as infrastructure equipment in, a CABLE DISTRIBUTION SYSTEM, regardless of the source of power; − designed to use the AC MAINS SUPPLY as a communication transmission medium (see Clause 6, Note 4 and 7.1, Note 4). This Part is also applicable to components and subassemblies intended for incorporation in information technology equipment. It is not expected that such components and subassemblies comply with every aspect of the standard, provided that the complete information technology equipment, incorporating such components and subassemblies, does comply. 2.9 Electrical insulation 2.9.2 Humidity conditioning If there are requirements by 2.9.1, 2.10.8.3, 2.10.10 or 2.10.11, humidity and heat treatment shall be done indoor or in humidity-heat box with air temperature of (40±2)°C, relative humidity of (93±3)% for 120 h. During the humidity and heat treatment, components or modules are not powered. For equipment which are not prescribed to use under the condition of tropical climate, if there are requirements by 2.9.1, 2.10.8.3, 2.10.10 or 2.10.11, humidity and heat treatment shall be done indoor or in humidity-heat box with relative humidity of (93±3)% for 48 h. At all positions where can place samples, the air temperature shall be maintained in any convenient range of temperature values (t±2)°C in between 20°C and 30°C which will not produce condensation. With the concurrence of the manufacturer, it is permitted to increase the 48 h time duration. 2.10.3 Clearances 2.10.3.1 General CLEARANCES shall be so dimensioned that overvoltages, including transients that may enter the equipment, and peak voltages that may be generated within the equipment, do not break down the CLEARANCE. It is permitted to use either the requirements of 2.10.3 for Overvoltage Category I or Overvoltage Category II, using the PEAK WORKING VOLTAGE; or the requirements in Annex G for Overvoltage Category I, Overvoltage Category II, Overvoltage Category III or Overvoltage Category IV, using the REQUIRED WITHSTAND VOLTAGE, for a particular component or subassembly or for the whole equipment. These requirements apply for equipment to be operated up to 2 000 m above sea These requirements apply to those equipment which are used at altitude below 2000 meter. For equipment which are prescribed to use at altitude between 2000-5000 meter, their minimum clearance shall multiply the multiplication factor 1.48 of corresponding altitude of 5000 meter as given by Table A.2 in GB/T 16935.1*. For equipment which are prescribed to use at altitude above 5000 meter, their minimum clearance shall multiply the multiplication factor as given by Table A.2 in GB/T 16935.1. And it allows to use linear interpolation between the nearest adjacent 2 points in the Table A.2. The clearance value obtained by using multiplication factor to calculate shall be rounded to one decimal place. For equipment which are prescribed to use at altitude between 2000-5000 meter, their minimum electrical clearance shall multiply the multiplication factor 1.48 of corresponding altitude of 5000 meter as given by Table A.2 in GB/T 16935.1. For equipment which are prescribed to use at altitude above 5000 meter, their minimum clearance shall multiply the multiplication factor as given by Table A.2 table in GB/T 16935.1. And it allows to use linear interpolation between the nearest adjacent 2 points in the Table A.2.
