This document was drafted in accordance with the rules provided in GB/T 1.1-2020 Directives
for Standardization - Part 1.Rules for the Structure and Drafting of Standardizing Documents.
This is Part 3 of GB/T 21551 Antimicrobial and Cleaning Function of Household and Similar
Electrical Appliances. GB/T 21551 has issued the following parts.

This document serves as a replacement for GB 21551.3-2010 Antibacterial and Cleaning
Function for Household and Similar Electrical Appliances - Particular Requirements of Air
Cleaner. In comparison with GB 21551.3-2010, apart from structural adjustments and editorial
modifications, the main technical changes are as follows.
---The terms and definitions of “air cleaner”, “total volatile organic compounds TVOC”
and “PM10” are deleted (see 3.1 ~ 3.3 of Version 2010);
---The applicable requirements in “limit requirements of harmful substances generated by
cleaners” are added (see Table 1);
---The “requirements for the antimicrobial, microbial reduction and cleaning functions”
are modified (see 4.2; 4.2 of Version 2010);
---The “requirements for the functions of materials and components and parts” and
“requirements for the functions of the whole machine” are added (see 4.2.1 and 4.2.2);
---“The cleaning materials of air cleaners shall be able to be replaced or regenerated, and
the cleaning devices shall be able to be cleaned and disinfected” is deleted (see 4.2.3 of

Introduction
GB/T 21551 Antimicrobial and Cleaning Function of Household and Similar Electrical
Appliances is divided into several parts, consisting of general requirements and special
requirements. Part 1 is the general requirements, and the other parts are special requirements.
For household and similar electrical appliances covered by the special requirements, the
requirements shall be in accordance with the relevant provisions of the special requirements.
GB/T 21551 is intended to consist of the following parts.
---Part 1.General requirement. The purpose is to specify the general requirements and test
methods for the antimicrobial, microbial reduction and cleaning functions of household
and similar electrical appliances.
---Part 2.Particular requirements for material. The purpose is to specify the basic
performance parameters and test methods for antimicrobial, preventing mildew,
antiallergen and antivirus of materials and components and parts used by household
and similar electrical appliances.
---Part 3.Particular requirements for air cleaner. The purpose is to specify the basic
performance parameters and test methods for antimicrobia, preventing mildew,
antiallergen, antivirus, microbial reduction, allergen reduction, virus reduction and
deodorization of air cleaners for household and similar purposes.
---Part 4.Particular requirements for refrigerator. The purpose is to specify the basic
performance parameters and test methods for antimicrobia, preventing mildew,
microbial reduction, cleaning / deodorization of refrigerators for household and similar
purposes.
---Part 5.Particular requirements for electric washing machine. The purpose is to specify
the basic performance parameters and test methods for antimicrobia, preventing mildew,
microbial reduction, dust mite reduction, allergen reduction, virus reduction and
deodorization of electric washing machines for household and similar purposes.
---Part 6.Particular requirements for air conditioner. The purpose is to specify the basic
performance parameters and test methods for antimicrobia, preventing mildew,
microbial reduction, indoor air cleaning and self-cleaning of air conditioners for
household and similar purposes.
---Part 7.Particular requirements for electrical toilet seat. The purpose is to specify the
basic performance parameters and test methods for antimicrobia, preventing mildew,
microbial reduction and deodorization of electrical toilet seats for household and
similar purposes.
---Part 8.Particular requirements for electric storage water heater. The purpose is to specify
the basic performance parameters and test methods for antimicrobia, preventing mildew

Requirements for Air Cleaner
1 Scope
This document specifies the hygiene and safety, and functional requirements for household and
similar air cleaners with antimicrobial, microbial reduction and cleaning functions, as well as
the marking requirements, and describes the corresponding test methods.
This document applies to the research, development, production and inspection of household
and similar air cleaners (hereinafter referred to as “cleaners”) that have one or more of the
following functions. antimicrobia, preventing mildew, antiallergen, antivirus, microbial
reduction, allergen reduction, virus reduction and deodorization.
NOTE. for products that have the above-mentioned functions, which are not their main functions,
such as. dehumidifiers, fans and humidifiers, etc., the evaluation of their compliance with
the above-mentioned functions shall refer to the relevant content of this document.
The following products shall refer to this document for implementation.
---Small, portable cleaners, passenger car cleaners.
This document does not apply to.
---Cleaners specifically designed for industrial use;
---Cleaners used in special environments with corrosive and explosive gases (such as. dust,
steam and methane);
---Cleaners specifically designed for medical use.

3 Terms and Definitions
The terms and definitions defined in GB/T 21551.1 and GB/T 18801 are applicable to this
document.
4 Technical Requirements
4.1 Hygiene and Safety Requirements
4.1.1 Hygiene and safety of whole machine
The harmful substances generated by the cleaner itself shall comply with the requirements of
Table 1.
4.1.2 Hygiene and safety of components and parts
Materials or components and parts made of them that are explicitly stated to have the
antimicrobial function and are in close contact with the human body during use shall comply
with the relevant hygiene and safety requirements in GB/T 21551.1.
4.2 Requirements for Antimicrobial, Microbial Reduction and Cleaning Functions
4.2.1 Functional requirements for materials and components and parts
Materials that are explicitly stated to have the antimicrobial, preventing mildew, antiallergenic
and antiviral functions, or components and parts containing materials with the above-mentioned
functions, shall have their antimicrobial rate, preventing mildew level, antiallergenic rate and
antiviral rate in compliance with the requirements of GB/T 21551.2.
4.2.2 Functional requirements for the whole machine
4.2.2.1 Microbial reduction
For cleaners that are explicitly stated to have the microbial reduction function, the microbial
reduction rate shall not be lower than 90%.
4.2.2.2 Allergen reduction
For cleaners that are explicitly stated to have the allergen reduction function, the allergen
reduction rate shall not be less than 80%.
5 Test Methods
5.1 Test Conditions
5.1.1 General conditions
Except for the special requirements specified in the appendixes of this document, the tests shall
be carried out in accordance with the conditions specified in GB/T 18801.
5.1.3 Test procedures
When the cleaner is tested for harmful substances, microbial reduction and cleaning, etc., it
shall be operated under the normal working conditions (optimal functional mode) explicitly
stated by the manufacturer. If the manufacturer does not specify, it shall be operated at the
maximum wind speed gear and all relevant functions shall be turned on.
5.1.4 Placement position
The tests shall be carried out in accordance with the methods described in GB/T 18801.
5.2 Hygiene and Safety Test
5.2.1 Hygiene and safety tests of the whole machine
5.2.1.1 Arrangement of sampling points
During the hygiene and safety test of the whole machine, when the test position is the air outlet,
in the middle of the specified distance perpendicular to the air outlet direction of the plane
where the air outlet is located, arrange 1 sampling point. If the appliance has multiple air outlets,
then, arrange a sampling point at each air outlet, and the concentration of each air outlet is
simultaneously tested. When the test position is around the appliance, the sampling point is
perpendicular to the center plane of the cleaner.
5.2.1.2 Ozone leakage
The ozone leakage is tested in accordance with the following steps.
5.2.1.3 UV leakage
The UV leakage is tested in accordance with the following steps.
a) The test shall be conducted in an environment without obvious air flow;
b) The main wavelength of the UV leakage test is 253.7 nm. If the cleaner explicitly
states ultraviolet light of other main wavelengths, then, in addition to the main
wavelength test, the UV leakage of the explicitly stated wavelengths shall also be
measured;
c) When testing the UV leakage around the cleaner, the cleaner to be tested needs to be
placed in a dark room (with a black radiation barrier to minimize reflection and stray
light);
d) Start the test procedures of the cleaner to be tested, after 5 minutes, measure the
ultraviolet illuminance;
e) Test result. the maximum value among all points is taken as the test result.
5.2.1.4 TVOC mass concentration
The TVOC mass concentration is tested in accordance with the following steps.
a) The test shall be conducted in an open environment without obvious air flow;
b) TVOC mass concentration can be sampled and tested by the solid adsorption-thermal
desorption-gas chromatography-mass spectrometry method specified in GB/T 18883;
it can also be tested by an online gaseous pollutant mass concentration tester, and the
sampling time should be 45 minutes; the TVOC mass concentration measured during
this period is taken as the background mass concentration, which is recorded as C0
and expressed in (mg/m3). When testing the background mass concentration, the
cleaner to be tested shall be in an unpowered state;
c) Start the test procedures of the cleaner to be tested and start sampling at the same time.
The sampling time is consistent with the background mass concentration test time.
The TVOC mass concentration measured during this period is recorded as C1 and
expressed in (mg/m3);
d) Test result. the test result is the TVOC mass concentration C1 generated by the cleaner
minus the background TVOC mass concentration C0.If there are multiple points, the
maximum value of all points is taken as the final result.
5.2.1.5 PM10 mass concentration
The PM10 mass concentration is tested in accordance with the following steps.
a) The test shall be conducted in an environment without obvious air flow;
b) PM10 mass concentration is tested using the light scattering method specified in GB/T
18204.2.Turn on the particulate matter mass concentration tester to test the
background PM10 mass concentration. Set the sampling frequency to 1 time/min, and
the sampling time should be 20 minutes. Take the average PM10 mass concentration
measured during this period as the background mass concentration, which is recorded
as C0 and expressed in (mg/m3). When testing the background mass concentration,
the cleaner to be tested shall be in an unpowered state.
c) Start the test procedures of the cleaner to be tested and start sampling at the same time.
The sampling frequency and sampling time are consistent with the background mass
concentration test. The average PM10 mass concentration measured during this period
is recorded as C1 and expressed in (mg/m3);
d) Test results. the test result is the PM10 concentration C1 generated by the cleaner minus
the background PM10 concentration C0.If there are multiple points, the maximum
value of all points is taken as the final result.
5.2.2 Hygiene and safety test of components and parts
Cleaners that are explicitly stated to have the materials with the antimicrobial function or
components and parts with the antimicrobial materials shall be tested in accordance with the
methods described in GB/T 21551.1.
6 Marking and Instructions for Use
6.1 Principles
6.1.1 Product marking for cleaners that are explicitly stated to have the antimicrobial, microbial
reduction and cleaning functions should comply with the requirements of GB/T 21551.1.
6.1.2 The cleaners should explicitly state in the product marking or instructions for use that they
have the functions and indicators specified in this document, as well as the cycle and methods
of replacement, cleaning and regeneration, etc. of the materials or components and parts used.
6.2 Basic Requirements
6.2.1 Cleaners using the marking shall comply with the relevant hygiene and safety
requirements in 4.1.
6.2.2 Cleaners that meet one or more of the requirements in 4.2 may use text descriptions, such
as. “antimicrobia”, “preventing mildew”, “antiallergen”, “antivirus”, “microbial reduction”,
“allergen reduction”, “virus reduction” and “deodorization” on product packaging box,
nameplates and instructions for use, etc.
6.3 Contents
The following contents shall be included in the marking or instructions for use of cleaners with
the antimicrobial, preventing mildew, antiallergenic, antiviral, microbial reduction, allergen
reduction, virus reduction and deodorization functions.
a) The categories of functions of the cleaners and the technical indicators they achieve
[including test time, test chamber volume, special function programs or gears (if any)];
b) The names of the pollutants corresponding to the parameters shall be indicated;
c) The replacement cycle or cleaning method of the relevant antimicrobial, preventing
mildew, antiallergenic, antiviral, microbial reduction, allergen reduction, virus
reduction and deodorization materials or components and parts used;
d) The cleaners shall list the names of specific positions and components and parts that
have the antimicrobial, preventing mildew, antiallergenic and antiviral functions;
e) The cleaners shall indicate the main technologies or principles of antimicrobia,
preventing mildew, antiallergen, antivirus, microbial reduction, allergen reduction,
virus reduction and deodorization (such as. high-efficiency filtration, ultraviolet
sterilization and ozone sterilization, etc.) used.
