1 General
1.1 Purpose
In order to regulate the periodic inspection of in-use industrial pressure piping,
in accordance with the “Special equipment safety law of the People’s Republic
of China”, “Special equipment catalogue”, the provisions of related safety
technical specifications, this Regulation is hereby formulated.
1.2 Scope of application
This rule applies to the periodic inspection of in-use industrial pressure piping
(hereinafter referred to as piping) (Note 1-1, Note 1-2).
1.3 Periodic inspection of piping
The periodic inspection of piping, that is, the comprehensive inspection, refers
to the conformity verification activities by the special equipment inspection
organizations (hereinafter referred to as inspection organization) against the
safety status of the piping, based on a certain time period, according to the
provisions of this Regulation, relevant safety technical specifications, the
relevant standards.
Periodic inspections shall be conducted on the basis of annual inspection.
1.4 Work procedures of periodic inspection
The general procedures for periodic inspection work include the preparation of
inspection plans, preparation before inspection, implementation of inspection,
treatment of defects and problems, summary of inspection results, issuance of
inspection reports, etc.
1.5 Grade of safety status of periodic inspection
The safety status of the periodic inspection of piping is divided into 4 levels.
grade 1, grade 2, grade 3, grade 4.The inspection organization shall, according
to the conditions of periodic inspection, assess the grade of safety status of
piping in accordance with the provisions of clause 3 of this Regulation.
1.6 Cycle of periodic inspection
1.6.1 General provisions
Generally, the piping is periodically inspected for the first time within 3 years
after it is put into use. The subsequent inspection cycle shall be determined by
the inspection organization according to the grade of safety status of piping
according to the following requirements.
(1) The grade of safety status is grade 1 or grade 2.The piping of grade GC1
and GC2 are inspected generally once not more than 6 years; The piping
of grade GC3 is inspected once not more than 9 years;
(2) The piping of grade 3 safety status is inspected generally once not more
than 3 years. During the period of use, the user organization shall take
effective monitoring measures on the piping;
(3) For the piping of grade 4 safety status, the user organization shall treat
the piping defects; otherwise, such piping shall not be used any more.
1.6.2 Cycle of risk-based inspection (RBI)
The periodic inspection of piping may use the risk-based inspection. The
inspection cycle can be determined by the following methods.
1.6.3 Special provisions
1.6.3.1 Shortening of inspection cycle
For piping under one of the following conditions, it shall appropriately shorten
the periodic inspection cycle.
(1) When the corrosion of the piping material by the medium or the
environment is unknown, or the thickness of piping reduces abnormally
due to corrosion;
(2) It has a tendency to cause environmental cracking or mechanical
damage, meanwhile cracking has been found (Note 1-3);
(3) When the use medium changes, which may cause deterioration of
corrosion;
(4) When the material deterioration is more obvious;
(5) The user organization has not conducted an annual inspection in
accordance with Appendix A of this Regulation;
(6) When the settlement of foundation causes the deflection of the piping,
which affects safety;
(7) When it suspects, in the inspection, that there are other factors which
may affect safety.
Note 1-3.Environmental cracking includes mainly stress corrosion cracking,
hydrogen induced cracking, etc. Mechanical damage mainly includes various
fatigues, high-temperature creep, etc. See GB/T 30579 “Damage modes
identification for pressure equipment”.
1.6.3.2 Failure to carry out periodic inspections on schedule
For piping that has not been periodically inspected on schedule due to special
circumstances, the user organization shall issue the written statement to detail
the conditions. After being approved by the responsible person of safety
management of the user organization, agreed by the inspection institute which
undertook the previous periodic inspection (except for the delay of initial
inspection), the inspection can be delayed. Otherwise, the user organization
may put forwards to application, which will be processed in accordance with the
provisions of clause 2.6 of this Regulation.
For piping that are not periodically inspected on schedule, the user organization
shall take effective monitoring and emergency management measures.
1.7 Obligation of user organization
The user organization shall fulfill the following obligations.
(1) Formulate a periodic piping inspection plan; apply to periodic inspection
to the inspection institute 1 month before the valid period of the periodic
inspection of the piping;
(2) Do well in inspection coordination and safety supervision; be responsible
for the authenticity of the relevant information provided;
(3) For the defects and problems which are found in the inspection, propose
the treatment or rectification measures, be responsible for their
implementation, feedback the treatment or rectification conditions, in
writing, to the inspection institute.
1.8 Duties of inspection institute and inspectors
(1) The inspection institute shall perform the inspection of the piping in
accordance with the approved inspection scope, be responsible for the
authenticity, accuracy and validity of the inspection report (Note 1-4);
(2) Personnel engaged in the inspection and testing of piping shall obtain
the corresponding certificate of special equipment inspection and testing
personnel, make registration in accordance with relevant provisions;
(3) After the inspection institute receives the periodic inspection application
from the user organization, it shall conduct the inspection in time;
(4) The inspection institute shall conduct periodically safety training for the
inspection work of the testing and inspection personnel, retain the
training records.
Note 1-4.Authenticity means that the report is based on objective facts and
does not make false evidence. Accuracy means that the accuracy of the test
data involved in the report meets the relevant requirements. Effectiveness
means that the qualification of the inspection institute and the inspector
complies with requirements; the measuring equipment, instrument and tools
which are used for inspection and testing are within the valid period of the
calibration standard; the basis for the testing is legal; the report’s approval
procedure complies with requirements.
1.9 Application of new techniques
If new techniques and new assessment methods are adopted in the inspection,
which are inconsistent with the requirements of this Regulation and the related
safety technical specifications, or if this Regulation and related safety technical
specifications do not make any requirements, or it may have major impact onto
the safety performance, the relevant organization shall provide the relevant
basis, data, result of study and test as well as such technical data as the testing
and assessment report, make application to the General Administration of
Quality Supervision, Inspection and Quarantine (hereinafter referred to as the
AQSIQ), which will entrust the relevant technical institute to perform technical
review. The results of the technical review can only be put into application after
being approved by AQSIQ.
1.10 Informationalized management
The user organization, inspection, and testing institute of the piping shall,
according to the informationalized work provisions of special equipment, timely
upload the required inspection data to the user registration and inspection
information system of special equipment.
2 Periodic inspection
2.1 General requirements
Periodic inspections are carried out generally while the piping is out of service.
When the piping’s operating conditions do not affect the validity and safety of
the inspection, it may also be based on the damage mode and risk level of the
piping and combined with the using conditions of the pipeline, to formulate the
inspection strategy, to implement inspection in the running status.
2.3 Preparation before inspection
2.3.1 Preparation and review of data
Before the inspection, the user organization shall generally provide the
following information to the inspection institute.
2.3.2 Preparation work for inspection site
The user organization and related supporting organizations (such as repair and
maintenance organizations, etc., the same below) shall do well in the technical
handling after the shutdown and the safety inspection before the inspection
according to the requirements, to confirm that the site conditions meet the
requirements of the inspection work, to finish the relevant preparation work.
Before the inspection, the inspection site shall meet at least the following
conditions.

3.1 Principles of rating
3.2 Rating of inspection item
3.2.1 Piping’s position or structural rating
Piping which has improper position or unreasonable structure shall be rated of
the grade of safety status according to the following requirements.
3.2.2 Rating of materials of piping components
When the material of the piping components does not conform to the original
design, or when the material is unknown, or when the material is deteriorated,
it shall rate the grade of safety status according to the following requirements.
3.2.3 Rating of overall thinning of wall-thickness of piping and fitting
When the wall-thickness of piping and fitting is completely reduced, it shall
follow the requirements below to rate the grade of safety status.
3.2.4 Rating of local thinning of wall-thickness of piping
If the local thinning of the wall-thickness of piping is within the allowable range
of manufacturing or acceptance criteria, it does not affect the rating. If the local
thinning of the wall-thickness of piping is beyond the allowable range of
manufacturing or acceptance criteria, meanwhile it meets the following
conditions, it is rated in accordance with Table 3-1 or Table 3-2.Otherwise, the
safety status shall be rated as grade 4.
3.2.6 Rating of welding defects (excluding cracks)
3.2.6.1 Basic principles for rating of welding defects
If the welding defect is within the allowable range of GB/T 20801, it does not
affect the rating; if the welding defect exceeds the allowable range of GB/T
20801 (hereinafter referred to as the over-standard welding defect), if it meets
the following conditions at the same time, then it is rated according to the
provisions of 3.2.6.2; otherwise it is rated as grade 4.
3.2.6.2 Rating of over-standard welding defects
3.2.9 Rating of piping’s pressure test or teakage test
If the piping’s pressure test or leakage test is unqualified due to its own reasons,
it is rated as grade 4.
3.3 Comprehensive rating of the grade of safety status
When the comprehensive rating of the grade of safety status is grade 1 and
grade 2, the conclusion of inspection is complying with requirements, it may be
used continuously.
4 Records, reports and conclusions of periodic inspection
4.1 Inspection records and reports
The inspection process shall be recorded in a timely manner. The inspection
records shall be detailed, true and accurate. The amount of information
recorded shall not be less than the amount of information in the inspection
report.
4.2 Initial conclusions of inspection
Due to the need of piping operation, the inspector may, before issuing the report,
issue the “Notice on periodic inspection opinions for special equipment (1)” (see
Appendix C), notice the user organization of the initial conclusion of inspection
in a written manner. The inspector shall be responsible for the correctness of
the inspection opinions.
4.3 Special requirements for handling of problem
When finding the presence of defects which need to be handled during
inspection, the inspection institute may issue the “Notice on the periodic
inspection opinions for special equipment (2)” (see Appendix C), notice the
inspection conditions to the user organization. The user organization is
responsible for entrusting the organization with corresponding qualifications to
handle the defects.
4.4 Reconsideration of inspection conclusions
If the user organization disagrees with the inspection conclusion, it shall, within
30 working days after the receipt of the inspection report or the “Notice of
periodic inspection opinions for special equipment (2)”, apply for
reconsideration to the local or provincial people’s government which is
responsible for the supervision and administration of the safety of special
equipment.
5 Supplementary
5.1 Authority of interpretation
For this Regulation, the AQSIQ is responsible for its interpretation.
5.2 Implementation time
This Regulation shall come into force on May 1, 2018.At the same time, the
“Regulations on periodic inspection of in-use industrial piping (trial)” (GZJG
[2003] No.108) which was issued by the AQSIQ on April 17, 2003 is abolished.

1 General
1.1 Purpose
In order to regulate the periodic inspection of in-use industrial pressure piping,
in accordance with the “Special equipment safety law of the People’s Republic
of China”, “Special equipment catalogue”, the provisions of related safety
technical specifications, this Regulation is hereby formulated.
1.2 Scope of application

4 Records, reports and conclusions of periodic inspection
4.1 Inspection records and reports

Step 4: Select payment option (Via payment agents Stripe or PayPal). Step 5: Customize Tax Invoice -- Fill up your email etc. Step 6: Click "Checkout". Step 7: Make payment by credit card, PayPal, Google Pay etc. After the payment is completed and in 9 seconds, you will receive 2 emails attached with the purchased PDFs and PDF-invoice, respectively.
