Fuel consumption limits for passenger cars
1 Scope
This document specifies the fuel consumption limits for passenger cars, the
application for type certification, the measurement of fuel consumption, the
determination and recording of type certification values, the production
consistency, the changes and certification extensions, and the implementation
date.
This document applies to M1 vehicles that can burn gasoline or diesel fuel and
whose maximum design total mass does not exceed 3 500 kg.
This document does not apply to vehicles that only use gas fuels or alcohol-
ether fuels.
2 Normative references
The contents of the following documents constitute the indispensable clauses
of this document through normative references in the text. For dated references,
only the version corresponding to that date is applicable to this document; for
undated references, the latest version (including all amendments) is applicable
to this document.

3 Terms and definitions
Terms and definitions determined by GB/T 19596 are applicable to this
document.
4 Application for type certification
4.1 The application for type certification of a certain model or series of fuel
consumption shall be submitted by the manufacturer or its legal representative.
4.2 The following documents and detailed information shall be attached to the
application (if there is a schematic diagram, the details shall be fully explained
in an appropriate proportion):
a) Description of engine system characteristics that are specified in Appendix
A;
b) The fuel consumption type certification application report that is specified
in Appendix B, where the content of B.8 shall not be filled.
4.3 A sample car that represents the certified model or series shall be submitted
to the testing agency responsible for the type certification test.
5 Measurement of fuel consumption
The fuel consumption of gasoline, diesel, bi-fuel and dual-fuel vehicles shall be
measured in accordance with GB/T 19233, by using the Worldwide harmonized
Light vehicles Test Cycle (WLTC). The fuel consumption of externally
rechargeable and non-externally rechargeable hybrid electric vehicles shall be
measured in accordance with GB/T 19753, by using the Worldwide harmonized
Light vehicles Test Cycle (WLTC).
6 Determination and recording of type certification
values
6.1 The testing agency responsible for the type certification test shall determine
the fuel consumption type certification value (comprehensive fuel consumption)
of gasoline, diesel, bi-fuel and dual-fuel vehicles in accordance with GB/T
19233, and determine the fuel consumption type certification value
(comprehensive fuel consumption) of externally rechargeable and non-
externally rechargeable hybrid electric vehicles in accordance with GB/T 19753.
6.2 Compare the comprehensive fuel consumption type certification values that
are determined in 6.1 with the corresponding limits in Formula (1) ~ Formula
(6); record the type certification values and the comparison results in the fuel
consumption type certification report that is specified in Appendix B.
