Pressure piping components type test regulation
1 General provisions
1.1 Purposes
In order to standardize the type test of pressure piping components, this “Regulation”
is formulated, in accordance with the "Special Equipment Safety Law of the People's
Republic of China", "Special Equipment Safety Supervision Regulations", as well as
other relevant laws and regulations.
1.2 Type test
Type test of pressure piping components (hereinafter referred to as type test) is carried
out by an approved inspection agency, that is responsible for type test (hereinafter
referred to as type testing agency), based on the quality inspection and test pass of the
pressure piping component manufacturer (hereinafter referred to as the manufacturer),
in accordance with the provisions of this “Regulation”, to verify its safety and reliability,
by checking whether the product complies with the safety technical specification,
through technical data review, safety performance inspection and test.
1.3 Scope of application
This “Regulation” applies to pressure piping components within the scope of the
"Special Equipment Catalog", which is used within the territory of the People's
Republic of China. For specific products, see Appendix A of this “Regulation”.
2 Type test procedures and requirements
2.1 Basic procedures
The basic procedures for type testing include application, acceptance, type test plan
formulation, technical document review, sampling, sample inspection and testing,
issuance of type test reports and certificates.
2.2 Application
When the manufacturer makes application to the type testing agency, it shall provide
the following information.
(1) "Application form for type test of pressure piping components" (see Appendix B);
(2) Business license of the manufacturer;
(3) The name, specification range, product technical parameters, adopted product
standards of the product applied for type testing. When the manufacturer adopts
corporate standards or international standards, it shall also provide a compliance
statement, that meets the requirements of relevant safety technical specifications;
(4) List of production equipment and testing equipment for the main processes;
(5) A written statement that the same application has not been submitted to any other
type testing agency;
(6) Other information required for type testing.
2.3 Acceptance
2.3.1 Acceptance of application
After receiving the application materials, the type testing agency shall accept the
application within 5 working days, if the information is complete and meets the
requirements; notify the manufacturer in writing.
2.3.2 Correction
After receiving the application materials, if the application materials are incomplete or
do not meet the requirements, the type testing agency shall inform the manufacturer of
all the content that needs to be corrected at once, within 5 working days; issue a "Notice
of supplementation and correction of application materials for type testing of pressure
piping components".
2.3.3 Rejection of application
After receiving the application materials, the type testing agency shall make it clear that
it will not accept the application within 5 working days, if there is any of the following
circumstances, notify the manufacturer in writing.
(1) The application item does not fall within the scope of type testing, OR is not
within the scope of approval by the type testing agency;
(2) Concealing relevant information or providing false application information is
discovered.
2.3.4 Change of application information
The application of the manufacturer has been accepted. Before the type test, if the
manufacturer changes the organization name, residence, manufacturing address, type
test product name, specification range, product technical parameters, adopted product
standards, it shall resubmit the application.
2.4 Formulation of type test plan
2.4.1 Basic principles
The type testing agency shall formulate a type test plan based on the design method,
manufacturing process, structural type, expected failure mode of the type test product,
combined with the product name, specification range, product technical parameters,
adopted standards provided by the manufacturer.
2.4.2 Main content
The type test plan shall at least include the following contents.
(1) Type test basis (safety technical specifications and based product standards);
(2) Determination of sampling plan;
(3) Review content of technical documents;
(4) Sample inspection and test items and their requirements;
(5) Inspection and testing methods of major items, as well as main testing instruments
and testing equipment.
2.4.3 Determination of sampling plan
The determination of the sampling plan shall meet the following requirements.
(1) The type testing agency shall comprehensively consider the product standards,
the impact of the manufacturing process on product safety performance, the
product range covered by the sample (see Appendix C to Appendix K), to
determine the name and specifications of the samples;
(2) Unless otherwise specified in Appendix C to Appendix K of this “Regulation”,
for each inspection and test item, 2 pieces of products with the same design
method, same raw material designation, same manufacturing process, same
specifications and dimensions are randomly selected for type testing. The
sampling base of samples is generally not less than 5 pieces (except for pressure
piping components with special structures or special materials that are expensive
to manufacture and cannot be mass-produced).
2.4.4 Sample inspection, test items, methods, requirements
Sample inspection and testing shall meet the following requirements.
(1) The inspection and test items of samples shall comply with the provisions of
Appendix C to Appendix K of this “Regulation”;
(2) Inspection and test methods and requirements shall comply with the provisions of
Appendix C to Appendix K of this “Regulation”. When Appendix C to Appendix
K of this “Regulation” do not provide any provisions, they shall comply with
the provisions of the product standard on which the sample is based;
(3) For pressure piping components with special structures or special materials that
are expensive to manufacture and cannot be produced in batches, the type testing
agency shall organize expert demonstrations (the demonstration report is
attached to the type test report) and notify the provincial market supervision
authority in writing where the manufacturer is located. Then the type testing
agency can adopt appropriate test analysis methods, to replace the destructive
test; the type testing agency is responsible for the test methods and results.
3 Supervision and administration
3.1 Certificate validity period
The type test certificate is valid for 4 years.
3.2 Certificate extension
3.2.1 Certificate extension application
Six months before the expiration of the type test certificate (and no more than 12
months), the manufacturer can apply for certificate extension to the prototype type
testing agency, by submitting a self-declaration letter of commitment and other
materials. The extension is valid for 4 years. The manufacturer shall not apply for type
test certificate extension twice in a row.
The self-declaration commitment letter of the manufacturer shall at least include its
commitment to comply with laws and regulations related to special equipment; a
description of compliance of resource conditions, production performance (the
production performance of each product during the certification period is no less than
5 batches), product safety performance status with relevant regulations; the description
of quality and safety consistency with the type test prototype (sample); a description of
the continuous and effective implementation of the quality management system; a
description of the absence of administrative penalties, liability accidents, equipment
safety performance issues, unsolved quality complaints related to special equipment.
The type testing agency shall complete the data review within 20 working days after
receiving the application data. If the data does not meet the requirements, it shall notify
the manufacturer in writing and explain the reasons. The certificate extension
conclusion is that it does not meet the requirements. If the data meets the requirements,
it shall formulate an on-site verification plan; notify the manufacturer in writing and
conduct on-site verification in a timely manner.
3.2.2 On-site verification
The type testing agency shall conduct on-site verification of the products, which are
manufactured within the validity period of the manufacturer's certificate, as well as the
technical documents and inspection data of products in manufacturing or in stock. If
necessary, it may conduct product exit-factory inspection at the manufacturer's site. The
main contents of the on-site verification are as follows.
(1) Randomly check whether the product is covered by the type test certificate
(2) Randomly check the compliance of the design, manufacturing process and other
information of the product with the type test report sample.
(3) Randomly check whether the main safety performance of the product is qualified.
The type testing agency shall notify the manufacturer in writing of the on-site
verification conclusions.
3.2.3 Approval of renewal of certificate
If the on-site verification concludes that the certificate is in compliance, the certificate
extension conclusion will be in compliance and a new type test certificate will be issued.
The validity period will be calculated from the expiration date of the original certificate.
If the on-site verification conclusion is non-compliance, the certificate extension
conclusion is non-compliance; it shall report to the provincial and prefecture-level
market regulatory authorities where the manufacturer is located in a timely manner.
4 Supplementary provisions
4.1 Handling of relevant situations
If the manufacturer applies for cancellation on its own, OR if the manufacturer has one
of the following circumstances, the type testing agency shall withdraw the prototype
test report and type test certificate; promptly report to the provincial and prefecture-
level market regulatory authorities where the manufacturer is located; publish relevant
information on the special equipment information management system.
(1) Providing false information and samples;
(2) Forging or altering type test reports and type test certificates;
(3) During supervision and inspection, it is discovered that there are problems that
seriously affect the safety performance in the manufacturing process of the
manufacturer's products;
(4) It is found that the manufacturer applying for certificate renewal is inconsistent
with its self-declared commitment;
(5) Safety accidents involving casualties due to manufacturing reasons;
(6) Any other illegal or irregular behavior.
4.2 Interpretation authority
The State Administration for Market Regulation is responsible for interpreting this
“Regulation”.
4.3 Implementation time
This “Regulation” will come into effect on October 1, 2023.The "Pressure piping
components type test regulation" (TSG D7002-2006) promulgated by the former
General Administration of Quality Supervision, Inspection and Quarantine on October
27, 2006, will be abolished at the same time.
If the requirements of other documents and regulations issued before the
implementation of this “Regulation” are inconsistent with this “Regulation”, this
“Regulation” shall prevail.
