1 General provisions

1.0.1 This standard is formulated, in order to implement relevant national guidelines and policies in the design and construction of fueling stations, unify technical requirements, achieve safety and applicability, advanced technology, economical rationality. 1.0.2 This standard is applicable to the design and construction of newly built, expanded, reconstructed automobile oil fueling stations, gas stations, oil and gas combined fueling stations, oil and hydrogen combined fueling stations, gas and hydrogen combined fueling stations, oil and gas and hydrogen combined fueling stations. 1.0.3 The design and construction of vehicle oil fueling, gas fueling, hydrogen fueling stations shall not only comply with this standard, but also comply with the relevant current national standards.

2 Terms and abbreviations

2.1 Terms 2.1.1 Fueling station It is a place for fueling motor vehicles with vehicle fuel, including gasoline, diesel, LPG, CNG, LNG, hydrogen, liquid hydrogen. It is a generic term of oil fueling station, gas fueling station, oil and gas combined fueling station, oil and hydrogen combined fueling station, gas and hydrogen combined fueling station, oil and gas and hydrogen combined fueling station 2.1.2 Oil fueling station A place which has oil storage facilities AND uses fuel dispensers to refuel motor vehicles with gasoline (including methanol gasoline, ethanol gasoline), diesel and other vehicle fuels. 2.1.3 Gas fueling station It is a place which has gas storage facilities AND uses a gas dispenser to refill motor vehicles with vehicle gas, such as LPG, CNG or LNG. 2.1.4 LPG fueling station A place where LPG automobile gas storage cylinders are filled with LPG for vehicles AND other convenient services can be provided. 2.1.5 CNG fueling station A general term for various CNG fueling stations. 2.1.6 Conventional CNG fueling station A place where gas is taken from the natural gas pipeline outside the station, processed and pressurized, AND vehicle CNG is charged to CNG storage cylinder through a gas dispenser. 2.1.7 Primary CNG fueling station A place where gas is taken from the natural gas pipeline outside the station, processed and pressurized, AND CNG is charged for the CNG long tube trailer or tube bundle container serving the secondary CNG gas fueling station, through CNG dispensing pole. 2.1.8 Secondary CNG fueling station A place where CNG is transported in by a CNG long-tube trailer or a tube-bundle container, charged for the automobile CNG gas storage cylinders, through a gas dispenser. 2.1.9 LNG fueling station A place which has LNG storage facilities and uses LNG dispenser to fuel the vehicle LNG to the LNG vehicle's gas storage cylinders.

3 Basic requirements

3.0.1 Gasoline, diesel, LPG, LNG, liquid hydrogen can be supplied to automobile fueling stations by means of tank car or tank-type container transportation or pipeline transportation; CNG and hydrogen can be supplied by long-tube trailers or tube-bundle containers or pipeline delivery. 3.0.2 The scale of automobile oil fueling, gas fueling and hydrogen fueling stations shall be determined according to resource conditions, market demand, surrounding environment and other factors. Oil fueling stations, gas fueling stations, hydrogen fueling stations can be jointly built, in accordance with Article 3.0.12 ~ Article 3.0.23 of this standard. 3.0.3 The portable fueling device shall not be used in places other than the enterprise's own use, temporary or specific places; it shall be built separately. The design and installation of oil fueling stations, which use portable fueling devices, shall comply with the current industry standard "Technical specification for portable filling device in automobile filling station" SH/T 3134 and the relevant provisions of Article 6.4 of this standard. 3.0.4 The design of ethanol gasoline facilities in oil fueling stations shall not only comply with the provisions of this standard, but also comply with the relevant provisions of the current national standard "Code for design of automobile ethanol gasoline storage and transportation" GB/T 50610. 3.0.5 Electric vehicle charging facilities can be set up in vehicle oil fueling, gas fueling and hydrogen fueling stations. The design of electric vehicle charging facilities shall not only comply with the provisions of this standard, but also comply with the relevant provisions of the current national standard "Design code for electric vehicle charging station" GB 50966.

4 Site choice of station

4.0.1 The site selection of vehicle oil fueling, gas fueling and hydrogen fueling stations shall meet the requirements of relevant planning, environmental protection and fire safety. It shall be selected in a location which has convenient transportation and user convenience. 4.0.2 In the central area of the city, it shall not build the grade I vehicle oil fueling, gas fueling and hydrogen fueling stations and primary CNG fueling stations. 4.0.3 The vehicle oil fueling, gas fueling and hydrogen fueling stations in urban built- up areas should be close to urban roads; however, it should not near the intersection of urban arterial roads. 4.0.4 The safety distance -- BETWEEN gasoline and diesel process equipment in oil fueling stations and various combined stations AND buildings (structures) outside the stations -- shall not be less than the provisions in Table 4.0.4. 4.0.9 In Table 4.0.4 ~ Table 4.0.8 of this standard, the starting and ending points for the calculated spacing of equipment or buildings (structures) shall comply with the provisions of Appendix A of this standard. 4.0.10 In Tables 4.0.4 ~ 4.0.8 of this standard, the division of protection categories for important public buildings and civil buildings shall comply with the provisions of Appendix B of this standard. 4.0.11 In Table 4.0.4 ~ Table 4.0.8 of this standard, the definitions of "open flame location" and "spark emitting location", as well as the division of "category A, B, C, D, E items" and "category A, B, C liquid" shall comply with the relevant provisions of the current national standard "Code of design on building fire protection and prevention" GB 50016. 4.0.12 The overhead power lines shall not cross the operation area of the vehicle oil fueling, gas fueling and hydrogen fueling station. Overhead communication lines shall not cross the operation area of hydrogen fueling facilities, in gas fueling stations and hydrogen fueling combined stations. 4.0.13 The flammable medium pipelines not related to the vehicle oil fueling, gas fueling, hydrogen fueling station shall not cross the land area of the vehicle oil fueling, gas fueling, hydrogen fueling station.

5 Layout of station

5.0.1 Vehicle entrances and exits shall be set separately. 5.0.2 The parking spaces and roads in the station area shall comply with the following requirements. 5.0.3 There shall be a boundary mark between the operation area and the auxiliary service area. 5.0.4 In the oil, gas and hydrogen combined fueling station, diesel tanks should be arranged between gas storage facilities or hydrogen storage facilities and gasoline tanks. 5.0.5 In the operation area of oil fueling, gas fueling, hydrogen fueling station, there shall be no "open flame location" or "spark emitting location". 5.0.6 The layout of diesel tail gas treatment fluid filling facilities shall meet the following requirements. 5.0.7 Electric vehicle charging facilities shall be arranged in the auxiliary service area. 5.0.8 The transformer and distribution rooms or outdoor transformers of oil fueling, gas fueling and hydrogen fueling stations shall be arranged, outside the working area. The starting calculation point of the substation and distribution room shall be openings, such as doors and windows. 5.0.9 The station house shall not be arranged in the explosion danger zone. When the station house is partly located in the operation area, the building area, etc. shall comply with the provisions of Article 14.2.10 of this standard. 5.0.10 When non-oil business buildings or facilities are provided in the vehicle oil fueling, gas fueling and hydrogen fueling station, they shall not be arranged in the operation area. The fire distance from the flammable liquid or flammable gas equipment in the station shall comply with the relevant provisions of Article 4.0.4 ~ Article 4.0.8 of this standard, on the category III protective objects. When open flame equipment is installed in facilities, such as commercial catering, car service, driver's lounge in the station, it shall be equivalent to "open flame location" or "spark emitting location". 5.0.11 The explosion hazardous area in the automobile oil fueling, gas fueling and hydrogen fueling station shall not exceed the station area enclosure wall and the available land boundary.

6 Oil fueling process and facilities

6.1 Oil tank 6.1.1 Except for the fire-proof and explosion-proof oil tanks, which are equipped for portable fueling devices, the gasoline tank and diesel tank at gas stations shall be buried underground; they are strictly prohibited from being installed indoors or in basements. 6.1.2 The oil storage tanks of automobile fueling stations shall adopt horizontal oil tanks. 6.1.3 When double-layer oil tanks are required for buried oil tanks, double-layer steel oil tanks, double-layer glass fiber reinforced plastic oil tanks, double-layer oil tanks with inner steel and outer glass fiber reinforced plastic can be used. When the buried single-layer steel oil tanks of existing gas stations are transformed into double-layer oil tanks, it may use the materials such as glass fiber reinforced plastics, that meet the requirements of strength and anti-seepage, for lining transformation. 6.1.4 The cylinder structure design of single-layer steel oil tank, double-layer steel oil tank, double-layer oil tank with inner steel and outer glass fiber reinforced plastic can be designed, according to the relevant provisions of current industry standard "Workshop fabricated steel tanks - Part1.Horizontal cylindrical single skin and double skin tanks for the underground storage of flammable and non-flammable water polluting liquids" AQ 3020.Meanwhile it shall comply with the following requirements. 1 The nominal thickness of the steel plates, which are used for the tank and head of steel oil tanks, shall not be less than those specified in Table 6.1.4. 6.1.5 The selected double-layer glass fiber reinforced plastic oil tank shall comply with the relevant provisions of the current industry standard "Technical specification for buried glass fiber reinforced plastic double skin oil tanks in fuel filling station" SH/T 3177.The selected steel-glass fiber reinforced plastic double-layer oil tank shall comply with the relevant provisions of the current industry standard "Technical specification for buried steel-glass fiber reinforced plastics double skin oil tanks in fuel filling station" SH/T 3178. 6.1.6 The anti-leakage renovation of the oil tanks in service, at fueling stations, shall comply with the relevant provisions of the current national standard "Technical standard for anti-leakage retrofits of in-service fuel storage tanks in filling stations" GB/T 51344. 6.1.7 The glass fiber reinforced plastic and other non-metallic layers, that are in direct contact with the oil in the tank, shall meet the requirements for eliminating the static charge of the oil. Its surface resistivity shall be less than 109 Ω. When the surface resistivity cannot meet the requirements of less than 109 Ω, objects that can eliminate the electrostatic charge of the oil shall be installed in the tank. Objects to eliminate electrostatic charges of oil products can be steel plates, which are immersed in oil products, OR metal objects such as steel oil inlet risers and oil outlet pipes. The sum of the surface areas shall not be less than the calculated value of the following formula. 6.1.8 Static elimination objects installed in the tank shall be grounded. The grounding resistance shall meet the relevant requirements in Article 11.2 of this standard. 6.1.9 There shall be a penetration gap -- between the inner wall and the outer wall of the double-layer oil tank, that meets the requirements of leak detection.

7 LPG fueling process and facilities

7.1 LPG tank 7.1.1 The design of liquefied petroleum gas storage tanks in gas fueling stations shall meet the following requirements. 1 The design of the storage tank shall comply with the relevant provisions of "Supervision regulation on safety technology for stationary pressure vessel" TSG 21, the current national standards "Pressure vessels" GB 150.1 ~ GB 150.4, "Horizontal vessels on saddle supports" NB/T 47042; 2 The design pressure of the storage tank shall not be less than 1.78 MPa; 3 The joint height of the outlet pipe interface of the storage tank shall be determined, according to the requirements of the selected filling pump; the liquid inlet pipe and liquid phase return pipe should be connected into the gas phase space in the storage tank. 7.1.2 The setting of the closing valve at the bottom of the storage tank shall meet the following requirements. 1 Check valves shall be installed on the liquid inlet pipe, liquid phase return pipe, gas phase return pipe of the storage tank; 2 An overflow valve should be installed on the liquid outlet pipe and the gas phase balance pipe for unloading. 7.1.3 The setting of piping system and auxiliary equipment of the storage tank shall meet the following requirements. 7.1.4 The setting of measuring instruments for LPG storage tanks shall meet the following requirements. 1 The storage tank must be equipped with liquid level gauges, pressure gauges and thermometers for local indication, as well as upper and lower limit alarm devices for liquid levels; 2 The storage tank shall be equipped with liquid level upper limit control and pressure upper limit alarm device; 3 In the primary and secondary LPG fueling stations or combined stations, a remote monitoring system should be installed for the measurement of the liquid level and pressure of the storage tank. 7.1.5 LPG storage tanks are strictly prohibited to be installed indoors or in basements. In oil and gas combined fueling stations and gas fueling stations in urban built-up areas, LPG storage tanks shall be buried underground and shall not be arranged under the roadway. 7.1.6 The setting of above-ground LPG storage tanks shall meet the following requirements.

8 CNG fueling process and facilities

8.1 Process facilities of conventional CNG fueling station and primary CNG fueling station 8.1.1 It should adopt pressure regulation or pressure limiting measures for the natural gas inbound pipeline. When the natural gas inbound pipeline is equipped with a pressure regulator, the pressure regulator shall be set behind the emergency shut-off valve on the natural gas inbound pipeline. 8.1.2 Metering devices shall be designed on the pipelines of natural gas entering the station; the metering accuracy shall not be lower than grade 1.0.For the reference state of volume flow metering, the pressure shall be 101.325 kPa and the temperature shall be 20 °C. 8.1.3 When the hydrogen sulfide content of natural gas entering the station does not meet the relevant provisions of the current national standard "Compressed natural gas as vehicle fuel" GB 18047, desulfurization treatment shall be carried out in the station. The design of the desulfurization system shall meet the following requirements. 1 Desulfurization shall be carried out before natural gas pressurization; 2 The desulfurization equipment shall be located outdoors; 3 The desulfurization system should be equipped with a spare desulfurization tower; 4 Desulfurization equipment should use solid desulfurizer; 5 Sampling ports for hydrogen sulfide content detection shall be installed on the process pipelines before and after the desulfurization tower; online detection analyzers for hydrogen sulfide content can also be installed. 8.1.4 When the moisture content of the natural gas entering the station does not meet the relevant provisions of the current national standard "Compressed natural gas as vehicle fuel" GB 18047, it shall be dehydrated in the station. The design of the dehydration system shall meet the following requirements. 8.1.5 The natural gas entering the compressor shall not contain free water; the quality indicators such as dust content and particle diameter shall meet the relevant provisions of the selected compressor. 8.1.6 The discharge pressure of the compressor shall not be greater than the maximum working pressure of the CNG storage vessel. 8.1.7 A separation buffer tank shall be installed before the compressor unit inlet; an exhaust buffer tank should be installed behind the unit outlet. The setting of the buffer tank shall meet the following requirements. 8.1.8 When installing the suction and discharge pipelines of the compressor unit, the harmful effects of vibration on the pipeline system, compressors and buildings (structures) shall be avoided. 8.1.9 Natural gas compressors should be arranged in a single row. The width of the main channel in the compressor room should not be less than 2 m. 8.1.10 The compressor unit should be equipped with a dedicated programmable logic controller (PLC system) for operation management. The PLC system shall communicate with the automatic process control system of the gas fueling station. 8.1.11 The unloading exhaust of the compressor shall not be vented to the atmosphere; it should be recovered to the buffer tank of the compressor or the waste gas recovery tank. 8.1.12 The condensate discharged from the compressor unit shall be treated centrally.

9 LNG and L-CNG fueling process and facilities

9.1 LNG tank, pump and gasifier 9.1.1 The construction of LNG storage tanks shall meet the following requirements. 1 The construction of the storage tank shall comply with the relevant provisions of "Supervision regulation on safety technology for stationary pressure vessel" TSG 21, the current national standard "Pressure vessels" GB 150.1 ~ GB 150.4, "Static vacuum insulated cryogenic pressure vessels" GB/T 18442.1 ~ GB/T 18442.7. 2 The design temperature of the inner cylinder of the storage tank shall not be higher than -196 °C; the design pressure shall meet the requirements of the following formula. 9.1.2 In the central area of the city, all kinds of LNG fueling stations and oil and gas combined fueling stations shall adopt underground LNG storage tanks or semi- underground LNG storage tanks. 9.1.3 The installation of above-ground LNG storage tanks and other equipment, as well as non-tank-type LNG portable equipment, shall meet the following requirements. 9.1.4 The setting of box-type LNG portable equipment shall meet the following requirements. 9.1.5 The arrangement of underground or semi-underground LNG storage tanks shall meet the following requirements. 9.1.6 The fire resistance rating of the storage tank foundation shall not be lower than 3.00 h. 9.1.7 The setting of LNG storage tank's valves shall meet the following requirements. 9.1.8 The instrument settings of LNG storage tanks shall meet the following requirements. 9.1.9 The submersible pump used for filling LNG vehicle system should be installed in the pump pool. The design of the submersible pump tank shall comply with the provisions of Article 9.1.1 of this standard. The setting of piping system and auxiliary equipment of LNG submersible pump tank shall meet the following requirements. 9.1.10 When the L-CNG system adopts the plunger pump to transfer LNG, the setting of the plunger pump shall meet the following requirements. 9.1.11 The setting of the gasifier shall meet the following requirements. ......
