Foreword
GA/T1400 Video and image information application system for public security
is divided into four parts.
- Part 1. General technical requirements;
- Part 2. Application platform technical requirements;
- Part 3. Database technical requirements;
- Part 4. Interface protocol requirements.
This part is part 2 of the GA/T 1400.
This part was drafted in accordance with the rules given in GB/T 1.1-2009.
Please note that some of the contents of this document may involve
patents. The issuing agency of this document does not assume
responsibility for identifying these patents.
This part was proposed by the Bureau of Science and Technology Information
of the Ministry of Public Security.
This part shall be under the jurisdiction of the National Security and Alarm
System Standardization Technical Committee (SAC/TC 100).

for application platform
1 Scope
This part specifies the technical requirements for the structure, function and
performance of the public security video image information application platform.
This part is applicable to planning design, software development, deployment
implementation, inspection and acceptance, and operation and maintenance of
the public security video image information application platform.
2 Normative references
The following documents are essential to the application of this document. For
the dated documents, only the versions with the dates indicated are applicable
to this document; for the undated documents, only the latest version (including
all the amendments) are applicable to this standard.

with the relevant requirements of the public security information system,
to realize the connection with the police comprehensive platform, resource
platform and other systems.
5.1.6 Unified certification and authentication system access
It should support access to a unified certification and authentication system.
5.2 Application
5.2.1 Video surveillance basic application
It shall comply with the provisions of GA/T 669.7-2008, have video browsing,
video download/playback, cloud mirror control and other basic video
surveillance applications.
5.2.2 Collection annotation
The collection annotation function shall meet the following requirements.
a) Support the collection and annotation for the video clips or images during
online video viewing or video playback;
b) Support the collection and annotation of video image information through
offline video image information collection device, support mirror copy, data
copy, video clip copy, image capture, and other collection methods, and
can carry out information annotation;
c) The information content annotated for video clips, images, etc., complies
with the provisions of GA/T 1400.3-2017.
5.2.3 Inquiry and retrieval
The inquiry and retrieval functions meet the following requirements.
a) Support inquiry and retrieval of keyword fuzzy inquiry and combination of
object attributes based on video image information object feature
attributes;
b) It shall support the inquiry and analyses based on the vehicle's license
plate number, vehicle type, passing time, passing position, and other
characteristics of motor vehicles and their combinations, such as vague
and precise inquiry of vehicle number plate, vehicle trajectory analysis,
space-time collision analysis, etc.;
c) It shall support the combined analysis based on the correlation information

5.2.9 Statistical analysis
The statistical analysis function shall meet the following requirements.
a) It shall be able to make statistical analysis for different characteristics of
video case event types, processing phases, regions belonged, time range,
and so on, and generate statistical statement;
b) It shall be able to make statistical analysis based on the feature attributes
of the video image information object, and generate a statistical statement.
5.3 Management
5.3.1 User management
5.3.1.1 User registration and identity authentication
The user identity of the access application platform shall be registered, and
legality verification shall be performed.
5.3.1.2 Authentication mode
It shall comply with the provisions of GA/T 669.2-2008.
5.3.1.3 User access control
It shall support one or more of the following access control methods.
a) Limit the IP address provided by the login client;
b) Limit client multi-site login (that is, the same account is logged in multiple
clients).
5.3.1.4 Role management
Supports the role rights management model, namely. permission types,
resources, roles, and meets the following requirements.
