Foreword
This Standard was drafted in accordance with the rules given in GB/T 1.1-2009.
This Standard was put forward by National Technical Committee 415 on
Fundamentals and Management for Waste Product Recovery of
Standardization Administration of China (SAC/TC 415).
This Standard shall be under the jurisdiction of National Technical Committee
297 on Electrical and Electric Products and Systems of Standardization

1 Scope
This Standard specifies the overall requirements, collection requirements,
sorting requirements, transportation requirements and storage requirements for
used batteries take-back.
This Standard applies to the entire process of used batteries take-back, with
the exception of used batteries that are hazardous waste.

3 Terms and definitions
Terms and definitions determined by GB/T 26724, GB/T 26932 and GB/T 36576,
and the following ones are applicable to this document.
3.1
Used batteries
Batteries and their waste components (devices), spare parts (assemblies) and
waste raw materials that have lost their original use value, as well as batteries
that have lost their use value but can still be used in other target areas.
Note. Used batteries include scrap batteries and scrap semi-finished products,
which are produced in the industrial production process, and batteries,
which are generated in industrial use, daily life or circulation, which have
lost their original use value but can still be used in other target areas.
3.2
Echelon use
The process of applying used power batteries (or battery packs/battery
modules/single batteries) to other fields; it can be used at one level or at multiple
levels.
3.3
Take-back
The activities of collecting and storing used batteries, for the purpose of
recycling.
4 Overall requirements
4.1 Used batteries take-back enterprises shall establish and operate a
management system in accordance with GB/T 19001, GB/T 24001, GB/T
45001 and other standards.
4.4 Used batteries take-back enterprises shall establish a used batteries take-
back information management system to record the category name,
characteristics, recycling time, location, quantity (weight), source, flow direction,
transaction status and other information of each batch of used batteries, report
statistical information, and keep relevant information for at least two years.
4.5 During the used batteries take-back process, the structure and appearance
of the used batteries shall be kept intact. It is strictly prohibited to damage the
used batteries without authorization. The damaged used batteries shall be
collected, sorted, transported and stored separately to prevent leakage,
corrosion, fire and other phenomena.
4.6 Hazardous waste which is generated or mixed in the used batteries take-
back process, or identified as hazardous waste according to the hazardous
waste identification standards and identification methods prescribed by the
country, shall meet the relevant requirements of HJ 2025 and be handed over
to an organization of relevant processing qualifications for processing.
4.9 The recycled used batteries shall be handed over to comprehensive
utilization enterprises of relevant qualifications as required by national laws and
regulations for disposal.
5 Collection requirements
5.1 The construction of used batteries collection outlets shall comply with the
relevant regulations of SB/T 10719.
5.2 The collection of used batteries should be carried out in accordance with
the relevant regulations of WB/T 1061.
6 Sorting requirements
6.1 The classification of used batteries that cannot be used in cascades shall
meet the requirements of GB/T 36576.For the classification and product
examples of used batteries that can be used in cascades, see Table A.1 in
Appendix A.
7 Transportation requirements
7.1 During the transportation process, different types of used batteries shall be
packed in corresponding packaging to prevent exposure, mechanical abrasion,
rain, leakage, and abandonment.
7.2 Revolving pallets should be used, when used battery packs or battery
modules for echelon use are transported. Bulk soft-pack batteries, cylindrical
batteries, and button batteries shall be transported in a turnover box.
7.5 The packaging and transportation of retired power batteries for vehicles
should be carried out in accordance with the relevant regulations in GB/T
38698.1.
8 Storage requirements
8.1 The temporary storage site shall have an independent centralized site and
sufficient storage space; the storage volume shall not exceed 10 t.
8.2 The centralized storage site shall be selected in an urban industrial plot,
and conform to the local environmental protection and regional development
plan; the construction project of the newly-built centralized storage site shall
pass the environmental impact assessment.
8.3 Both the temporary storage site and the centralized storage site shall have
the functions of rain and flood prevention; the ground shall be hardened and
leak-proof; the pollution control shall meet the relevant requirements of GB
18599.
8.4 The storage site shall be equipped with fire safety facilities in accordance
with GB 50016 and GB 50140; fire safety and warning signs shall be set up in
accordance with GB 2894 and GB 15630, and be cleaned and transported
regularly.
8.6 The storage of used batteries shall comply with the relevant regulations of
GB/T 26493.
8.7 Leaky used batteries shall be placed in insulated, fireproof and heat-
insulated containers after insulation and other protective treatments.
8.8 Used lithium-ion batteries shall be subject to safety testing before storage;
they shall be protected from light.
