Foreword
This Standard is formulated for the implementation of laws and regulations such
as the Law of the People's Republic of China on the Prevention and Control of
Environmental Pollution by Solid Wastes and the Law of the People's Republic
of China on Prevention and Control of Radioactive Pollution, AND for the control
of environmental pollution that is caused by the imported compressed piece of
scrap automobile as raw materials.
This Standard specifies the environmental protection control requirements for
imported compressed piece of scrap automobile.
This Standard, as one of the control standards for environmental protection
series of imported solid wastes, is applicable to the import management of
compressed piece of scrap automobile in the catalog of imported solid wastes
as raw materials.
This Standard was first published in 2005, and this is the first revision.
The main contents of this revision:
-- Add requirements for the external exposure penetrating radiation of
imported compressed piece of scrap automobile;
-- Add control requirements for the non-metallic materials that shall be
removed from the scrap automobile itself in the compressed piece of scrap
automobile;
-- Adjust the control requirements for hazardous wastes;
-- Tighten the control requirements for general carried-waste;
-- Revise the inspection requirements.
From the date of implementation of this Standard, the “Environmental protection
control standard for imported solid wastes as raw materials. Compressed piece
of scrap automobile” (GB 16487.13-2005) shall be abolished.
This Standard is revised by the Department of Soil Environmental Management
and the Department of Science and Technology Standards of the Ministry of
Environmental Protection.
This Standard is mainly drafted by: China Research Academy of Environmental
Sciences.
This Standard was approved by the Ministry of Environmental Protection on
December 29, 2017.

1 Scope of application
This Standard specifies the environmental protection control requirements for
imported compressed piece of scrap automobile and the control requirements
for the dismantling and suppression of scrap automobile before the compressed
piece is formed.
This Standard applies to the import management of the following compressed
piece of scrap automobile.

3 Terms and definitions
The following terms and definitions are applicable to this Standard.
3.1 Compressed piece of scrap automobile
Unrecoverable products of scrap automobile that lose the use functions and are
treated by compressing.
3.2 Carried-waste
Other substances that are mixed into the imported compressed piece of scrap
automobile during collection, packaging and transportation (including the
driver's and passenger's daily necessities in the car, excluding the packaging
of imported compressed piece of scrap automobile and the substances that
need to be used during transportation).
4 Control standards and requirements
4.1 The radioactive pollution control of imported compressed piece of scrap
automobile shall meet the following requirements:
a) No radioactive waste is mixed in the compressed piece of scrap
automobile;
b) The dose rate of external exposure penetrating radiation of compressed
pieces of scrap automobile (including the package) does not exceed the
normal natural radiation background value of +0.25 μGy/h of the location
of the port of entry;
c) The radiative pollution level on surface α, β of the compressed piece of
scrap automobile is: the average value α of the maximum detection level
of 300 cm2 of any part on the surface does not exceed 0.04 Bq/cm2, β
does not exceed 0.4 Bq/cm2;
d) The specific activity of radionuclides in compressed piece of scrap
automobile shall be lower than the limits in Table 1.
